Locke announces boards and commissions appointments

OLYMPIA - Gov. Gary Locke announced today members to the Governor's Advisory Council on HIV/AIDS, the Washington Commission on National and Community Service and other state boards and commissions.

Governor's Advisory Council on HIV/AIDS

The council advises the governor on HIV/AIDS-related programs and policies.

Richard Caudillo, of Vancouver, is a former program director for a homeless shelter in California. Caudillo also was a member of the Clark County American Red Cross and the Evergreen AIDS Response. His term expires June 30, 1999.

Debra Nelson is a registered nurse in Yakima. She is an administrator for the New HOPE Clinic, a division of the Yakima Valley Farm Workers Clinic. She also is a member of the Association of Nurses in AIDS Care and the Yakima County AIDS Coalition. Nelson's term expires June 30, 1999.

Dr. Jeffrey Schouten, of Seattle, is a member of the King County Bar Association Volunteer Attorney to People with AIDS Program. He is a former surgeon and received his law degree from the University of Washington in 1996. His term expires June 30, 2000.

Suzanne Thomas, of Seattle, started her own law firm this year. She focuses primarily on employment law. Thomas' term expires June 30, 2001.

Pastor David Wright, of Bellevue, is a retired pastor. He also is former chair of Social Justice and Peacemaking Committee for the Presbytery of Seattle. His term expires June 30, 2001.

Appointed to another term on the council is Karen Durham of Bellingham. She is a board member of the Sean Humphrey House, a hospice that cares for people with AIDS. She and her husband founded the hospice in honor of her son Sean, who died of AIDS. Durham's term expires June 30, 2001.

Washington Commission on National and Community Service

The commission implements the national AmeriCorps program. It also initiates activities or projects that expand and promote community service.

Washington Secretary of State Ralph Munro was appointed to another term on the commission. Munro has been a member of the commission since it first started in 1994.

Bill Dillon, of Spokane, is executive director of the Northeast Community Center Association, a neighborhood-owned development organization that provides a wide range of services to residents in Northeast Spokane.

Benita Garcia, of Snohomish, is a student at Everett Community College. Garcia was part of the AmeriCorps program with the engineering department for the city of Snohomish.

Appointed to additional terms on the commission are: Stanley Basset, of Ellensburg, director of Youth Services of Kittitas County; Othene Bell, of Kennewick, executive director of secondary education for the Kennewick School District; Walter Howe, of Medina, attorney for the Gallatin Group, a regional public affairs firm; Mabel Smith, of Neah Bay, member of the Makah Tribal Council; and Paul Youmans, of Aberdeen, executive director of the Coastal Community Action Program.

All terms expire Feb. 15, 2001, except for Dillon, whose term expires Feb. 15, 1999.

College Board of Trustees

The board is the governing body of the college.

Doug Sayan, of Shelton, a former state representative, was appointed to Olympic Community College Board of Trustees. His term expires Sept. 30, 2003.

Robert Fong, a restaurant owner in Bellingham, was appointed to another term on the Whatcom Community College Board of Trustees. His term expires Sept. 30, 2003.

Retired Yakima resident Ann Miller was appointed to another term on the Yakima Valley Community College Board of Trustees. Her term expires Sept. 30, 2003.

Family Practice Education Advisory Board

The board advises the University of Washington School of Medicine on implementing educational programs in family medicine throughout the state.

Art Ceniza, of Mountlake Terrace, is regional vice-president of Primerica Financial Services. He also is on the Harborview Hospital Visiting Committee. His term expires Sept. 7, 1999.

Richard Linneweh, of Yakima, is president and chief executive officer at Yakima Valley Memorial Hospital. He is a member of the Strategic Planning Committee for the American Hospital Association. His term expires Sept. 7, 2001.

Dr. Drew Oliveira, of Renton, is a family practice residency program director for Valley Medical Center. He is president of the Family Practice Residency Directors at the University of Washington. His term expires Sept. 7, 1999.

