Governor Gregoire Announces Appointments to Boards and Commissions

Citizens appointed from Bremerton, Clarkston, Gig Harbor, Hoquiam, Lacey, Olympia, Packwood, Puyallup, Rochester, Seattle, Shelton, Snohomish, Tacoma, Taholah, Vancouver and Vashon

OLYMPIA � Governor Chris Gregoire today announced appointments to the following boards and commissions:

Pipeline Safety Committee

David Barnes of Puyallup has been appointed to a term effective January 31, 2006, ending July 31, 2007. Mr. Barnes is an assurance and integrity manager at Olympic Pipe Line Company, a subsidiary of BP Pipelines, Inc., and is a registered engineer in the state of Illinois. He is very active in his church and community, participating in local and global missionary work, hunger drives, and relief efforts.

The Committee advises the Utilities and Transportation Commission and other appropriate federal, state and local government agencies and officials on matters relating to hazardous liquid and gas pipeline safety, routing, construction, operation, and maintenance.

Women�s History Consortium

Pearl Capoeman-Baller of Taholah and Sue Lean of Olympia have been appointed to terms effective February 6, 2006. Ms. Capoeman-Baller is the former president of the Quinault Indian Nation. She served as the Washington state delegate to the Democratic National Convention in 2000. Ms. Lean is a semi-retired, self-employed exhibit project director. In the past, she has designed numerous exhibits on Washington state history, including the permanent Washington State Constitution exhibit for the Office of the Secretary of State. She is a member of numerous organizations, including the League of Women Voters, the Washington State Historical Society and the National Women�s Hall of Fame in Seneca Falls, NY.

The Consortium is charged with preserving women�s history through the Washington State Historical Society and making recommendations for statewide commemoration of the centennial of the 1910 adoption of the Fifth Amendment to the Washington Constitution, guaranteeing women's suffrage.

State Council on Aging

Dr. Amy Ai of Seattle, Eva Lynn Thompson of Clarkston, Robert Knight of Snohomish, Thomas Lerchen of Packwood, and The Honorable Virgil Clarkson of Lacey have been appointed to terms effective February 9, 2006, ending September 15, 2008.

Dr. Ai is an Associate Professor at the Health Sciences School of Social Work at the University of Washington. She also serves as an international scientific advisor to several German universities. Dr. Ai holds her PhD in Psychology and Social Work from the University of Michigan. She is also a member of several boards, including the American Psychological Association, and an editor of several scholarly journals, including the �Journal of Religion, Spirituality, and Aging.� Ms. Thompson currently serves as a grant writer for Nimiipuu Health in Lapwai, Idaho. She is a member of the Asotin County Aging and Long-Term Care Council and the Asotin County Human Services Board. She is also very active in her church, singing in the church choir and serving on the church Facilities Planning Committee.

Mr. Knight is a retired social worker. He served in the United States Air Force (non-combat) during the Korean War and received his Master�s Degree in both Public Administration and Social Work. He worked in the Orange County, Calif., Social Services Agency for over thirty years, and retired in 1999 from Group Health Cooperative of Puget Sound in Seattle. He is a member of several boards, including the American Council on Aging, and volunteers through the Red Cross in his community. Mr. Lerchen is a semi-retired small business owner. He is the President of the Lewis County Seniors and serves on the Executive Board. He is also on the Board of the Packwood Senior Center and is a member of the Lewis-Mason-Thurston Area Agency on Aging. Mayor Clarkson is the Mayor of Lacey. He is a retired government employee, working for both the state Department of Transportation and Department of Natural Resources. He is also a veteran of the United States Army, deploying to both Korea and Vietnam during his fifteen years of service. Clarkson is also currently serving as the Chair of the Thurston County Fair Board.

The Council advises the Governor and the Department of Social & Health Services on policies, programs and services affecting older people.

Home Care Quality Authority

Stephanie Landaas of Seattle has been reappointed to a term beginning February 9, 2006, ending July 1, 2006. Ms. Landaas is an advocate for the civil and legal rights of the disabled citizens of Washington state. She is actively involved in the Civil and Legal Rights Subcommittee of the Governor�s Committee on Disability Issues and Employment and serves on the King County 504/ADA Advisory Committee.

Elizabeth Brown of Vancouver, Jesse Magana of Vancouver, and Dennis Mahar of Olympia have been reappointed to terms beginning February 9, 2006, ending July 1, 2007. Ms. Brown is a Registered Nurse in the state of Washington and a certified Guardian ad Litem with the Clark County Superior Court. She served in active duty as a nurse with the United States Air Force and is the Secretary of the Military Officers Association of America, Columbia River Chapter, and a former Regional Director for the Society of Air Force Nurses. Ms. Brown is also on the state Agency on Aging Advisory Council. Mr. Magana is a strong advocate of disabled rights and home care services. He is a member of the Disability Resource Center Board in Vancouver. Mr. Mahar is the director of the Lewis-Mason-Thurston Area Agency on Aging. He is also a volunteer lobbyist at the state legislature for senior issues. He currently serves on the Leadership Thurston County Board of Regents and the Human Services Review Council.

Brenda Carlstrom of Hoquiam and Patrick Farrell of Gig Harbor have been reappointed to terms beginning February 9, 2006, ending July 1, 2008. Ms. Carlstrom works at the Washington State University Learning Center for Grays Harbor/Pacific County as a system operator for the Washington Higher Education Telecommunications System and an office assistant in Student Support Services. She has advocated for disabled rights for over thirty years in Massachusetts, Vermont and Washington state. In addition to serving on the Home Care Quality Authority, Carlstrom serves on the Board of Directors at Columbia Legal Services and as a member of the Washington State Independent Living Council. Mr. Farrell is a self-employed counselor. He served on active duty with the United States Army Airborne Infantry Division. He is a strong advocate of disability rights and is a member of the National Rehabilitation Association, the Paralyzed Veterans of America, the Airborne Infantry Association and the Governor�s Committee on Disability Issues and Employment.

