Governor Gregoire Announces Boards and Commissions Appointments

Citizens appointed from Battle Ground, Bellevue, Castle Rock, Cheney, Enumclaw, Kennewick, Manchester, Marysville, Montesano, Olympia, Palouse, Puyallup, Richland, Seattle, Shoreline, Silverdale, Spokane and Vancouver

OLYMPIA - Governor Chris Gregoire today announced appointments to the following boards and commissions:

Home Care Quality Authority
Elizabeth Brown of Vancouver has been reappointed to a term effective July 2, 2007 ending July 1, 2010. Brown is a registered nurse and has worked as a Community Health Supervisor and a Communicable Disease Epidemiologist. She is a member of the Military Officers Association of America and the Southwest Agency on Aging Advisory Council.

Lawrence Garman of Montesano has been reappointed to a term effective July 2, 2007, ending July 1, 2010. Garman is the meat department manager at the Grays Harbor Top Food and Drugs. He is a member of the Washington Developmental Disabilities Council and volunteers with Arc of Grays Harbor and Hope for Horses.

Jesse Maga�a of Vancouver has bee appointed to a term effective July 2, 2007 ending July 1, 2010. Maga�a is on the board of the Governor�s Committee on Disability Issues and Employment. He is a member of the Disability Resource Center Board, where he also volunteers.

Dennis Mahar of Olympia has been reappointed to a term effective July 2, 2007, ending July 1, 2010. Mahar is the director of the Lewis, Mason and Thurston Area Agency on Aging. He serves on the local Human Services Review Council and is on the board of the Thurston County Food Bank, Thurston-Mason Senior News and the Puget Sound Senior Games.

The Authority regulates and improves the quality of long-term in-home care services by recruiting, training and stabilizing the work force of individual providers.

Special License Plate Review Board
Michael Ciraulo of Battle Ground has been appointed as chair to a term effective August 1, 2007, ending July 31, 2011. Ciraulo is a division chief with Clark County Fire District 11. He is a member of the Battle Ground city council, an adjunct faculty member with Lower Columbia Community College, club director for the Lewis River Rotary and is on the board of the North County Food Bank.

The Board reviews and approves or rejects special license plate applications submitted by sponsoring organizations.

Law Enforcement Officers and Fire Fighters Plan 2 Pension Board
Ryan Martin of Vancouver has been appointed to a term effective July 3, 2007, ending June 30, 2013. Martin is a 12-year veteran of law enforcement and serves as a motorcycle patrol officer with the City of Vancouver. He is president of the Fraternal Order of Police Lower Columbia River Lodge 12 and volunteers for with Adopt- A- Highway, the Vancouver Police Officer�s Guild and the community Easter egg hunts.

The Board runs an actuarial reserve system for the payment of death, disability and retirement benefits to law enforcement officers and fire fighters, and to beneficiaries of such employees.

Board of Volunteer Firefighters and Reserve Officers
Jay Hughes of Spokane has been appointed to a term effective June 12, 2007, ending June 1, 2013. Hughes is a reserve deputy Sheriff and the president of the Washington Reserve Officers Association. He is a volunteer firefighter for Spokane County District 4 and a volunteer training Lieutenant with the Special Olympics of Washington.

Mark Watenpaugh of Castle Rock has been appointed to a term effective July 22, 2007, ending July 21, 2012. Watenpaugh is an electrician for Longview Fibre Company and a member of their emergency response team. He is a Cowlitz County Fire District 6 Commissioner and a volunteer firefighter.

The Board supervises and controls the administration of the volunteer firefighters' and reserve officers relief and pension act.

Washington State Arts Commission
D. David Brown of Seattle has been appointed to a term effective July 29, 2007, ending July 28, 2010. Brown is the executive director of Pacific Northwest Ballet. He is formerly the director of production, the general manager and the executive director of the Boston Ballet, where he spent ten years as a dancer. He was the chair of the board of Dance/USA and is on the board of the American Guild of Musical Artists Retirement Plan and Health Fund and the Washington State Arts Alliance.

Bill McKay of Richland has been reappointed to a term effective July 29, 2007, ending July 28, 2010. McKay is the dean of arts and humanities at Columbia Basin College and is on the board of the Mid-Columbia Symphony.

Brom Wikstrom of Seattle has been appointed to a term effective July 29, 2007, ending July 28, 2010. Wikstrom is the director of the Arthead Gallery in Seattle, a member of the Puget Sound Group of Northwest Painters and is a peer support counselor at the University of Washington Hospital.

The Commission promotes the growth and development of the arts within Washington; advises state agencies and officials on matters pertaining to the arts and administers appropriations set aside for acquiring works of art for public buildings.

Washington State Housing Finance Commission
Claire Grace of Shoreline has been reappointed to a term effective June 29, 2007, ending June 30, 2011. Grace is the corporate secretary and assistant general counsel at Weyerhaeuser and a member of the American and Washington State Bar Associations.

