Capital Overview


The Department of Community, Trade, and Economic Development (CTED) is responsible for a variety of programs and services. Each share the common goal of promoting partnerships to build relationships between business, communities, and families.

CTED's capital budget is primarily comprised of pass-through programs including the Building for the Arts projects, the Public Works Trust Fund, housing programs operating under the umbrella of the Housing Trust Fund, and local economic development programs.

Housing Assistance, Weatherization and Affordable Housing Program
The Housing Assistance Program assists local governments, housing authorities, tribes, and non-profit agencies build and operate low-income and assisted-living housing. Low Income Weatherization and Rehabilitation funds will extend useful life and reduce energy costs. The Affordable Housing Program creates rental units and first-time homeowner opportunities for families at or below 80 percent of median income.

Building for the Arts
This program finances up to 15 percent of the cost of constructing or rehabilitating performing arts and art museum facilities. Projects are recommended for funding based on a statewide competitive evaluation process.

Building for Community Services
Funds are provided to assist 16 community-based family service providers to acquire and rehabilitate buildings used in providing services to low-income people, and to establish a statewide competitive award process to assist other community service organizations. The local organizations are required to pay at least 75 percent of the total project cost.
