Governor names 25 to state boards and commissions

OLYMPIA - Gov. Gary Locke's office today announced the appointment of 25 people to state boards and commissions, including the appointment of former legislator and Metropolitan King County Council member Lois North of Seattle to the Municipal Research Council. North will serve through July 31, 1999 on the council which provides Washington cities and towns with a comprehensive research and service program.


Six individuals were named to the Asian Pacific-American Affairs Commission which advises the governor and state agencies on the policies and needs of Asian-Americans. Reappointed, with terms expiring on June 30, 2000 are:


Diane Narasaki of Seattle who is executive director of the Asian Counseling and Referral Service;

- Stella Vasquez of Wapato, a manager with the Department of Social and Health Services; and

- Hea (Mandy) Wha Ma of Tacoma, acting executive director of the Korean Women's Association.

New members to the Asian Pacific-American Affairs Commission are:


- Natacha Sesko of Bremerton, president of the Northwest Association of Chinese Language Schools, whose term expires June 30, 1998;

- Ellen M. Abellera of Seattle, president of the Filipino-American Political Action Group of Washington, co-chair of the Seattle Women's Commission and commissioner of the King County Boundary Review Board, whose term expires June 30, 2000; and

- Steve Bader of Everett, executive director of the Communities in Schools of Snohomish County, whose term expires June 30, 1999.

Six appointments were announced for the Commission on Judicial Conduct which reviews complaints alleging possible violations of the Code of Judicial Conduct. It also enforces the state ethics legislation for all members and employees of the state judicial system. Reappointed are:


- Todd Whitrock of Longview, who works for Raytheon Constructors;

- Vivian Caver of Seattle, a state representative from the 37th Legislative District; and

- Pamela Praeger of Spokane, Dean of Instruction for Community Colleges of Spokane.

Locke reappointed Jodie Fortier of Tacoma and Sherry Appleton of Poulsbo. Wanda Briggs of Kennewick is appointed as a new alternate.


All will serve terms expiring June 30, 2001.


Locke also announced six appointments to the Washington Technology Center which promotes collaborative research between the state's universities, private industry and government. New members are Nathan Reed of Stemilt Growers, Inc., Wenatchee and Deborah Willingham, Seattle, of Microsoft, both serving through June 11, 2000; and Arthur Chen, Ph.D., Seattle, of Holex Technology Consulting, serving through June 11, 1998.


The reappointments of Moheb Ghalli, Bellingham, of Western Washington University; David Giuliani, Bellevue, of Optivia Corporation and Patrick Quarles, Bellevue, all terms expire June 11, 2000; and David Prieur, Pullman, of the Washington State University, whose term expires June 11, 1999, also were announced today.


Locke named three new members and reappointed two people to the Juvenile Justice Advisory Committee. This advisory committee implements the federal Juvenile Justice and Delinquency Prevention Act which provides funds to the state to improve the juvenile justice system. New members Sergio Hernandez of Walla Walla, Terry Bornemann of Bellingham, and David Okimoto of Seattle will serve terms expiring June 30, 2000. Carla Pohl of Puyallup and Debra Boyer of Seattle were reappointed to terms expiring June 30, 2000.
