Locke announces selections for several boards and commissions

OLYMPIA - Gov. Gary Locke today announced appointments for a college board of trustees, the Veterans Affairs Advisory Committee, and other boards and commissions.

College Board of Trustees

The board of trustees is the governing body of the college.

Nadine L. Romero, of Olympia, was appointed to Central Washington University, Board of Trustees. Romero is a senior associate hydrogeologist at a hydrogeologic research company, and she writes a guest column for The Olympian. Her term expires Sept. 30, 2005.

Veterans Affairs Advisory Committee

The committee advises the governor and the director of the Washington State Department of Veterans Affairs on the needs and concerns of veterans.

George Edmundson, of Sedro Woolley, is a representative of the Vietnam Veterans of America.

Robert Harcum, of Yakima, is a representative of the Military Order of the Purple Heart.

Charles Karczewski, of Edmonds, is a senior national service officer for the Paralyzed Veterans of America.

Appointed to additional terms on the committee are David Guzman, of Pullman, president of the National Association of Veterans Program Administrators; and Richard L. Kirk, of Hansville, international trade promoter.

All terms expire July 1, 2003.

State School for the Deaf

The school serves the educational needs of deaf and hard-of-hearing students from throughout the state.

Appointed to an additional term on the board of trustees is Sue Batali, of Tacoma, former director of the Deaf Educational Secondary School Program in Tacoma. Her term expires July 1, 2004.

Arts Commission

The commission promotes the growth and development of the arts in Washington. It advises state agencies and officials on issues related to the arts and appropriates funds to acquire works of art for public buildings.

Michael Kissinger, of Vancouver, is president of company that produces arts events, concerts and entertainment projects.

Bruce Miller, of Shelton, is a folk artist and chair of the Northwest Native American Basket Weavers.

Paul Pak-hing Lee, of Pullman, is an associate professor of fine arts at Washington State University.

Bridget Piper, of Spokane, is vice president of corporate development for a financial institution.

Cami Smith, of Edmonds, is associate director of community relations for Edmonds Community College.

Appointed to additional terms on the commission are Patsy Surh O'Connell, of Gig Harbor, artist; and Thomas Pechar, of Seattle, managing director of Seattle Children's Theater.

All terms expire July 28, 2002, except Kissinger, Miller and Smith, whose terms expire July 28, 2000.

Public Works Board

The board administers public-works assistance funds and makes loans to various forms of local government for public-works projects.

Gary Rhoades, of Shelton, is the development services manager for the City of Shelton. He is also the president of Evergreen Rural Water of Washington.

Appointed to additional terms on the board are Hon. Bill Harrison, of Lakewood, mayor of the City of Lakewood; Hon. Charlotte Garrido, of Port Orchard, Kitsap County Commissioner; and Hon. Nora Mae Keifer, of Colfax, Whitman County Commissioner.

All terms expire June 30, 2003.

Juvenile Justice Advisory Committee

The committee implements the federal Juvenile Justice and Delinquency Prevention Act, which provides funds to states to improve the juvenile justice system.

Charlotte Booth, of Auburn, is executive director of the Behavioral Sciences Institute and member of the Public Policy Institute.

Ann Carey, of Kirkland, is an attorney for the Society of Counsel Representing Accused Persons.

Ed Goodman, of Mount Vernon, is sheriff of Skagit County and is a board member for the Boys and Girls Club of Skagit County.

Karen Smitherman, of Tacoma, is an educational specialist for the Tacoma Public Schools.

Appointed to an additional term on the committee is Sorrell Joshua, of Bellingham, a youth care worker.

All terms expire June 30, 2002.

Forensic Investigation Council

The council reviews, recommends and promotes improvements to the state's death investigation system.

Emmanuel Lacsina, M.D., of Tacoma, is a forensic pathology consultant and former chief medical examiner of Pierce County.

Dennis Wickham, M.D., of Vancouver, is chief medical examiner of Clark County.

Appointed to additional terms on the council are Judy Arnold, of Olympia, Thurston County Coroner; Dan LaRoche, of East Wenatchee, Douglas County Sheriff; Fred Johnson, of Cathlamet, a prosecuting attorney for Wahkiakum County; and Diane Oberquell, of Olympia, Thurston County Commissioner.

All terms expire Aug. 10, 2003, except Lacsina and Wickham, whose terms expire Aug. 10, 2001.

Board of Hearing and Speech

The board examines and licenses hearing instrument fitters/dispensers and certifies audiologists and speech-language pathologists.

Appointed to additional terms on the board are Hans-Rudolf Gahler, M.D., of Anacortes, a retired physician and surgeon; James Pannette, of Chehalis, owner of a hearing aid services company; Mark Scoones, of Aberdeen, audiologist and owner of a hearing clinic; and Sheila Winkler, of Federal Way, a speech-language pathologist.

All terms expire June 6, 2002.

Board of Boiler Rules

The board formulates rules and regulations for the safe and proper construction, installation, use, operation, and repair of boilers and pressure vessels.

Faye Dietz, of Longview, is a project engineer and quality control manager for W.E.L.D., Inc.

Craig Hopkins, of Seattle, is vice president of a pressure vessel manufacturing company.

Both terms expire Aug. 22, 2003.

Boundary Review Boards

The boards have jurisdiction over municipal annexations, incorporations of cities under 7,500 estimated population, disincorporations and creation or annexation of certain special districts.

Laurence McAtee, of Moses Lake, was appointed to the Grant County Boundary Review Board. McAtee is a self-employed construction consultant. His term expires Jan. 31, 2001.

Podiatric Medical Board

The board examines candidates for licensure or registration and conducts investigations on charges of malpractice, unsafe conditions or unprofessional conduct.

Appointed to an additional term on the board is Gerald Kuwada, of Renton, a private practice podiatrist. His term expires June 23, 2004.

Board of Funeral Directors and Embalmers

The board examines and licenses members of the profession.

Appointed to an additional term on the board is Edward Wahl, of Bellingham, employee of a funeral home. His term expires July 1, 2004.
