Gov. Christine Gregoire announces appointments to boards and commissions

OLYMPIA - Oct. 24, 2005 - Gov. Christine Gregoire today announced appointments to the following boards and commissions:

Board of Physical Therapy
Paula Dillon Mays of Spokane has been reappointed to a term effective Sept. 18, 2005 ending Sept. 18, 2009. Dillon Mays has been a practicing physical therapist for 25 years. She is a practitioner and owner of five Physical Therapy Clinics in Spokane.
Marsha Melnick of Sequim has been appointed to a term effective Oct. 10, 2005 ending Sept. 18, 2009. Melnick is a Physical Therapist at Angels Therapy Services. Previous to joining Angels Therapy Services she was a Professor of Physical Therapy at University of California, San Francisco and San Francisco State University.
Brett Windsor of La Center has been appointed to a term effective Sept. 18, 2005 ending Sept. 18, 2009. Windsor is the Director of Ancillary Services for Physical Therapy, Radiology and the Pacific Sleep Center for the Vancouver Clinic. He is a volunteer Physical Therapist with La Center High School�s athletics programs. The board examines and disciplines licensees; adopts rules; establishes continuing-education requirements and standards of professional conduct.

Board of Nursing Home Administrators
Stacy Mesaros of Des Moines has been appointed to a term effective Oct. 10, 2005 ending May 28, 2008. Mesaros has been a nursing home administrator for the past 13 years and is currently with HCR ManorCare in Gig Harbor. The board administers licensure or registration process for nursing home administrators.

Central Washington University Board of Trustees
Sanford Kinzer of Ellensburg has been appointed to a term effective Oct. 17, 2005 ending Sept. 30, 2011. Kinzer is with the Law Offices of Sanford Kinzer with an emphasis on civil litigations. He is a former director of Snohomish county United Way and continues to volunteer his services in the community.

Community & Economic Revitalization Board
Drew Hansen of Bainbridge Island has been appointed to a term effective Oct. 10, 2005 ending Sept. 2, 2008. Hansen is a senior associate with Susman Godfrey, LLP representing plaintiffs and defendants in civil litigation. He is a former intern with the White House working for the Domestic Policy Council.
Miland Walling of Bickleton has been reappointed to a term effective Oct. 10, 2005 ending Sept. 2, 2008. Walling is a farmer, member of the Klickitat County Economic Development Committee and Fire Commissioner for Bickleton Fire Department.
The Board objectives are to strengthen the economy in areas of the state that have experienced high unemployment rates or below-average economic growth; to encourage economic diversification within our state; and to provide incentives for expansion of employment opportunities.

Electrical Board
David Gough of Seattle has been appointed to a term effective Oct. 10, 2005 ending July 7, 2009. Gough has worked in the HVAC industry in a variety of positions for over 21 years, and is currently the Vice President of Service Operations for MacDonald-Miller Facilities Solutions.
The board establishes general and specialty electrical contractors' licenses; prepares/administers written examinations; and advises the Dept. of Labor & Industries director on the need for additional electrical inspectors and changes in electrical codes.

Emergency Management Council
Michael Matlick of Olympia has been appointed to a term effective Oct. 10, 2005 ending at the Governor�s Pleasure. Matlick retired from the State Patrol in October 2003 after 30 years in the commissioned ranks. In February 2005 he returned to the State Patrol as administrator at the State Fire Training Academy and currently serves as the acting State Fire Marshall.
The Council advises the Governor and Director of the Military Department on all matters relating to state and local emergency management. Provides the Governor with an annual assessment of statewide preparedness for all natural, technological and man-made hazards. Periodically convenes in special session as the State Emergency Response Committee (SERC) to improve emergency preparedness, mitigation, response, and recovery for hazardous materials.

Fire Protection Policy Board
Wayne Weinholz of Graham has been appointed to a term effective Oct. 10, 2005 ending April 15, 2008. Weinholz has over 34 years of fire experience as a fire fighter, EMT, Fire Inspector and Investigator and is the Fire Marshall for the Pierce County Fire Prevention Bureau.
The board sets policy on fire-protection matters; advises and assists the Chief of the State Patrol and the director of Fire Protection on all fire-protection matters and in developing a budget.

Hispanic Affairs Commission
Lourdes Salazar of Bellevue has been reappointed to a term effective Oct. 8, 2005 ending Aug. 1, 2008. Salazar is a program coordinator in the probation division with the City of Bellevue and serves as the president of the Eastside Latino Leadership forum. The Commission ensures that state programs are providing the assistance needed by the Hispanic community advising state agencies on developing and implementing policies, plans and programs focusing on the needs of the Hispanic community.

Humanities Washington
Gemma Daggatt of Seattle has been appointed to a term effective Octr 10, 2005 ending Oct. 31, 2006. Daggatt is a project manger whose work includes McCaw Hall/Mercer Art Arena and Union Station. She is a volunteer for the Wing Luke Asian Museum and Belltown Theatre Center.
Dr. John Purdy of Deming has been appointed to a term effective Oct. 10, 2005 ending Oct. 31, 2006. Purdy is an English professor at Western Washington University and a member of several organizations including the American Culture Association, the Association for the Study of American Indian Literatures and the National Association for Ethnic Studies. The commission is a non-profit organization supported by the National Endowment for the Humanities and local contributors. The commission makes grants to support programs that foster public understanding and appreciation of history, literature, ethics, and other humanities fields. In addition to its grant-making activities, the WCH offers pre-packaged humanities programs such as exhibits, films, and speakers to local groups.

Lake Washington Technical College Board of Trustees
Don Mukai of Bellevue has been reappointed to a term effective Oct. 7, 2005 ending Sept. 30, 2010. Mukai is an attorney with the Law Office of Donald M. Mukai and retired general counsel for Verizon Wireless. He is a founding board member for the Japanese American Chamber of Commerce and a member of the Asian Bar Association of WA. The Board of Trustees is the governing board for the community college.

Optometry Board
Dr. Laura Toepfer of Olympia has been appointed to a term effective Sept. 19, 2005 ending Sept. 19, 2008. Toepfer has worked in the Optometry field for the past 17 years, is currently working in Olympia and volunteers at a health clinic providing free diabetic retina screening.
Dr. Thomas Riley of Spokane has been appointed to a term effective Sept. 19, 2005 ending Sept. 19, 2008. Riley is the Chief of Optometry at Spokane VA Medical Center. He started the Spokane VA eye clinic residency program in 1998. He serves as the Chair of the Optometry Board. The board examines candidates for licensure or registration; holds disciplinary hearings; adopts regulations to promote safety and protect the public.

Spokane and Spokane Falls Community College Board of Trustees
Patricia Shea of Veradale has been appointed to a term effective Oct. 5, 2005 ending Sept. 30, 2010. Shea is the Manager of Energy Emergency Services at Avista Utilities. She received her Associates degree from Spokane Community College, and went on to get her Bachelors and M.B.A. from Eastern Washington University. She is a former board member of the Spokane Community College Foundation Board. The Board of Trustees is the governing board for the community college.

Washington State Nursing Quality Assurance Commission
Todd Herzog of Kingston has been appointed to a term effective Oct. 10, 2005 and ending June 30, 2009. Herzog is the President and Chief Executive Officer of Pacific Northwest Anesthesia Services Inc., PC. Diane Sanders of Kennewick has been appointed to a term effective October 10, 2005 ending June 30, 2009. Sanders is the Director of Patient Care Services at Kadlec medical Center in Richland. The commission regulates the competency and quality of nursing care professionals by establishing, monitoring, and enforcing qualifications for licensing, consistent standards of practice, continuing competency mechanisms, and discipline.
