Governor Gregoire Announces Boards and Commissions Appointments

Citizens appointed from Freeland, Lynnwood, Olympia, Puyallup, Seattle and Woodinville

OLYMPIA - Governor Chris Gregoire today announced appointments to the following boards and commissions:

Affordable Housing Advisory Board
Heyward Watson of Seattle has been appointed Chair, effective February 16, 2007, ending January 26, 2011. Mr. Watson is the CEO of Impact Capital, a non-profit community development financial institution, governed by a statewide board of directors involved in affordable housing and community and economic development. He is a member of the Federal National Mortgage Association Housing Impact Advisory Council, the Seattle Mortgage Bankers Association and Habitat for Humanity.

The Board serves as principal advisory body to the Department of Community, Trade and Economic Development on housing and housing-related issues.

Emergency Medical Services/Trauma Care Steering Committee
David Jaffe of Woodinville has been reappointed to a term effective February 21, 2007, ending August 15, 2009. Mr. Jaffe is the executive director/CEO of Harborview Medical Center and is a clinical associate professor at the University of Washington Graduate School for Public Health and Community Medicine. He is on the Board of Directors of the University Health Systems Consortium and the National Association of Public Hospitals and is President of the National Foundation for Trauma Care.

The Committee reviews requirements for pre-hospital emergency and ambulance services, reviews regional emergency management plans and the proposed administrative rules relating to emergency medical services, and advises on rules regarding poison information centers.

Forest Practices Board
Carolyn Dobbs of Olympia has been appointed to a term effective March 1, 2007, ending December 31, 2010. Ms. Dobbs works in the Office of the Provost at The Evergreen State College, is the president of the Timberland Regional Library Foundation and the interim-chair of Washington�s National Park Fund.

The Board establishes minimum standards for forest practices and provides procedures for the voluntary development of resource management plans.

Jail Industries Board
David Dillman of Freeland has been reappointed to a term effective February 23, 2007, ending February 15, 2010. Mr. Dillman is the vice president of operation and services for the Downtown Seattle Association, Metropolitan Improvement District. He is member of the West Precinct Advisory Council and a volunteer with the King County Boys and Girls Club.

Kathy Giglio of Olympia has been appointed to a term effective February 21, 2007, ending February 15, 2010. Ms. Giglio is a program manager with the Department of Community, Trade and Economic Development (CTED). She is a member of the Washington Coalition for the Homeless, a volunteer for the Bread and Roses Community Kitchen and a domestic violence advocate with SAFEPLACE.

The Board offers advice to cities and counties in developing, promoting and implementing consistent, safe and efficient offender-work programs.

State Advisory Council on Homelessness
Paul Carlson of Seattle has been reappointed to a term effective February 21, 2007, ending January 4, 2011. Mr. Carlson is the regional homelessness coordinator with the U.S. Interagency Council on Homelessness. He is involved with the National Shelter Plus Care Steering Committee, the AIDS Housing of Washington Advisory Board and the Seattle YWCA Housing Advisory Board.

Jean Kim of Lynnwood has been reappointed to a term effective February 21, 2007, ending January 4, 2011. Reverend Kim is a retired minister from the Presbyterian Church and most recently worked with the Presbyterian Network to End Homelessness. She is member of the National and Washington Coalition for Homeless, the Washington Low Income Housing Coalition and the Seattle Interfaith Task Force on Homelessness.

Nola Renz of Puyallup has been reappointed to a term effective February 21, 2007, ending January 4, 2011. Ms. Renz is a registered counselor and executive director with Helping Hand House. She is a member of the Pierce County Coalition for the Homeless and president of the Washington State Coalition for the Homeless.

The Council makes annual policy recommendations to the Governor and the Affordable Housing Board on ways to enhance the state's ability to respond to the needs of people who are homeless, who are at risk of being homeless or who have been homeless.

Washington Commission on National and Community Service
Alison Carl White of Seattle has been appointed to a term effective February 16, 2007, ending February 15, 2010. Ms. White is the executive director for Seattle Works. She volunteers for Seafair, United Way of King County and the Federal Way Boys and Girls Club.

The Commission implements the federal National and Community Trust Act of 1993, which created Americorps. It initiates activities that expand and promote the concept of service beyond the scope of federal resources and provides leadership and vision for local volunteer organizations, civic and community groups and government to make service a part of the lives of all of the citizens of the state.

Western State Hospital Advisory Board
Steven Marquez of Olympia has been reappointed to a term effective February 21, 2007, ending December 5, 2010. Dr. Marquez is the Western State Hospital psychologist supervisor for the Center for Adult Services. He received his M.S. and Ph.D in clinical psychology from Washington State University.

The Board monitors the operation and activities of the hospital, reviews and advises on the hospital budget, makes recommendations to the Governor and the Legislature for improving the quality of service provided by the hospital and consults with the secretary of DSHS regarding the selection of superintendent.