The Home Care Quality Authority was established to regulate and improve the quality of long-term in-home care services by recruiting, training, and stabilizing the work force of individual providers.

State School for the Deaf Board of Trustees

Gail Pollock of Vancouver has been appointed to a term effective February 9, 2006, ending September 15, 2010. Ms. Pollock is a retired employee of Washington State University in Vancouver. She has a long history of civic involvement, serving on the Washington State Library Commission for eight years and the American Red Cross Clark County Board of Directors for twelve years. Pollock is also a member of the Clark County Democrats, serving as state committeewoman from both the 49th District and Clark County.

The Board serves the educational needs of hearing-impaired students throughout the state by developing a comprehensive curriculum to maximize and develop students' skills to live, work and be capable, contributing, independent citizens.


Arboretum and Botanical Garden Advisory Committee

David Towne of Seattle has been appointed to a term effective February 10, 2006, ending December 31, 2012. Mr. Towne currently serves as the Director Emeritus of the Woodland Park Zoo, a position he has filled for the past four years. He is also a partner in Towne Consulting Services, providing managerial and organizational consulting to the Los Angeles Zoo, the San Francisco Zoo and the Woodland Park Zoo. He is a former president of the American Zoo & Aquarium Association (1996-1997). He currently serves on the boards of several organizations, including the Cascade Land Conservancy and the Burke Natural History Museum.

The Committee advises the University of Washington, the city of Seattle and the Arboretum Foundation on the management and stewardship of the Washington Park Arboretum for the benefit of current and future generations

Collection Agency Board

Orville Gilbert of Tacoma has been appointed to a term effective February 10, 2006, ending December 31, 2009. Mr. Gilbert is the Director of Compliance at AllianceOne Receivables Management, Inc. He is also a corporate representative for the Association of Washington Businesses. Gilbert volunteers with Kids-N-Cancer and Ahepa, cooking meals for fundraisers. He is a member of Ram Fans of Wilson High School in Tacoma.

The Board regulates collection agencies within the state, holds disciplinary hearings and recommends and adopts rules and regulations for administering the regulatory law.

State Employee Combined Fund Drive Committee

Sandra Hughes of Shelton has been appointed to a term effective February 10, 2006. Ms. Hughes is currently an editor and writer in the Office of Governor Gregoire, a position she also held under Governor Locke. Previously, she was the Confidential Secretary to the Director of the Department of Social and Health Services, Division of Development Disabilities. She is a licensed Airframe and Powerplant Technician and holds membership in the Experimental Aircraft Association, Women in Professional Aircraft Maintenance and Women in Aviation International. Ms. Hughes volunteers her time as an adult literacy tutor.

The Combined Fund Drive is a program that allows state employees to donate money to one source, where it is distributed to a variety of charitable organizations.

Fire Protection Agency Board

Fire Chief James Broman of Lacey has been reappointed to a term effective February 10, 2006, ending April 15, 2009. Chief Broman has been the Fire Chief of the Lacey Fire Department since 1989. He has also served as the Fire Chief of the Englewood, CO Fire Department (1981-1989) and the Wheaton, IL Fire Department (1977-1981). Chief Broman is a member of the Lacey Thurston Chamber of Commerce, the State of Washington Fire Protection Policy Board and serves as the Chair of the Professional Development Committee for the International Association of Fire Chiefs. He is also a volunteer referee for youth soccer and football in Thurston County.

The Board advises and assists the Chief of the State Patrol and the director of Fire Protection on all fire-protection matters and in developing a budget.

Legislative Ethics Board

The Honorable David Draper of Rochester has been appointed to a term effective February 10, 2006, ending September 30, 2010. Judge Draper currently presides over the Lewis County Superior Court.

The Board enforces state ethics legislation with respect to members of the Legislature and legislative employees.

Municipal Research Council

The Honorable Mark Foutch of Olympia has been appointed to a term effective February 10, 2006, ending July 31, 2009. Mayor Foutch is the Mayor of Olympia and was previously on the Olympia City Council. The Mayor served in the United States Air Force from 1963-1985, stationed in Seattle. He is a member of many civic and professional organizations, including the Washington State Emergency Management Council and the Military Officers Association of America. He is also the Vice President of the Association of Washington Cities.

The Council assures that Washington cities and towns have a comprehensive research and service program.

Property and Liability Advisory Board

Joanne Nicolai of Vashon has been appointed to a term effective February 10, 2006, ending December 31, 2008. Ms. Nicolai is a risk manager for the city of Bellevue. She is a licensed attorney in the state of Washington, receiving her JD from William Mitchell College of Law in St. Paul, MN. She is a member of the Washington State Bar Association and the Public Risk Management Association.

Margaret Lesser of Bremerton has been reappointed to a term effective February 10, 2006, ending December 31, 2008. Ms. Lesser is the risk manager for the city of Bremerton. She is a member of the Public Risk Management Association and the Washington State Risk Management Advisory Committee and is the current chairperson of the Governor�s Property and Liability Advisory Board. Ms. Lesser is a volunteer with the Family Selection Committee for her local Habitat for Humanity and is the secretary of the Social Justice Commission at Holy Trinity Parish.

The Board assists the state risk manager in adopting rules governing the operation and management of both individual and joint self-insurance programs covering liability and property risks; and in reviewing and approving the creation of joint self-insurance programs covering property or liability risks.
