Capital Overview
The Department of Community, Trade, and Economic Development (CTED)
is responsible for a variety of programs and services. Each share
the common goal of promoting partnerships to build relationships
between business, communities, and families.
CTED's capital budget is primarily comprised of pass-through programs
including the Building for the Arts projects, the Public Works
Trust Fund, housing programs operating under the umbrella of the
Housing Trust Fund, and local economic development programs.
Capital Plan Highlights
- The Community Economic Revitalization Board (CERB) receives
$11 million for low-interest loans and grants to local jurisdictions.
These funds are used to build the infrastructure needed to attract
private industrial development which creates or retains jobs.
- The Development Loan Program receives $5 million to provide
financing to support business and job development in economically
distressed communities.
- Funding for the Housing Assistance, Weatherization, and Affordable
Housing Program has been increased from $50 million in the 1995-97
Biennium to $60 million in the 1997-99 Biennium in response to
reductions in Federal housing and energy programs.
- The Building for Community Services program, formerly identified
as Community Action Program, continues the program initiated in
the 1995-97 Biennium with $4.7 million in new funds to assist
community-based family service providers to acquire and rehabilitate
buildings used in providing services to low-income people.
- Funds are provided for interior improvements and structural
repairs for the Daybreak Star Center including: ADA modifications,
parking lot, and roadway upgrading and lighting.
