Governor Gregoire Announces Boards and Commissions Appointments

Citizens appointed from Bellevue, Bellingham, Bonney Lake, Camas, College Place, Colville, Connell, Lacey, Lake Forest Park, Manson, Mercer Island, Monroe, Mukilteo, Newport, Neah Bay, Nine Mile Falls, Ocean Shores, Olympia, Pasco, Port Orchard, Redmond, Richland, Sammamish, Seattle, Snoqualmie, Spokane, Spokane Valley, Tacoma, Tumwater, Vancouver, Vashon Island, Wenatchee and Yakima

OLYMPIA - Governor Chris Gregoire today announced appointments to the following boards and commissions:

Advisory Council on Historic Preservation
Carl Lind of Olympia has been appointed to a term effective July 18, 2006, ending October 12, 2008. Mr. Lind was deputy director and executive director of the Museum of History and Industry in Seattle from 1984 to 1991 and served 31 years in the U.S. Army. He is a member of the Rotary Club of Olympia, the American Legion, Veterans of Foreign Wars and the advisory council for the Puget Sound Blood Center.

Horace Foxall Jr. of Seattle has been reappointed to a term effective July 18, 2006, ending October 12, 2009. Mr. Foxall is a projects manager for the Seattle district of the U.S. Army Corps of Engineers and has vast experience in the preservation of historic structures and buildings. He has served on the city of Seattle Planning Commission as well as the city of Seattle Landmark Preservation Board and the Governor�s Art/Heritage/Preservation Task Force.

The council reviews nominations for the state and national register of historic places and advises on matters relating to historic preservation.

Affordable Housing Advisory Board
Renee Rooker of College Place has been reappointed to a term effective June 13, 2006, ending January 28, 2010. Ms. Rooker is the executive director for the Walla Walla Housing Authority.

The board serves as the principal advisory body to the department of Community, Trade and Economic Development on housing and housing-related issues.

Washington State Convention and Trade Center Board of Directors
Kathy Coffey of Yakima has been appointed to a term effective June 22, 2006, ending May 17, 2012. Ms. Coffey is the president and chief executive officer for the Yakima Valley Visitors and Convention Bureau and the general manager for the Yakima Convention Center.

The board is a public non-profit corporation formed for the purpose of constructing and operating a state convention and trade center in Seattle.

Board of Occupational Therapy Practice
Michelle Moulton of Sammamish has been appointed to a term effective July 13, 2006, ending December 31, 2009. Ms. Moulton volunteers with the Washington State Network for Civil Justice & Accountability and is a board member for the Redmond/Sammamish Boys & Girls Club.

The board administers, coordinates and enforces the statutes relating to occupational therapists.

Board of Trustees Clark College
John White of Vancouver has been appointed to a term effective October 1, 2006, ending September 20, 2011. Mr. White is the president and chief executive officer of the JD White Company, Inc. He is on the board of directors for the Southwest Washington Medical Center, the Clark College Foundation and the Clark County YMCA.

The board of trustees is the governing board for the college.

Board of Registration for Architects
Charles Farrell of Camas has been reappointed to a term effective June 19, 2006, ending June 17, 2012. Mr. Farrell is a registered architect and associate with LWS Architects, PC. He is a member of the American Institute of Architects and the National Council of Architectural Registration Boards.

The board examines and licenses architects within Washington, investigates violations of state regulations relating to the practice of architecture and recommends rules and regulations for administering the licensing laws.

Commute Trip Reduction Board
J. Page Scott of Yakima, William Roach of Seattle, Marilyn Young Skogland of Seattle and Aurora Crooks of Nine Mile Falls have been appointed to terms effective June 26, 2006, ending June 25, 2008. Ms. Page is the executive director for the Yakima Valley Conference of Governments and has 15 years of transportation planning experience in local, regional and state government.

Mr. Roach is a program manager with King County Metro and previously was the supervisor of market development for King County.

Ms. Skogland works as the program and business development manager for the Manufacturing Industrial Council, the parent organization to the Duwamish Transportation Management Association. She has served five years on the board of directors for The Defender Association and is currently the board president.

Ms. Crooks is the transportation demand manager for Spokane County. She is a long time member of the Washington State Ridesharing Organization and the Association for Commuter Transportation.

Matthew Hansen of Seattle has been appointed to a term effective June 26, 2006, ending June 25, 2009. Mr. Hanson is the supervisor of market development for King County.

Charlie Howard of Seattle, Michael Harbour of Olympia, Peter Hurley of Seattle, John Hendricks of Mukilteo and Ted Horobiowski of Spokane have been appointed to terms effective June 26, 2006, ending June 25, 2010.

