Locke names Everett resident Charles Earl to head Liquor Control Board Citizen Review Panel

OLYMPIA - Gov. Gary Locke today appointed Everett resident Charles Earl as chair of the Liquor Control Board Citizen Review Panel. The Citizen Review Panel will examine current practices and policies of the Washington State Liquor Control Board's Enforcement Division, including overlapping responsibilities with the Licensing and Regulation division.

"The Citizen Review Panel will play an important role in making sure the Liquor Control Board applies liquor laws evenly and fairly throughout the state," Locke said. "Charles Earl will be a good chair because of his many years of experience in strategic planning, management improvements, and implementation of new initiatives."



Earl currently serves as President of Everett Community College and has been active in public policy development and management for many years. He served as president of the Public Utility Managers' Association in 1990, the Washington City Managers' Association in 1985, and the Washington County Administrative Association in 1983/84. He has also served on a variety of nonprofit community and professional boards of directors.



The Citizen Review Panel is made up of 13 individuals including management experts, citizens, the regulated community, law enforcement, local governments, county health agencies, and labor. Locke's other appointments include:

- The Honorable Jesse Palacios, Yakima County Commissioner, Yakima

- The Honorable Charles Booth, Mayor, City of Auburn, Auburn

- The Honorable Phil Thompson, Office of the Corporation Counsel, Gonzaga U., Spokane

- Gene Vosberg, Executive Director, Washington Restaurant Association, Olympia

- Colleen Wilson, Chief, Monroe Police Department, Monroe

- Burdena Pasnelli, Woodinville

- Dr. Federico Cruz-Uribe, MPH, Director, Tacoma-Pierce County Health, Tacoma

- Donald Lachman, Seattle

- Kris Pomianek, Executive Director, Wenatchee Chamber of Commerce, Wenatchee

- Raymond Mason, Director, Welfare to Work, Tacoma

- Frank Min, Executive Director, Koreans Grocers Association, Renton

The Citizen Review Panel will focus on improvements to policies, procedures and the structure of the organization. The panel's activities will coincide with a review of the agency's business plan.

In addition, the panel will review the application of laws, study rules and policies by enforcement agents, and look at the complaint process in place for the public and the regulated community.

The review panel is expected to report its recommendations back to the governor and the Liquor Control Board by December 1, 1999.
