Locke appoints citizens to several boards and commissions

OLYMPIA — Gov. Gary Locke today announced his selections for the Board of Industrial Insurance Appeals, several college boards of trustees, the Commission on Hispanic Affairs, the Housing Finance Commission and other boards and commissions.

Board of Industrial Insurance Appeals

The board hears and makes final decisions on industrial insurance, crime victims and occupational safety appeals.

Appointed to an additional term on the board is Judy Schurke, of Olympia, former corporate workers' compensation manager for The Boeing Co. Her annual salary is $76,950, and her term expires June 17, 2005.

College Board of Trustees

The board of trustees is the governing body of the college.

Alicia P. Lalas, of Mukilteo, was appointed to Everett Community College, Board of Trustees. Lalas is an operating room staff nurse and former labor and delivery staff nurse. She is also treasurer of the Asian Pacific Islanders Coalition of Snohomish County. Her term expires Sept. 30, 2003.

Jerry R. Hendrickson, of Asotin, was appointed to Walla Walla Community College, Board of Trustees. Hendrickson is a former teacher and school principal. He is also a member of the Asotin County Civil Service Board. His term expires Sept. 30, 2001.

Elizabeth Hancock, of Coupeville, was appointed to Skagit Valley College, Board of Trustees. Hancock is a former high school counseling secretary and the former president of the United Way of Island County. Her term expires Sept. 30, 2004.

Carolyn A. Lake, of Lakewood, was appointed to Bates Technical College, Board of Trustees. Lake is an attorney specializing in land use, transportation and governmental law. She is also a Lakewood Municipal Court Judge. Her term expires Sept. 30, 2002.

Appointed to an additional term on the Clark College, Board of Trustees is Charles W. Fromhold, of Vancouver, president and chief executive officer of the Greater Vancouver Chamber of Commerce. His term expires Sept. 30, 2004.

Commission on Hispanic Affairs

The commission ensures that state programs are providing necessary assistance to the Hispanic community.

Gabriel I. Banfi, of Bellevue, is a criminal defense attorney. He is also a former attorney for the Society of Counsel Representing Accused Persons.

Alice Castilleja-Lara, of Toppenish, is the bilingual program director for the Yakima School District and a former school principal.

Leo R. Gaeta, of Othello, is program director for the Columbia Basin Health Association and a communications officer for the Washington Air National Guard.

Mario Reyes, of East Wenatchee, is a liquor and tobacco enforcement agent for the Washington State Liquor Control Board. He is also a volunteer ombudsman at the Washington State Long-Term Care Ombudsman Office.

Appointed to additional terms on the commission are Michelle Danley, of Vancouver, partnership specialist with the U.S. Census Bureau; and Linda Lopez-George, of Spokane, regional director of development at the Spokane branch of Washington State University.

All terms expire Aug. 1, 2002, except Castilleja-Lara and Reyes, whose terms expire Aug. 1, 2000.

Housing Finance Commission

The commission issues revenue bonds and participates in federal, state, and local housing programs to ensure additional funds are available at affordable rates to help provide low- and moderate-income housing throughout the state without the use of public funds.

Appointed to additional terms on the commission are Robert McVicars, of Spokane, president and chief executive officer of a property management company; and Jeffrey Nitta, of Tacoma, vice president and treasurer of the Weyerhaeuser Real Estate Company.

All terms expire June 30, 2003.

Capitol Furnishings Preservation Committee

The committee works to increase public awareness about the significance of the furnishings within the state capitol campus buildings.

Joyce Colton, of Olympia, is a professional interior designer and has been active in various historical restoration projects. Her term expires Sept. 1, 2002.

Dorothy Dell Gustafson, of Olympia, is a volunteer for Habitat for Humanity. She is also a former member of the Olympia Planning Commission. Her term expires Sept. 1, 2000.

Ats Kiuchi, of Olympia, is a volunteer at the Capitol tours office and is a former Senate committee staff member. His term expires Sept. 1, 2001.

Arts Commission

The commission promotes the growth and development of the arts in Washington. It advises state agencies and officials on issues related to the arts and appropriates funds to acquire works of art for public buildings.

Cheryll Leo-Gwin, of Redmond, is director of the ARTS 2000 Program at Bellevue Community College. Her term expires July 28, 2001.

Hertica Martin, of Olympia, is curriculum director for the Tacoma Public Schools and a former elementary school principal. Her term expires July 28, 2002.

Sarah Meyer, of Seattle, is senior program manager for community affairs at Microsoft. She is also the former managing director of the Council of Literacy Magazines and Presses. Her term expires July 28, 2002.

State Library Commission

The commission sets general directions and policies for the Washington State Library, makes rules and regulations governing the administration of the state library, and awards grants.

Kathy Baros Friedt, of Olympia, is assistant commissioner of administrative services at the Washington State Employment Security Department. She was formerly the director of the Washington State Department of Licensing. Her term expires July 19, 2001.

Wai-Fong T. Lee, of Renton, is associate dean of instruction resources and information technology at Seattle Central Community College. Her term expires July 19, 2003.

Interagency Committee for Outdoor Recreation

The committee oversees the statewide comprehensive outdoor recreation plan and provides grants to local government and state agencies for purchase of recreation and habitat land for development of recreational facilities.

Egil Krogh, of Seattle, is an attorney specializing in mediation of complex environmental and energy issues. He has served as counsel to the Pacific Northwest Utilities Conference Committee and the Columbia Storage Power Exchange.

Ruth M. Mahan, of Friday Harbor, is associate director of management and finance at the University of Washington School of Medicine and a former special assistant to the University of Washington president.
Appointed to an additional term on the committee is Robert Parlette, of Wenatchee, attorney and partner in a law firm.

All terms expire Dec. 31, 2001.

Workforce Training and Education Coordinating Board

The board provides planning, coordination, evaluation, monitoring, and policy analysis for the state training system.

Appointed to an additional term on the board is Joseph J. Pinzone, of Vancouver, a consultant to the president of a microelectronics company. His term expires June 30, 2003.

Hanford Area Economic Investment Fund Committee

The committee advises the governor and the legislature on acceptance of state or federal loans for infrastructure or economic development projects in the Hanford area.

LoAnn D.G. Ayers, of Kennewick, is director of Business LINKS at Washington State University and the executive director of the Tri-Cities Science and Technology Park Association. Her term expires June 28, 2001.

Sentencing Guidelines Commission

The commission evaluates state sentencing policy for both the adult criminal justice system and the juvenile justice system.

Mary Place, of Yakima, is a Yakima City Councilmember currently serving as Mayor Pro Tem. Place is also a registered nurse and has taught health and AIDS education classes. Her term expires Aug. 2, 2002.

Nursing Care Quality Assurance Commission

The commission determines eligibility of candidates for licensure examination or registration and establishes criteria, standards, and curricula for approved nursing schools.

Appointed to an additional term on the commission is Joanna Boatman, of Longview, a retired staff nurse. Her term expires June 30, 2003.
Board of Nursing Home Administrators

The board examines candidates for licensing and conducts investigations on violations of law.

Appointed to an additional term on the board is James Bennett, of Silverdale, director of operations for a management company. His term expires March 28, 2004.

State Interagency Coordinating Council for Infants and Toddlers with Disabilities and Their Families

The council advises and helps the Washington State Department of Social and Health Services and other participating state agencies coordinate, develop and implement policies dealing with early intervention services.

Arne Anderson, M.D., of Bremerton, is a pediatrician at the Unites States Naval Hospital providing services for children with disabilities. His term is determined by the governor.
