Governor Gregoire Announces Boards and Commissions Appointments

Citizens appointed from Battle Ground, Bellingham, Benton City, Burlington, Camas, Kirkland, Lake Forest Park, Lakewood, Moses Lake, Moxee, Puyallup, Richland, Seattle, Taholah, Walla Walla and Woodway

OLYMPIA - Governor Chris Gregoire today announced that Lynn Gooding has been appointed the Director of the Pollution Liability Insurance Agency (PLIA). Ms. Gooding was the PLIA Deputy Director and has served as the Acting Director of the PLIA since June 2005. She worked at the Department of Ecology on underground storage tank issues, prior to which she worked at the Thurston County Environmental Health Department as an environmental health specialist.

The PLIA makes pollution liability insurance available and affordable to the owners and operators of regulated underground petroleum storage tanks and heating oil tanks by offering reinsurance services to the insurance industry.

Governor Gregoire also announced appointments to the following boards and commissions:

Board of Accountancy
Gerald Ryles of Kirkland has been appointed to a term effective August 15, 2006, ending June 9, 2009. Mr. Ryles retired in 2003. He most recently was the chair of the board for Microserv, Inc, a Kirkland-based information technology services company. He is a veteran of the U.S Army Signal Corps.

The board regulates public accounting through examinations, licensing, complaint investigation and continuing professional education.

Commission on Pesticide Registration
Rick Hamman of Benton City has been appointed to a term effective September 15, 2006, ending September 14, 2007. Mr. Hamman is the Director of Viticulture/Grower Relations for Hogue Cellars. He is a member of the American Society for Enology and Viticulture, the Association of Wine Grape Growers and a certified pesticide consultant.

Ann George of Moxee, Andrew Jenson of Moses Lake and Bryan Sakuma of Burlington have been appointed to terms effective September 15, 2006, ending September 14, 2009. Ms. George is the Administrator for the Washington Hop Commission and the Hop Growers of Washington, Inc. and is a member of the E.P.A. Pesticide Environmental Stewardship program. Dr. Jensen is the Director of research for the Washington State Potato Commission. He is a member of the Potato Association of America and the American Association for the Advancement of Science. Mr. Sakuma is the President of Sakuma Bros. Processing, Inc., a family owned farm. He is a member of the Skagit County Pest Board, the Northwest Ag Research Foundation and the Washington Blueberry Commission and is a volunteer firefighter.

The commission provides guidance to the Washington State University Food Safety and Environmental Quality Lab in the area of pesticide registrations for minor crops and minor uses and in regards to the availability of pesticides for emergency use. They approve use of funds appropriated to WSU specifically for studies or activities regarding pesticide registrations.

Economic Development Finance Authority
David Leal of Walla Walla has been appointed to a term effective September 19, 2006, ending October 19, 2008. Mr. Leal is a vice president and commercial loan officer for Banner Bank and is a member of the Economic Development Committee for the Port of Walla Walla.

Carmen Villarma of Camas has been appointed to a term effective September 19, 2006, ending October 19, 2009. Ms. Villarma is the President and owner of The Management Group Inc. and is a member of the WSU Diversity Council and the SW Washington Humane Society.

The board helps small and medium-sized businesses meet their capital needs.

Eastern State University Board of Trustees
Inez Zozaya-Geist of Richland has been reappointed to a term effective October 1, 2006, ending September 30, 2011. Ms. Zozaya-Geist is a project manager for Lockheed Martin Information Technology. She volunteers her time with Junior Achievement, the March of Dimes and United Way.

The board is the governing body for Eastern Washington University.

Edmonds Community College Board of Trustees
Jeannette Wood of Woodway has been appointed to a term effective October 1, 2006, ending September 30, 2011. Ms. Woods is a former legislator who served in the Washington State House of Representatives and the Senate. She served on the higher education committee in the House and was the chair of the higher education committee in the Senate. She teaches part time at the Snohomish County Senior Center.

The board is the governing board for the college.

Higher Education Facilities Authority
Michael Ciraulo of Battle Ground has been appointed to a term effective September 14, 2006, ending March 26, 2009. Mr. Ciraulo is a division chief with Clark County Fire District 11. He is a Battle Ground city council member, adjunct faculty member with Lower Columbia Community College, the club director for Lewis River Rotary and serves on the board of directors for the North County Food Bank.

The board authorizes the issuance of tax-exempt bonds and loans proceeds to private, nonprofit institutions of higher education.

Olympic Natural Resources Center Policy Advisory Board
Guy McMinds of Taholah has been appointed to a term effective September 22, 2006, ending at the Governor�s pleasure. Mr. McMinds is a member of the Quinault Indian tribe and serves as their natural resources advisor. He was appointed in 1979 as a commissioner for the Pacific Fisheries Management and President Clinton in 2000 appointed him as a commissioner for the North Pacific Anadromous Fish Commission. Mr. McMinds served on the commission for Old Growth Alternatives for Washington Trust Lands, which recommended the creation of the Olympic Natural Resources Center.

The board advises the deans of the University of Washington College of Forestry and College of Ocean and Fishery Sciences, as well as the director of the Olympic Natural Resources Center, on policies for the Center.

Pierce College Board of Trustees
Marc Gaspard of Puyallup has been appointed to a term effective October 1, 2006, ending September 30, 2011. Mr. Gaspard was a member of the Washington State House of Representatives and the Senate. He resigned in 1995 to become the executive director for the Higher Education Coordinating Board. He was the president of the Washington Financial League and serves on the board of directors for Good Samaritan Hospital and for VADIS and the Association for the Developmentally Disabled.

The board is the governing board for the college.

Seattle Community Colleges Board of Trustees
Dr. Rajiv Shah of Seattle has been appointed to a term effective October 1, 2006, ending September 30, 2011. Dr. Shah is the Director for Strategic Opportunities at the Bill & Melinda Gates Foundation. He was the health policy advisor for the Gore/Lieberman campaign and has served on the boards of City Year Seattle, Time to Vote and the Global Development Network.

The board is the governing board for the college.

Shoreline Community College Board of Trustees
Roger Olstad of Lake Forest Park has been appointed to a term effective October 1, 2006, ending September 30, 2011. Mr. Olstad is a retired science professor from the University of Washington and is a Lake Forest Park city councilmember.

State Board for Community and Technical Colleges
Elizabeth Willis of Lakewood has been appointed to a term effective November 1, 2006, ending April 3, 2007. Ms. Willis is the Director for the World Trade Center, Tacoma. She was a Pierce College trustee and served as chair of the board from 2001 � 2002. She sits on the board of the Broadway Center for the Performing Arts and on the Governing Board for Higher Education Funding.

The board is the governing board for the state's community and technical college system. They prepare and submit to the Governor the budget for community and technical colleges system, disburse funds to the 30 community and technical colleges, establish standards for staffing, financial procedures, curriculum and degree and admission policies.

Whatcom Community College Board of Trustees
Steven Adelstein of Bellingham has been appointed to a term effective October 1, 2006, ending September 30, 2011. Mr. Adelstein has practiced law for the past 32 years as a partner at Adelstein, Sharpe & Serka, LLP. He volunteers with the Rotary Club of Bellingham and is on the board of Directors for the St. Luke�s Foundation.
