Capital Overview
The Department of General Administration supports the delivery
of state services to the people of Washington State, particularly
in the construction, renovation, repair and maintenance of state-owned
facilities. The Department supports its own programs, and provides
for facilities to house the executive, legislative, and judicial
branches of government. General Administration's capital plan
expands beyond Thurston County to encompass statewide office and
support facilities and other special purpose facilities.
General Administration's current inventory includes 100 buildings,
totaling 4.5 million gross square feet on 747 acres at six locations.
The majority of these facilities provide general office and support
space.
The condition of these facilities is as diverse as the agency's
many clients. Buildings range in age from 110 years old to brand
new. The West Capitol Campus buildings and the Old Capitol Building
are of the turn-of-the-century era, and most of the East Capitol
Campus buildings were constructed in the 1960s and 1970s. A majority
of the Capitol Campus buildings and infrastructure are more than
30 years old. Over the years, the demands placed on existing
facilities have increased due to changes in technology, conversion,
or crowding.
Capital Plan Highlights
- Funds are provided for the second phase of structural repairs,
seismic retrofit, and safety improvements to the Plaza/Department
of Transportation Garage located on the East Campus.
- Funds are provided to begin the cleaning and preservation
of the historic sandstone buildings on the Capitol Campus.
- Funds are provided for preservation work on various buildings
on the Capitol Campus.
- Funds are provided to develop and construct the "Arc
of Statehood" and related in-water work for the Heritage
Park in Olympia.
- Funds are provided for preservation work at both the Northern
State Service Center and the Washington State Training & Conference
Center.
- Authorization is provided to pursue alternate financing to
purchase the office building occupied by DSHS in Yakima. This
authorization had been previously included in the 1993-95 Capital
Budget; however, the transaction was not completed before the
authorization expired. The current budget reinstates the authorization
to allow the purchase to proceed.