David Bjornson, of Olympia, was appointed to another term on the board. He is chief executive of the Providence Health System's Southwest Washington region. His term expires Sept. 7, 1999.

Community Economic Revitalization Board

The board works on strengthening the economies of areas of the state that have experienced high unemployment rates or poor economic growth.

Appointed to additional terms on the board are: Mayor Judith Boekholder of Toppenish; Earl Davenport, member of the Colville Chamber of Commerce; and Jeffrey Matson, a Sunnyside Port commissioner. All terms expire Sept. 2, 2001.

Puget Sound Action Team

The team coordinates the activities of state and local agencies to protect and restore the biological health of the Puget Sound. It makes its recommendations to the Puget Sound Water Quality Action Team.

Daryl Williams, of Marysville, is the director of the Department of Environment for the Tulalip Tribe. He has more than 21 years of natural resources experience with the tribe. He also is on the boards of 1000 Friends of Washington, Friends of Narbeck Wetland Sanctuary and the Adopt-A-Stream Foundation. His term is determined by the governor.

Sentencing Guidelines Commission

The commission evaluates state sentencing policy for the adult criminal and juvenile justice systems.

Judge Brian Gain is the chief criminal judge at King County Superior Court. Gain replaces Judge Ricardo Martinez, who resigned. Gain's term expires Aug. 2, 1999.

Appointed to additional terms on the commission are: Nancy Campbell, of Seattle, director of the King County Department of Youth Services; Judge Thomas Felnagle, a Pierce County Superior Court Judge; and Thomas Metzger, of Newport, a Pend Oreille County prosecutor. All terms expire Aug. 2, 2001.

Organized Crime Advisory Board

The board advises the governor on the activities of organized crime in the state.

James Stonier, a Cowlitz County prosecuting attorney was appointed to another term on the board. His term expires July 15, 2000.

Securities Advisory Committee

The committee advises the director of the Department of Financial Institutions on matters relating to securities.

Carmen Smith, of Seattle, is lead counsel at Graham and Dunn, a corporate finance and securities firm. She also is a member of the Washington State Bar Association Securities Committee. Her term expires Dec. 31, 1998.

Board of Pharmacy

The board establishes policy for the practice of pharmacy, including licensing, disciplinary hearings and enforcing legal drug laws.

Sharron Sellers, of Olympia, was a government affairs associate for the Washington State Trial Lawyers Association. She is a graduate of the University of Washington and Washington State University. Her term expires Jan. 19, 2002.

Board of Osteopathic Medicine and Surgery

The board examines candidates for licensing and registration, holds disciplinary hearings and adopts standards of professional conduct.

Dr. Thomas Bell, of Tacoma, is medical director of the emergency department at the Naval hospital in Bremerton. He is a member of the American Osteopathic Association and the Washington Osteopathic Association.

William Gant, of Sunnyside, is executive secretary of the Yakima Valley Interscholastic Activities Association. The group oversees activities programs for Central Washington high schools.

Both terms expire July 5, 2002.

Pierce County Boundary Review Board

The board is mandated by state legislation in King, Pierce, Snohomish and Spokane counties. It is optional in all other counties. The board has jurisdiction over municipal annexations and incorporations.

Victoria Zukowski, of Tacoma, is a client services manager and mediator for the Pierce County Dispute Resolution Center. She also is a member of the Fair Housing Center of South

Puget Sound and vice-chair of the City of Tacoma Urban Policy Committee. Zukowski's term expires Jan. 31, 1999.

Public Employment Relations Commission

The commission provides uniform and impartial settlement of public employee-employer disputes.

Sam Kinville, of Olympia, was appointed to another term on the commission. He is a retired contract lobbyist. Kinville's term expires Sept. 8, 2003.

Advisory Board of Plumbers

The board advises the Department of Labor and Industries on standards for plumbers and hears appeals related to revoking certification.

Johnnie Porter, of Roy, was appointed to another term on the board. He is a licensed plumber working for the Plumbers and Steamfitters U.A., Local #82.
