Gov. Locke fills posts on several state panels

OLYMPIA - Gov. Gary Locke today announced his selections for the boards of trustees at several community colleges, the Washington Economic Development Finance Authority, the Commission on Hispanic Affairs and other state panels.

Locke appointed Jess del Bosque, of Mount Vernon, to the Skagit Valley Community College Board of Trustees. Del Bosque is a Spanish language teacher at Mount Vernon High School. His term expires Sept. 30, 2002.

Esther Patrick, a human resources manager from Federal Way, was appointed to the Highline Community College Board of Trustees. Linda Sprenger, of Auburn, was appointed to another term on the Green River Community College Board of Trustees. Both terms expire Sept. 20, 2002.

Locke also appointed Holly Parker Jensen, a mental health clinician from Everett, to the State School for the Deaf Board of Trustees. Her term expires July 1, 2000. Carin Schienberg, of Vancouver, was appointed to another term on the board. Schienberg's term expires July 1, 2002.

Doug Tanabe, of Olympia, was appointed as chairman of the Governor's Affirmative Action Policy Committee. Tanabe is a deputy director at the Washington State Department of Personnel. He will serve at the pleasure of the governor. Ketu Shah, a Vancouver assistant city attorney, also was appointed to the committee. Shah's term expires May 31, 1999.

Locke appointed two new members to the Commission on Hispanic Affairs. They are Debbie Hevia, a Seattle banker, and Linda Lopez-George, an associate director at Gonzaga University in Spokane. Hevia's term expires Aug. 1, 2000. Lopez-George's term expires Aug. 1, 1999. Larry Estrada, of Bellingham, and Robert Ozuna, of Grandview, were appointed to another term on the commission. Both terms expire Aug. 1, 2000.

Rocky Kim, a business owner from Mukilteo, was appointed to the Washington Economic Development Finance Authority. Suzanne Burke, of Seattle, and Dr. Rom Markin, of Pullman, were appointed to new terms on the board. All terms expire Oct. 19, 2001.

Seattle attorney, Dwight S. Williams, and Vancouver attorney, Alicia L. Lowe, were appointed to additional terms on the Legal Foundation of Washington. The foundation acts as a trustee for funds collected from interest on lawyer's trust accounts. These funds are used for law-related charitable and educational purposes. Both terms expire Dec. 31, 1999.

Judge Michael Donohue, of Spokane, was appointed to the Sentencing Guidelines Comission. His term expires Aug. 2, 2000. King County juvenile court administrator, Nancy Campbell, of Seattle, also was appointed to the commission. Her term expires Aug. 2, 1998.

Leonard Nord, a personnel board director for the Washington State Department of Personnel, was appointed to the Personnel Resources Board. Nord resides in Olympia. His term expires Jan. 4, 2003.

Airyang Park, of Seattle, was appointed to another term on the Washington Commission for the Humanities. Her term expires Dec. 21, 2000.

Stephanie Gilliland, a Wenatchee migrant housing coordinator, was appointed to the Boundary Review Board for Chelan County. Her term expires Jan. 31, 2001.

Locke appointed parents Janet Hoglan, of Washougal, and Jeanne Hollabaugh of Ellensburg, to the Washington State Interagency Coordinating Council for Infants, and Toddlers with Disabilities and their Families. Their terms expire Jan. 6, 2000.

He also made four statutory appointments of state agency employees and a legislative representative to the council. All four members serve at the pleasure of the governor. They are:

* Maryanne Deuyour, a program manager in the children's services unit of the Department of Community, Trade and Economic Development;

* Deborah Fouts, a health services administrator for the office of children with special health care needs within in the Department of Social and Health Services (DSHS).

* Dr. Timothy Brown, director of the division of developmental disabilities at DSHS; and

* Sen. Rosemary McAuliffe, of Bothell, is the legislative representative.

The following were appointed to Board of Plumbers: Art Favinger, owner and president of a Bellingham plumbing contracting business; Larry Fritts, a plumbers and pipefitters union representative from Snohomish; and Dee Gilmore, a King County engineer from Fall City. All terms expire July 1, 2000.
