Locke makes appointments on several boards and commissions

OLYMPIA — Gov. Gary Locke today announced his selections for various boards and commissions, including the State Board of Health, Small Business Export Finance Assistance Center Board of Directors, Commission on Pesticide Registration and other state boards and commissions.

State Board of Health

The board is the primary entity for state health policy development.

Dennis Braddock, of Seattle, has been appointed to the chair position. He is the chief executive officer of Community Health Plan of Washington and Community Health Network of Washington. He served as a state representative from Whatcom County from 1983 to 1992.

Joe Finkbonner, of Ferndale, serves as the Lummi LIFE Center director, administering a community-based, primary care health system for the Lummi Nation. He is also the chief executive officer of the Lummi Indian Business Council.

Vickie Ybarra, of Yakima, is the director of community health services for the Yakima Valley Farm Workers Clinic. She is on the Board of Directors for Healthy Mothers, Healthy Babies Coalition of Washington State.

Appointed to additional terms on the board are: Thomas H. Locke, M.D., M.P.H., of Sequim, health officer for Clallam County Health Department; and Carl Osaki, of Seattle, chief of environmental health for Seattle-King County Department of Public Health.

All terms expire July 1, 2001.

Small Business Export Finance Assistance Center Board of Directors

The board assists small- and medium-sized businesses in financing exports, provides information about export opportunities and financing, and helps businesses organize export trading companies.

W. Elizabeth Huang, of Seattle, is president of the Washington First International Bank. She is on the board of trustees for the Greater Seattle Chamber of Commerce.

Paul R. Calderon, of Mercer Island, is the director of worldwide credit, policy, and administration for ATL Ultrasound. He is the former vice-president of the World Trade Club.

David E. Lamb, of Hoquiam, is the president of Lamb-Grays Harbor Company. He is also the president of the Washington State Historical Society.

John F. Perryman, of Seattle, is a former business representative of The Teamsters Union Local 117 and of the Inland Boatmen's Union.
Appointed to additional terms on the board are: William A. Glassford, of Seattle, senior vice-president of SeaFirst Bank; and Don Miller, of Bellevue, chief executive officer and owner of Ederer, Inc.

Tim Douglas, director of the Department of Community, Trade, and Economic Development also serves on the board.
All terms expire Oct. 1, 2002, except for Glassford and Miller, whose terms expire Oct. 1, 2000. Douglas' position is not assigned a term.

Commission on Pesticide Registration

The Commission provides guidance to Washington State University's Food Safety and Environmental Quality Lab in the area of pesticide registrations for minor crops and minor uses and in regard to the availability of pesticides for emergency use.

Herb Teas, of Wenatchee, is a horticulturist and head fieldman for Northwest Wholesale, Inc. He has 40 years of experience in the fruit industry in North Central Washington.

Tedd Wildman, of Prosser, is a private consultant with Independent Pest Management Consulting. He serves as the president of the board of directors for the Washington Association of Wine Grape Growers.
Both terms expire Sept. 14, 2001.

College Board of Trustees

The board of trustees is the governing body of the college.

Barbara Andersen, of Camano Island, was re-appointed to the Skagit Valley College Board of Trustees. Andersen is the former executive director of the North Region Emergency Medical Services and Trauma Care Council. Her term expires Sept. 30, 2003.
Arts Commission

The commission promotes the growth and development of the arts in Washington. It advises state agencies and officials on issues related to the arts and appropriates funds to acquire works of art for public buildings.

Linda Lipke, of Anacortes, is a real estate appraiser in Mt. Vernon. She formerly owned an art gallery in La Conner and has been active in a wide variety of community projects. Her term expires July 28, 2001.
Board of Registration for Architects

The board examines and licenses architects within the state; investigates violation of state regulations relating to the practice of architecture; and recommends rules and regulations for administering the licensing laws.

Dave Scott, of Pullman, is a professor emeritus of architecture at Washington State University. He has been listed in "Who's Who in America" and "Who's Who in American Education." His term expires June 17, 2004.
