Governor Gregoire Announces Boards and Commissions Appointments

Citizens appointed from Ephrata, Gig Harbor, Kent, Kettle Falls, Lynnwood, Moses Lake, Naselle, Olympia, Pasco, Seattle, Tacoma and Yakima

OLYMPIA - Governor Chris Gregoire today announced appointments to the following boards and commissions:

Collection Agency Board
Moises Garcia, Jr. of Yakima has been reappointed to a term effective January 1, 2007, ending December 31, 2010. Mr. Garcia is a consumer loan manager for the Yakima Valley Credit Union and was employed at Evergreen Financial Services for 22 years.

The board regulates collection agencies, holds disciplinary hearings and adopts rules and regulations.

Examining Board of Psychology
Darlene Madenwald of Seattle has been reappointed to a term effective January 7, 2007, ending January 6, 2012. Ms. Madenwald is the Principle for Orion Group Associates, a consulting firm that deals with environmental, governmental and community outreach issues. She is a founding member of the University of Washington�s Center for Women in Democracy and is a member of the American Lung Association

The board examines candidates for licensure and denies, revokes, suspends or restricts licenses for specified conduct.

Fish and Wildlife Commission
Chuck Perry of Moses Lake has been reappointed to a term effective January 1, 2007, ending December 31, 2012. Mr. Perry is a consultant for Rangeland Northwest, which promotes sustainable rangeland management. He is retired from the Department of Fish and Wildlife and serves on the Washington Rangeland Committee, the Douglas County Habitat Conservation advisory group and the Washington Coordinated Resource Management task group.

Miranda Wecker of Naselle has been reappointed to term effective January 1, 2007, ending December 31, 2012. Ms. Wecker is a Marine Program Manager with the University of Washington�s Olympic Natural Resources Center and is a self-employed consultant and attorney. She is a member of Willapa Alliance, the Willapa Hills Audubon Chapter and Columbia Resources Center.

Gary Douvia of Kettle Falls has been appointed to a term effective January 15, 2007, ending December 31, 2012. Mr. Douvia is Senior Vice President at D.A. Davidson & Co. He is an avid hunter and fisherman. He is the former president of the Colville Chamber of Commerce and the former board president of the Foundation for the Community Colleges of Spokane. Mr. Douvia is a member of the Rocky Mountain Elk Foundation and the Rotary Clubs in Spokane and Colville.

The commission establishes policies and regulations designed to preserve, protect and perpetuate the fish and wildlife of the state, as well as fish and game habitat.

Freight Mobility Strategic Investment Board
John Creighton of Seattle has been reappointed to a term effective January 2, 2007, ending June 30, 2008. Mr. Creighton was elected in 2005 as a commissioner for the Port of Seattle. He is an attorney and the past co-president of the Seattle World Trade Club, the Seattle Biomedical Research Institute and the Chief Seattle Council.

The board designates strategic freight corridors within the state, evaluates freight mobility funding applications and makes recommendations to the Governor and the Legislature on projects to enhance freight mobility.

Horse Racing Commission
Paul George of Yakima has been reappointed to a term effective January 18, 2007, ending January 17, 2013. Mr. George is the former Mayor of the City of Yakima. He was the General Manager for the Yakima Meadows racetrack and sports editor for the Yakima Herald-Republic newspaper.

The commission regulates and supervises all race meets with pari-mutuel wagering that take place in Washington.

Legal Foundation of Washington
Wallace Webster II of Lynnwood has been reappointed to a term effective January 1, 2007, ending December 31, 2009. Mr. Webster is a Senior Vice President with Bank of America and is the treasurer for the Pacific Northwest Bankers Association and the Urban Enterprise Center�s Board of Directors. He was the Employment and Training Manager with Boeing Computer services in Richland.

The board acts as the trustee for funds received from interest on lawyers' trust accounts, as directed by the Supreme Court. These funds are used for law-related charitable and educational purposes.

Parks and Recreation Commission
Fred Olson of Olympia has been appointed to a term effective January 1, 2007, ending December 31, 2012. Mr. Olson recently retired as the Deputy Chief of Staff for Governor Chris Gregoire. He covered state government and politics for The Olympian, later becoming the managing editor. Mr. Olson entered state government as an assistant director for public affairs at the Department of Ecology. He became the Deputy Director of the Department and later served as the Director of Administration for the Attorney General of Washington.

The commission acquires, develops, maintains and operates the state parks system. They are responsible for seashore conservation, boating and water safety, scenic rivers, ski lift inspection and snowmobile safety.

Property and Liability Advisory Board
David Canfield of Ephrata has been reappointed to a term effective January 1, 2007, ending December 31, 2009. Mr. Canfield is the Assistant to the Vice President for Canfield and Associates. He is the chairperson for Grant County Civil Service Commissions, volunteers for the Ephrata School District Levy committee and was a former volunteer chief of Ephrata Ambulance.

The board assists the state risk manager in adopting rules governing the operation and management of both individual and joint self-insurance programs covering liability and property risks; and in reviewing and approving the creation of joint self-insurance programs covering property or liability risks.

Select Committee on Pension Policy
Charles Cuzzetto of Gig Harbor has been appointed to a term effective December 20, 2006, ending June 30, 2008. Mr. Cuzzetto is the Assistant Superintendent of Human and Financial Resources for the Peninsula School District and is the Chair of the Audit Committee for Rainier Pacific Financial Group. He is a member of the American Institute of Certified Public Accountants, the Institute of Internal Auditors and the Washington School Personnel Association.

The committee studies pension issues, develops pension policies for public employees in state retirement systems and makes recommendations to the Legislature.

State Advisory Council on Homelessness
Judith Gidley of Pasco has been appointed to a term effective January 5, 2007, ending January 4, 2010. Ms. Gidley is the Executive Director for the Benton - Franklin Community Action Committee. She is the chair for the Benton - Franklin Housing Network and the Washington Coalition of the Homeless for Benton and Franklin counties.

The council makes annual policy recommendations to the Governor and the Affordable Housing Board on ways to enhance the state's ability to respond to the needs of people who are homeless, who are at risk of being homeless or who have been homeless.

State Investment Board
Pat McElligot of Tacoma has been reappointed to a term effective January 1, 2007, ending December 31, 2009. Mr. McElligot is a career firefighter and an active member of the Law Enforcement Officers and Firefighter Pension Plan 2 (LEOFF 2). He serves as the Vice President for the Washington State Council of Firefighters, the President of the Tacoma Professionals Firefighter Local # 31. Mr. McElligot is a delegate to the Washington State Labor Council and is the Chairperson of the City of Tacoma Joint Labor Committee.

The board invests the state's trust and retirement funds.

Youth Legislative Advisory Council
Bailey Stober of Kent has been appointed to a term effective January 2, 2007, ending June 30, 2008. Mr. Stober is a student at Green River Community College. Mr. Stober interned in the office of the Mayor of Kent and volunteers with the Altera Clare Bridge Memory Loss Center and the Salvation Army.

The Youth Legislative Advisory Council examines issues of importance to youth, including education, employment, safe environments for youth, substance abuse, emotional and physical health, foster care, poverty, homelessness and strategies to increase youth participation in state and municipal government and youth access to services on a statewide and municipal basis. The Council makes recommendations to the Washington State Legislature.