Mr. Howard is the transportation planning director for the Puget Sound Regional Council and has over 18 years of experience with the department of Transportation.

Mr. Harbour is the general manager of Intercity Transit in Olympia. He is on the Commute Trip Reduction Task Force and was president of the Washington State Transit Association. He volunteers with United Way of Thurston County.

Mr. Hurley is the principal of Smart Choices Consulting, a firm specializing in transportation, land use, health and sustainability policies and programs. He is a board member for Allied Arts of Seattle and serves on the Commute Trip Reduction Task Force.

Mr. Hendricks is the manager of commuting and parking services for Boeing. He is a member of the Commute Trip Reduction Task Force and served on the White House Global Climate Change Action Plan Committee.

Mr. Horobiowski is manager of fleet services for Avista Corporation. He served on the Spokane Planning Commission and Spokane�s Wetlands Protection Task Force.

Joyce Phillips of Lacey has been appointed to a term effective June 26, 2006, ending at the Governor�s pleasure. Ms. Phillips is a senior planner and transportation policy specialist for the department of Community, Trade and Economic Development.

The board establishes guidelines for commute trip reduction plans.

Criminal Justice Training Commission
Harold Clarke of Olympia has been appointed to a term effective June 21, 2006, ending June 30, 2010. Mr. Clarke is the director of the department of Corrections. He was the president of the Lincoln Public Schools Foundation and of the board of directors of Bright Lights. He was a member of the United Way, of the board of directors for the Lincoln Community Foundation and served on the board of trustees of Doane College in Nebraska.

Anne Kirkpatrick of Federal Way has been reappointed to a term effective July 1, 2006, ending June 30, 2012. Chief Kirkpatrick is the Chief of Police for the city of Federal Way. She is a member of the Washington Bar Association and is president of the Washington State Chapter of FBI Academy Graduates.

Craig Thayer of Colville and The Honorable Thomas Metzger of Newport have been reappointed to a terms effective July 18, 2006, ending June 30, 2012. Sheriff Thayer is the Stevens County Sheriff and is a member of the Washington State Bar Association. He is the immediate past president of the Washington Association of Sheriffs and Police Chiefs and the Washington State Sheriff�s Association.

Mr. Metzger is the Pend Oreille County Prosecuting Attorney, and served on the Sentencing Guidelines Commission for six years. He was president of the Prosecutor�s Association.

The commission develops and implements training standards and programs designed to upgrade criminal justice personnel and establish standards relating to physical, mental and moral fitness for recruiting criminal justice personnel.

Domestic Violence Hope Card Study Committee
Leigh Hofheimer of Seattle and Nikki Finkbonner of Bellingham have been appointed to terms effective June 30, 2006, ending June 29, 2007. Ms. Hofheimer is the program director for the Washington State Coalition Against Domestic Violence.

Ms. Finkbonner is the victim services coordinator for the Lummi Victims of Crime Program.

The committee will review the advisability of providing wallet-size cards bearing information regarding protection orders to victims of domestic violence within Washington.

Electrical Board
Virgil Hamilton of Port Orchard has been appointed to a term effective July 17, 2006, ending July 7, 2010. Mr. Hamilton is the business representative for the International Brotherhood of Electrical Workers Local 46. He is president of Olympic Peninsula Building Trades Council and vice president of the Washington State Labor Council.

The board establishes general and specialty electrical contractors' licenses, prepares and administers written examinations and advises the department of Labor and Industries on the need for additional electrical inspectors and changes in electrical codes.

Forest Practices Board
The Honorable Dave Somers of Monroe has been appointed to a term effective July 14, 2006, ending December 31, 2006. Mr. Somers is a Snohomish County councilmember and is the chair for the Snohomish County land use and planning committee. He was on the Snohomish County boundary review board and the shorelines hearings board.

The board establishes minimum standards for forest practices and provides procedures for the voluntary development of resource management plans.

Family Practice Education Advisory Board
Dr. David Ruiz of Vancouver has been appointed to a term effective June 13, 2006, ending September 7, 2010. Dr. Ruiz is the program director of Family Medicine of Southwest Washington and is a member of the American Academy of Family Physicians, the Washington Medical Association and the Clark County Medical Society.

The board advises the University of Washington School of Medicine on the implementation of educational programs in family medicine.

Freight Mobility Strategic Investment Board
Andrew Johnsen of Seattle, Jim Toomey of Pasco, Mark Asmundson of Bellingham and Patricia Otley of Bellevue have been reappointed to terms effective July 1, 2006, ending June 30, 2010. Mr. Johnsen serves as director of government affairs for Burlington Northern Santa Fe Railway.

