Gov. Locke appoints three key cabinet members

OLYMPIA-Gov. Gary Locke today announced three key cabinet appointments to his administration. The new appointees will lead the departments of Community Trade and Economic Development, Revenue and Employment Security.

Locke named Tim Douglas, long-time mayor of Bellingham, the new director of Community Trade and Economic Development. He appointed Boeing executive Carver Gayton as the commissioner of Employment Security and Frederick Kiga, an executive with Arthur Anderson, to head the Department of Revenue.

"These are outstanding managers who bring a wealth of private and public experience to agencies that are critically important to the economic well-being of the people, communities and government of this state," said Locke. "I'm pleased they have joined my team."

Tim Douglas, the new director of CTED, has been mayor of Bellingham since 1984, winning three separate terms to office. He has been a board member of the Association of Washington Cities since 1986, served on Gov. Lowry's Regulatory Reform Task Force and is a member of the Puget Sound Water Quality Authority. He was dean of students at Western Washington University from 1979 to 1983 and was twice elected to the Bellingham City Council before becoming mayor.

Carver Gayton, the new commissioner of Employment Security, has been a Boeing Company executive since 1979 and served as the company's director of College and University Relations since 1991. Prior to that, he was Boeing's director of corporate training and education for 12 years. He has also served as a trustee of the Seattle Community College Board of Directors since 1989. His previous jobs include assistant professor of Public Administration at Florida State University in Tallahassee, director of Affirmative Action and Staff Training at the University of Washington and special agent for the Federal Bureau of Investigation.

Frederick Kiga, the new director of the Department of Revenue, has been manager of economic and financial consulting at Arthur Andersen since 1995. He served on the staff of the Washington State Senate Ways and Means Committee prior to joining Washington Mutual as corporate vice president from 1984 to 1995.

The new appointments bring the total to 16 cabinet positions filled by the governor who made the announcement at a press conference in Olympia today.
