Locke says Republican teacher pay idea doesn't add up

OLYMPIA – "I am glad the House Republicans have proposed a budget. I am willing to go up on teacher pay, but the Republican proposal doesn't add up. They are putting the higher pay in one pocket and taking money out of the other pocket by requiring them to pay more for their health benefits."