Mr. Toomey is the executive director for the Port of Pasco. He is involved with the Columbia Basin College Foundation, Pasco Chamber of Commerce, the Tri-Cities Visitor and Convention Bureau, Community Roundtable and the Leadership Tri-Cities steering committee.

The Honorable Mark Asmundson has served as the Mayor of Bellingham since 1996. He was an attorney in private practice and the director of Cascade Ambulance Service.

Ms. Otley is currently retired, after working as the government affairs representative for Burlington Northern Santa Fe Railway from 1995 to 2005. She served as vice-president of Burlington Resources, Inc. and has been a member of the freight mobility board since 1998.

The board designates strategic freight corridors within the state, reviews and evaluates freight mobility funding applications and makes recommendations to the Governor and Legislature on projects that will enhance freight mobility.

Gambling Commission
Keven Rojecki of Tacoma has been appointed to a term effective July 15, 2006, ending June 30, 2012. Mr. Rojecki is a 15-year veteran firefighter with the SeaTac Fire Department. He was elected president of the International Association of Firefighters Local 2919 in 1996 after serving as the political action director and secretary/treasurer. In September of 2000, he stepped down as local president to accept the position of legislative liaison with the Washington State Council of Firefighters.

The commission licenses, inspects, investigates and audits organizations, businesses and individuals participating in authorized gambling activities.

Governor�s Affirmative Action Policy Committee
Patricia McLain of Olympia has been reappointed to a term effective June 21, 2006, ending May 31, 2009. Ms. McLain is the chief financial officer at the department of Ecology. She received the Governor�s Distinguished Manager award in 1992 and 2004.

The committee serves as a policy and review body for the state's affirmative action program and reviews and approves state agency affirmative action plans.

Governor�s Committee on Disability Issues & Employment
Mary Jo Harvey of Spokane has been appointed to a term effective June 13, 2007, ending December 31, 2007. Ms. Harvey works for Community Frameworks as a senior housing and community developer and was the executive director for the Spokane Housing Authority.

The committee advises the Governor and Legislature on disability issues, initiates projects to address specific issues, conducts statewide workshops and conferences and publishes disability-related materials.

Governor�s Industrial Health & Safety Board
Randy Loomans of Olympia and Walter Wilson of Bonney Lake have been appointed to terms effective June 13, 2006, ending December 31, 2008. Ms. Loomans is the director of governmental affairs for the International Union of Operating Engineers Local 302.

Mr. Wilson is the business representative for the International Association of Machinists and Aerospace Workers Local 751.

The board is a non-profit organization whose purpose is to prevent industrial injuries and occupational diseases among employees in the state and promote the efficient, safe, healthful and productive operation of industry within Washington.

Hanford Area Economic Investment Fund Committee
Scott Keller of Richland has been reappointed and Robert Koch of Connell has been appointed to terms effective June 29, 2006, ending June 28, 2009. Mr. Keller is the executive director of the Port of Benton and is a member of the Richland Rotary Club and the Tri Cities Visitor and Convention Bureau.

Mr. Koch is a commissioner for Franklin County. He was the Connell Fire Chief and the Franklin County Fire Marshal.

The committee accepts federal and state agencies loans and grants to fund Hanford area revolving loan funds, infrastructure projects and economic development projects and recommends a spending strategy for those funds.

Home Care Quality Authority

Kathleen Coster of Spokane has been appointed to a term effective June 30, 2006, ending July 1, 2009. Ms. Coster is a licensed practical nurse, teaches independent living skills and has spent the last 18 years advocating for the disabled.

The authority regulates and improves the quality of long-term in-home care services by recruiting, training and stabilizing the work force of individual providers.

Human Rights Commission
Shawn Murinko of Spokane has been appointed to a term effective July 17, 2006, ending June 17, 2011. Mr. Murinko is a former assistant city prosecutor and Americans with Disabilities Act compliance consultant for Gonzaga University. He is the president of the Washington Attorneys with Disabilities Association. He volunteers with the Spokane Guilds� School and Neuromuscular Center as well as the Coalition of Responsible Disabled.

The commission works to eliminate and prevent discrimination in employment and business practices based on race, creed, color, national origin, sex, age and mental or physical handicap.

Interagency Committee of State Employed Women
Annette Taylor of Tumwater has been appointed to a term effective July 18, 2006, ending June 30, 2008. Ms. Taylor is employed as a significant cases manager within the fraud, prevention and compliance program at the Washington department of Labor and Industries. She is a volunteer coach of handball and volleyball for the Special Olympics.

