Governor Gregoire Announces Appointments to Aviation Planning Council

Citizens appointed from Arlington, Bellevue, Chattaroy, Marysville, Mercer Island, Okanogan, Olympia, Richland, Spokane and Vancouver

OLYMPIA - Governor Chris Gregoire today announced appointments to the newly formed Aviation Planning Council.

The Council will conduct a statewide airport capacity and facilities assessment. The assessment must include a statewide analysis of existing airport facilities and passenger and air cargo transportation capacity, regarding both commercial aviation and general aviation but the primary focus must be on commercial aviation.

Carol Moser of Richland has been appointed to a term effective July 27, 2007, ending July 1, 2009. Moser is a member of the Washington Transportation Commission. She was a member of the Ben-Franklin Transit board of directors and the Freight Mobility Strategic Investment Board. Moser served for ten years on the Richland City Council and four years on the Association of Washington Cities board of directors.

John Sibold of Arlington has been appointed to a term effective July 27, 2007, ending July 1, 2009. Sibold is the director of aviation for the Washington State Department of Transportation. He is responsible for the preservation, maintenance, improvement and safety of the state airport system. He was the director of aviation and marine services for the Port of Bellingham and is retired from Alaska Airlines, where he managed in-flight customer service. Sibold is a member of the National Association of the State Aviation Officials and serves as the chair of the aviation land use committee. Sibold is certified to fly general aviation land and seaplanes.

Juli Wilkerson of Olympia has been appointed to a term effective July 27, 2007, ending July 1, 2009. Wilkerson is the director of the Washington Department of Community, Trade and Economic Development. She was the director of the City of Tacoma�s economic development department. Wilkerson has held managerial positions with the Washington Department of Revenue and the State Attorney General�s Office.

Paul A. Roberts of Marysville has been appointed to a term effective July 27, 2007, ending July 1, 2009. Roberts is the director of public works for the City of Marysville. He was the executive director of the Office of the Snohomish County Executive and the director of the department of planning and community development for the City of Everett. Roberts is a member of the Everett City Council, the vice chair of the Puget Sound Clean Air Agency and is a former board member of the Everett Public Schools.

John Townsley of Okanogan has been appointed to a term effective July 27, 2007, ending July 1, 2009. Townsley is a forest silviculturist with the USDA Forest Service. He is a member of the board of the Okanogan Legion Airport Improvement Association and a member of the Washington Pilots Association. Townsley has served as a National Airspace Coordinator for fire and other emergencies and volunteers with the Civil Air Patrol, a youth aerospace education program.

David A. Field of Bellevue has been appointed to a term effective July 27, 2007, ending July 1, 2009. Field is a senior consultant with Carter and Burgess, working on airport project development. He is recently retired from 40 years with the Federal Aviation Administration (FAA). Field managed the FAAs airport planning, programming and capacity branch and the Seattle airports district office. He is a member of the Washington Airport Management Association.

Gratton O. Sealock (Neal) of Spokane has been appointed to a term effective July 27, 2007, ending July 1, 2009. Sealock is the director of the Spokane International Airport, Felts Field and the Airport Business Park. He is a retired Brigadier General with 31 years of active service in the US Army. Sealock is a lifetime member of the Army Aviation Association of America and the Military Officers Association of America. He is a council commissioner for the Inland Northwest Boy Scouts of America, a volunteer for the Spokane Regional Sports Commission and serves on the advisory board for the Eastern Washington College of Social Science and Behavior.

James McNamara of Vancouver has been appointed to a term effective July 27, 2007, ending July 1, 2009. McNamara is on the Western Washington Growth Management Hearings Board. He was an assistant city attorney in Vancouver, Federal Way and Bremerton, specializing in land use issues. McNamara is an adjunct assistant professor at Embry-Riddle Aeronautical University, teaching aviation law, aviation legislation and public administration, and is a licensed pilot.

Donald Garvett of Mercer Island has been appointed to a term effective July 27, 2007, ending July 1, 2009. Garvett is the vice president of strategy and corporate development for Alaska Airlines. He has over 35 years of experience in the aviation field, including experience as an executive, consultant and university adjunct instructor.

Penelope L. Loomis of Chattaroy has been appointed to a term effective July 27, 2007, ending July 1, 2009. Loomis is the airport manager for the Deer Park Municipal Airport and is a member of the American Association of Airport Executives. She was the chair of the Washington Community Airport Association and was on the board of the Washington Airport Management Association. Loomis also volunteers with Friends of Sullivan Lake, maintaining the state-owned airstrip and camping area.
