Governor Gregoire Announces Boards and Commissions Appointments

Citizens appointed from Poulsbo, Redmond, Seattle, Shaw Island, Shelton and Vancouver

OLYMPIA - Governor Chris Gregoire today announced appointments to the following boards and commissions:

Cemetery Board
Bradley Carlson of Vancouver has been reappointed to a term effective April 2, 2007, ending January 15, 2011. Mr. Carlson is the president and general manager of Memorial Gardens Cemetery and Funeral Chapel and is a licensed funeral director. He is a past-president of the Washington Cemetery and Funeral Association, one of the original founders of the Bank of Clark County and the vice chair of the Association of Washington Business.

The Board grants certificates of authority to operate cemeteries owned by corporations other than religious groups or taxing district authorities, grants pre-arrangement sales licenses and crematory licenses, reviews audit results of endowment-care and pre-arrangement trust funds, holds disciplinary hearings on title violations and adopts and amends rules. They also consult with the Board of Funeral Directors and Embalmers on rules for cremation and crematories.

Clemency and Pardons Board
Amanda Lee of Seattle has been appointed to a term effective May 1, 2007, ending September 25, 2010. Ms. Lee is a criminal defense attorney at Schroeter Goldmark & Bender. She clerked for United States District Judge John C. Coughenour and Ninth Circuit Judge Robert Beezer. She has also worked for SAIC as a systems engineer.

The Board receives petitions from individuals, organizations and the Department of Corrections for review and commutation of sentences and pardoning of offenders and, in some instances, for the restoration of civil rights and makes recommendations to the Governor.

Washington State Conservation Commission
Lynn Bahrych of Shaw Island has been reappointed to a term effective June 7, 2007, ending June 6, 2011. Ms. Bahrych is an attorney and is the vice chair of the Conservation Commission. She was a member of the Washington State Livestock Nutrient Management Oversight Committee and the legal director of the Washington Environmental Council. She is the vice chair of Friends of the San Juans.

The Commission develops and implements a program for conserving and improving the state renewable natural resources.

Governor�s Council of Economic Advisors
Frank Brod of Redmond has been appointed to a term effective April 9, 2007, ending at the Governor�s pleasure. Mr. Brod is corporate vice president for finance and administration and the chief accounting officer at Microsoft. He is a member of the emerging issues task force of the Financial Accounting Standards Board, the Standards Advisory Council of the International Accounting Standards Board and is the past chair of Financial Executives International technical committee on corporate reporting.

The Council advises the Governor on state financial matters, including the state budget, tax policy, the issuance of debt and debt management, cash management and other fiscal matters that reflect upon the overall financial condition of the state.

Washington State Health Insurance Pool
G. Robert Appel of Shelton has been reappointed to a term effective June 1, 2007, ending May 31, 2010. Mr. Appel is the CEO of Mason General Hospital and superintendent of Public Hospital District #1 in Mason County, and was the administrator of Ocean Beach Hospital.

Robert Jaffe of Seattle has been reappointed to a term effective June 1, 2007, ending May 31, 2010. Mr. Jaffe is a self-employed health consultant and was a family physician at Providence Medical Center. He is on the board of the Northwest Kidney Center, the Puget Sound Health Alliance and the Washington Health Insurance Program.

The Board provides access to health insurance for people who are unable to obtain coverage in the private marketplace. They develop a uniform screening mechanism for subscribers to enter the pool, set assessments on member health plans and collect premiums from subscribers.

Human Rights Commission
Jerry Hebert of Poulsbo has been reappointed to a term effective June 18, 2007, ending June 17, 2010. Reverend Dr. Jerry Hebert is the former president of the Kitsap Human Rights Network and currently teaches at the Northwest Indian College. He is on the board of the Northwest Indian Education Consortium, the Kitsap Domestic Violence Task Force, Equal Rights Washington, the Communities of Color Coalition and the Lifelong AIDS Alliance.

The Commission works to eliminate and prevent discrimination in employment and business practices based on race, creed, color, national origin, sex, age or mental or physical handicap.

Public Works Board
The Honorable Steve Stuart of Vancouver has been appointed to a term effective April 4, 2007, ending June 30, 2011. Mr. Stuart is the chair of the Clark County board of commissioners and was the executive director for Friends of Clark County and Urban Reserve. He is actively involved in the Salmon Creek Little League, the Columbia River Crossing Taskforce and the board of directors at Southwest Washington Center for the Arts and the Washington State Association of Counties.

The Board administers public-works assistance funds and makes loans to various forms of local government for public-works projects.