The committee examines and defines issues pertaining to the rights and needs of women employed in state government and makes recommendations to the Governor and state agencies with respect to desirable changes in program and law.

Jail Industries Board
Andre Loh of Mercer Island has been reappointed to a term effective June 29, 2006, and Debra Latimer of Lacey has been reappointed to a term effective June 13, 2006, both ending February 15, 2009. Mr. Loh is the dean of basic studies at Seattle Central Community College. He is a member of the National Association of Teachers of English for Speakers of Other Languages.

Ms. Latimer is the director for offender employment services in the Washington Employment Security department. She was a corrections sergeant with the Chelan County Regional Justice Center from 1985 to 2002.

The board offers advice to cities and counties for developing, promoting and implementing consistent, safe and efficient offender work programs.

Massage Examining Board
Marissa Brooks of Seattle has been appointed to a term effective June 13, 2006, ending September 7, 2009. Ms. Brooks is licensed massage practitioner in private practice and a research specialist for the Center for Health Studies.

The board examines candidates for licensure and registration, recommends and adopts rules and regulations for administering the regulatory law, defines, evaluates, approves and designates schools, programs and apprenticeship programs from which graduation will be accepted as proof of an applicant's eligibility to take the licensing examination.

Oil Spill Advisory Council
Chad Bowechop of Neah Bay has been appointed to a term effective July 5, 2006, ending August 8, 2008. Mr. Bowechop serves as oil spill analyst and ocean policy advisor for the Makah Tribal Council and is the Makah liaison to the Northwest Straits Commission.

The purpose of the council is to maintain the state's vigilance in the prevention of oil spills to marine waters while improving preparedness and response.

Pesticide Incident Reporting and Tracking Review Panel
Alice Larson of Vashon Island and Steven Gilbert of Seattle have been reappointed to terms effective June 30, 2006, ending January 5, 2008. Ms. Larson works as a consultant in research and program development and has served on the external review committee for the University of Washington Agricultural Safety and Health Center.

Mr. Gilbert holds a Ph.D in toxicology and is a diplomat of the American Board of Toxicology. He is the director of the Institute of Neurotoxicology and Neurological Disorders.

The panel establishes guidelines for centralizing the receipt of information involving pesticide incidents, reviews and makes recommendations for the procedures used during investigations, monitors the response times of the various agencies and identifies inadequacies in state or federal law.

State Commission on Asian Pacific American Affairs
Ron Chow of Tacoma has been reappointed to a term effective July 1, 2006, ending June 30, 2009. Mr. Chow serves as president of Seattle Pacific Trading and is a member of the Tacoma-Pierce County Chamber of Commerce, the World Trade Center of Tacoma, the Woodinville Sister Cities Association and the University Place Sister Cities Association.

The commission examines and defines issues pertaining to the rights and needs of Asian Americans and advises the Governor and state agencies on policies, plans and needs.

State Interagency Coordinating Council for Toddlers and Infants with Disabilities and their Families
Kami Fehlig of Spokane, Darci Osborne of Greenacres and Nancy Whitaker of Snoqualmie have been appointed to terms effective June 13, 2006, ending January 6, 2009. Ms. Fehlig is an audiologist with the Spokane Ear, Nose and Throat Clinic. She is the parent co-chair for the Executive County Interagency Coordinating Council.

Ms. Osborne is a parent advocate with the Spokane Parent Coalition and a foster parent.

Ms. Whitaker is the executive director of Encompass (formerly Children�s Services of Sno-Valley) and is a member of the Executive Alliance of King County.

The council advises and assists the department of Social and Health Services and participating state agencies to coordinate, develop and implement policies dealing with early-intervention services.

Transportation Commission
Elmira Forner of Manson has been reappointed to a term effective July 1, 2006, ending June 30, 2012. Ms. Forner is a former state Representative for the 47th legislative district and is on the Washington State Transportation Commission. She has received the Business and Professional Women�s Association�s Woman of the Year Award.

The commission establishes policy for the department of Transportation.

Washington Commission on National & Community Service
Mary Mapes of Spokane Valley has been appointed to a term effective June 13, 2006, ending February 15, 2009. Ms. Mapes is the director of human resources and volunteer services for the American Red Cross Inland Northwest Chapter. She was the director for the volunteer center of Spokane County United Way,

The commission implements the federal National and Community Trust Act of 1993, which created Americorps.

Washington State Chiropractic Quality Assurance Commission
Dr. Michael Milasich of Tacoma has been appointed to a term effective June 29, 2006, ending June 30, 2010. Dr. Milasich is the owner of Milasich Chiropractic Center and is a member of the Washington State Chiropractic Association, the World Chiropractic Association and the International Chiropractic Association.