Ray Rieckers of Spokane has been reappointed to a term effective July 19, 2007, ending June 30, 2011. Rieckers is the assistant director of Spokane Neighborhood Action Programs and an adjunct professor at Eastern Washington University. He is a founding board member of the Spokane Low Income Housing Consortium and has served on the Washington Mutual Advisory Council, the Washington Affordable Housing Advisory Board, the Task Force to End Chronic Homelessness in the City of Spokane and the Fannie Mae Partnership Enrichment Advisory Group. He is a member of the Spokane Homeless Coalition, Voters for Housing and the Washington Low Income Housing Alliance.

The Commission issues revenue bonds and participates in federal, state and local housing programs to make additional funds available to help provide low to moderate income housing throughout Washington without the use of public funds or lending the state's credit.

Sentencing Guidelines Commission
David Boerner of Enumclaw has been reappointed to a term effective August 3, 2007, ending August 2, 2010. Boerner is an associate professor of law at the Seattle University School of Law. He is a member of the King County, Washington State and American Bar Associations.

Edward Delmore of Manchester has been reappointed to a term effective August 3, 2007, ending August 2, 2010. Delmore is the director of the Kitsap County Juvenile Court and was a probation officer at King County Juvenile Court.

Judge Dean Lum of Seattle has been reappointed to a term effective August 3, 2007, ending August 2, 2010. Judge Lum is the chief judge at the Regional Justice Center and a member of the executive committee of the King County Superior Court. He is a law student mentor at the University of Washington and Seattle University and the chair of the National Adoption Day celebration in Seattle.

The Commission evaluates state sentencing policy for both the adult criminal justice system and the juvenile justice system; recommends standard sentences for felony offenses; studies sentencing practices across the state and studies the criminal code and makes recommendations for modification.

State Building Code Council
Robert Mueller, D.V.M. of Spokane has been appointed to a term effective June 14, 2007, ending January 5, 2010. Mueller is a retired veterinarian and a member of the Northwest EcoBuilders Guild.

The Council studies, recommends revisions and provides technical and general assistance to building officials about adopted codes relating to uniform building, energy and barrier-free designs and adopts and amends building codes.

Board of Registration for Professional Engineers and Land Surveyors
Neil Norman of Richland has been appointed to a term effective July 10, 2007, ending July 9, 2012. Norman is a registered professional engineer in the mechanical and nuclear disciplines and managed the Yucca Mountain repository design and special studies and nuclear steam supply system design and construction.

The Board examines candidates for license or registration; investigates and holds hearings on violations of regulatory law and recommends and adopts rules and regulations for administering the law.

Community Economic Revitalization Board
The Honorable Michael Echanove of Palouse has been appointed to a term effective September 3, 2007, ending September 2, 2008. Mayor Echanove is the mayor of the City of Palouse and a systems programmer at Washington State University.

Marty Gardner of Kennewick has been reappointed to a term effective September 3, 2007, ending September 2, 2010. Gardner is the director of operations at J Lieb Foods, Inc. and serves on the board of the Tri-City Development Council and Junior Achievement of Greater Tri-Cities.

Dr. Tom Trulove of Cheney has been reappointed to a term effective September 3, 2007, ending September 2, 2010. Trulove is a professor and the chair of the department of economics at Eastern Washington University. He is a consultant with Tom Trulove Energy and Natural Resources Consulting and a member of the Cheney City Council.

The Board works to strengthen the economy in areas of Washington that have experienced high unemployment rates or below-average economic growth; encourages economic diversification and provides incentives to expand employment opportunities.

Public Works Board
Mark Hoppen of Puyallup has been appointed to a term effective July 10, 2007, ending June 30, 2011. Hoppen is the deputy administrator for the City of Puyallup. He is on the board of the Tacoma Regional Visitors and Convention Bureau Board and the Gig Harbor Peninsula Chamber Economic Development Committee.

Roger Flint of Spokane has been appointed to a term effective July 10, 2007 ending June 30, 2011. Flint is the vice resident/Spokane area manager of CH2M HILL Engineering. He is a member of the Spokane Area Chamber of Commerce and serves on the board of Red Cross of the Inland Northwest.

The Honorable Dennis Kendall of Marysville has been appointed to a term effective July 10, 2007, ending June 30, 2011. Kendall is the Mayor of the City of Marysville and is the chair of the Snohomish County Department of Emergency Management, vice president of the Community Transit board co-chair of Snohomish County Tomorrow.

The Board administers public-works assistance funds and makes loans to local government for public-works projects.

Commission on Hispanic Affairs
Rosalba Pitkin of Vancouver has been reappointed to a term effective July 31, 2007 ending August 1, 2010. Pitkin is the program coordinator at Clark College and a member of the Latino Community Resource Group.

The Commission ensures that state programs are providing the assistance needed by the Hispanic community and advises state agencies on developing and implementing policies, plans and programs focusing on the needs of the Hispanic community.

