Locke fills posts on Utilities and Transportation Commission and other state boards and commissions

OLYMPIA — Gov. Gary Locke today announced selections for Utilities and Transportation Commission, several college boards of trustees, and other boards and commissions.

Utilities and Transportation Commission

The commission regulates utility and transportation entities to ensure safe and reliable service is provided to consumers at reasonable rates.

Appointed to an additional term on the commission is: Richard Hemstad, of Olympia, member of the Electricity Committee of the National Association of Regulatory Utilities Commissioners. His annual salary is $81,175, and his term expires Jan. 1, 2005.

College Board of Trustees

The board of trustees is the governing body of the college.

Mary Grant Tompkins, of Prescott, was appointed to Walla Walla Community College, Board of Trustees. Tompkins is a former elementary school superintendent in Prescott and currently serves on the Walla Walla County rural library board of directors.

Jon W. McFarland, of Dayton, was appointed to Walla Walla Community College, Board of Trustees. McFarland is a marketing consultant and a retired army colonel.

Joyce C. Stewart, of Chelan, was appointed to Wenatchee Valley College, Board of Trustees. Stewart is a self-employed organizational consultant and a part-time professor at City University.

James W. Cunningham, of Bellingham, was appointed to the Bellingham Technical College, Board of Trustees. He is the general manager of Bellingham operations for Georgia-Pacific, Inc.

All terms expire Sept. 30, 2003, except Tompkins, whose term expires Sept. 30, 1999.

Health Care Facilities Authority

The authority authorizes the sale of tax-exempt bonds to help lower costs of building new health care facilities.

Clarence F. "Joe" Legel, of Spokane, is a consultant for Providence Services-Eastern Washington. His term expires June 19, 1999.
Fire Protection Policy Board

The board sets policy on fire protection matters.

Sharon Colby, of Spokane, is the fire commissioner for Spokane Fire Protection District No. 3. Her term expires April 15, 2001.
Freight Mobility and Strategic Investment Board

The board designates strategic freight corridors within the state, reviews and evaluates freight mobility funding applications, and makes recommendations to the governor and Legislature on projects that will enhance freight mobility.

Patricia Otley, of Seattle, is the government affairs consultant with Burlington Northern Sante Fe. Her term expires June 30, 2002.