Dr. Ronald Rogers of Ocean Shores has been appointed to a term effective July 1, 2006, ending June 30, 2010. Mr. Rogers is a self-employed chiropractor and is a member of the Ocean Shores Chamber of Commerce, Grays Harbor Young Life and is president of the Ocean Shores Kiwanis.

Yvonne Griffin of Spokane has been reappointed to a term effective July 19, 2006, ending June 30, 2010. Ms. Griffin retired from the Veterans Affairs medical center in 1997. She volunteers her time with the Red Cross, Air Force Family Services and has taught U. S. citizenship classes.

The commission regulates the competency and quality of chiropractic health care professionals by establishing, monitoring and enforcing qualifications for licensing, consistent standards of practice, continuing competency mechanisms and discipline.

Washington State Health Insurance Pool Board of Directors
Matthew Damon of Lake Forest Park had been appointed to a term June 13, 2006, ending May 31, 2010. Mr. Damon is a retired insurance agent for Regence Blue Shield. He is a volunteer for LifeLong AIDS Alliance and a junior volunteer for the Doctors Hospital.

The board provides access to health insurance for people who are unable to obtain coverage in the private marketplace. They develop and approve a uniform screening mechanism for subscribers to enter the pool. The board also manages the pool, sets assessments on member health plans and collects premiums from subscribers.

Washington State Medical Quality Assurance Board
Dr. William Gotthold of Wenatchee has been appointed to a term effective July 13, 2006, ending June 30, 2008. Dr. Gotthold is an associate medical director and medical informatics officer with Wenatchee Valley Medical Center.

Captain Frank Hensley of Tumwater has been appointed to a term effective July 16, 2006, ending June 30, 2010. Captain Hensley is a retired Naval reserve officer and owner of a real estate investment and finance corporation. He was the principal management auditor with the legislative budget committee, now known as JLARC. Captain Hensley is a member of the transportation policy board for the Thurston regional planning council and is a past board member of the Governor�s veteran�s affairs advisory committee.

Theresa Elders of Colville, Linda Ruiz of Seattle and Dr. Bruce Cullen of Redmond have been appointed to terms effective July 13, 2006, ending June 30, 2010. Ms. Elders is a coordinator for the health occupations workgroup (AmericCorps*VISTA) for the eastern Washington partnership workforce development council. She is a member of the National Association of Social workers.

Ms. Ruiz is an executive account manager with Affiliated Computer Services. She is a member of the Pacific Hospital Preservation and Development Authority, Friends of the Seattle Public Library and a member of the WWAMI Rural Health Research Center.

Dr. Cullen is a professor of anesthesiology with the School of Medicine at the University of Washington. He was a consultant to the King County Medical Examiner and is a member of the Washington and King County medical associations.

Athalia Clower of Pasco, Dr. Samuel Selinger of Spokane and Dr. Clifford Herman of Seattle have been appointed to terms effective July 1, 2006, ending June 30, 2010. Ms. Clower is a physician�s assistant with Lourdes Family Clinic and works part-time with Internal Medicine Associates of Richland.

Dr. Selinger is a cardiovascular surgeon at NW Heart and Lung Surgical Associates and is the medical director of the Cardiac Service Line at Sacred Heart Medical Center in Spokane. He is a member of the Washington Prescription Drug Assistance Foundation and the management committee of Clinical Outcomes Assessment Program.

Dr. Herman is a retired professor of surgery at the University of Washington. He was the director of surgery resident education from 1987 to 1995.

Dr. Thomas Green of Bellevue has been appointed to a term effective July 13, 2006, ending June 30, 2010. Dr. Green is an orthopedic surgeon at Virginia Mason Hospital. He is on the ethics committee for the American Academy of Orthopedic Surgeons and trains orthopedic surgeons in eastern Russia.

The commission regulates the competency and quality of medical professionals licensed to practice medicine and surgery by establishing, monitoring and enforcing qualifications for licensing, consistent standards of practice, continuing competency mechanisms and discipline.

Washington State Nursing Care Quality Assurance Commission
Erica Benson-Hallock of Spokane has been appointed to a term effective June 29, 2006, ending June 30, 2010. Ms. Benson-Hallock is a consultant and board member for the Children�s Campaign Fund. She was an adjunct faculty member in the political science department at Spokane Falls Community College.

Jacqueline Rowe of Tacoma has been reappointed to a term effective July 1, 2006, ending June 30, 2010. Ms. Rowe is a staff nurse for the Pierce County Sheriff.