Chiropractic Quality Assurance Commission
The Honorable Nancy Baker of Vancouver has been reappointed to a term effective July 1, 2007, ending June 30, 2011. Baker is a commissioner with the Port of Vancouver. She serves on the board of Partners in Careers, the YWCA of Clark County, the City of Vancouver International Affairs Commission and is the hospitality chair of the International Discovery Walks Festival.

The Commission regulates the competency and quality of chiropractic health care professionals by establishing, monitoring and enforcing qualifications for licensing, consistent standards of practice, continuing competency mechanisms and discipline.

Board of Pilotage Commissioners
Elsie Hulsizer of Seattle has been appointed to a term effective September 1, 2007, ending December 26, 2011. Hulsizer is a free-lance writer and photographer and was the industrial waste program manager for King County. She is a member of People for Puget Sound, Puget SoundKeeper Alliance and the Coastal Society.

The Board examines and licenses qualified pilots for vessels operating on the inland waterways of Washington; fixes pilotage rates and adopts and publishes rules and regulations. They may also take disciplinary action against any vessel owner or master refusing to comply with its rules.

Medical Quality Assurance Commission
Dr. Frederick Dore, Jr. of Silverdale has been reappointed to a term effective July 1, 2007, ending June 30, 2011. Dore is a private practicing physician at Olympic Internal Medicine Associates and a member of the American College of Physicians, the Washington Medical Association and the Kitsap County Medical Society.

Judith Page of Spokane has been reappointed to a term effective July 1, 2007, ending June 30, 2011. Page a private litigator for Beemer and Mumma, Attorneys at Law, and is a member of the Spokane County and Washington State Bar Associations, the World Affairs Council and the City of Spokane Diversity Commission.

Judy Tobin of Seattle has been reappointed to a term effective July 1, 2007, ending June 30, 2011. Tobin is a community volunteer, serves on the board of the Wing Luke Asian Museum and is a member of the Social Justice Fund Northwest.

The Commission regulates the competency and quality of medical professionals licensed to practice medicine and surgery by establishing, monitoring and enforcing qualifications for licensing, consistent standards of practice, continuing competency mechanisms and discipline.

Washington State Board of Health
Frankie Manning of Bellevue has been reappointed to a term effective July 2, 2007, ending July 1, 2011. Manning received is the associate director of nursing service at the Washington Department of Veterans Affairs. She served with the US Army Nurse Corp in Saudi Arabia and the American Red Cross in Japan and is a clinical faculty member at the University of Washington School of Nursing.

The Board is the primary entity for state health policy development and produces a biennial report identifying Washington�s health priorities.

Nursing Quality Care Assurance Board
Judith Personett, R.N., C.N.N.A., of Spokane has been reappointed to a term effective July 1, 2007, ending June 30, 2011. Personett was the chief nurse at the Washington Department of Veteran Affairs for over 20 years and is involved with numerous community and professional organizations.

The Board regulates the competency and quality of nursing care professionals by establishing, monitoring and enforcing qualifications for licensing, consistent standards of practice, continuing competency mechanisms and discipline.

Juvenile Justice Advisory Committee
Martha Bird, Ph.D., of Silverdale, has been reappointed to a term effective July 1, 2007, ending June 30, 2010. Bird is the medical director for Pierce County and worked in the Duke University department of child and adolescent psychiatry and the department of pediatrics.

The Committee implements the federal juvenile justice and delinquency prevention act, which provides funds to states to improve the juvenile justice system, and advises the Governor on priorities for granting federal juvenile delinquency funds and improving the juvenile system.

Nursing Home Administrators Board
Mary Ersek, Ph.D., of Seattle has been reappointed to a term effective May 29, 2007, ending May 28, 2011. Ersek works in the pain and palliative care research department at Swedish Medical Center and is the director of research at the Center for Nursing Excellence. She is an adjunct research associate professor in the division of gerontology and geriatric medicine at the University of Washington School of Medicine.

Veteran�s Affairs Advisory Committee
Gary Pearson of Seattle has been appointed to a term effective July 2, 2007, ending July 1, 2011. Pearson is the President of the northwest chapter of the Paralyzed Veterans of America.

The Committee advises the Governor and the director of the Washington Department of Veterans Affairs on state programs related to veterans, their dependents and survivors.

Task Force on Family Leave Insurance
Marilyn Watkins, Ph. D., of Seattle has been appointed to a term effective July 9, 2007, ending July 1, 2009. Watkins is the policy director for the Economic Opportunity Institute, a Seattle-based nonprofit organization that focuses on issues of economic security. She is the author of �Rural Democracy: Family Farmers and Politics in Western Washington� and worked as a historical consultant for Northwest Indian tribes. She is a member of the advisory board for Real Change.

The Task Force studies the establishment of a family leave insurance program and will report its findings to the Legislature by January 1, 2008. Its findings will include a recommendation as to the specific manner in which the benefits and administrative costs should be financed as well as proposed legislation. The Task Force expires July 1, 2009.
