Locke announces boards and commissions appointments

OLYMPIA - Gov. Gary Locke today announced his selections for college boards of trustees, the Asian Pacific American Affairs Commission, the Council on Substance Abuse and other boards and commissions.

College Board of Trustees

The board of trustees is the governing body of the college.

Yvonne Cartwright, of Bellingham, was appointed to the Bellingham Technical College, Board of Trustees. Cartwright is a partner in an advertising agency. Her term begins Oct. 1, 2000 and expires Sept. 30, 2005.

Debra D. Doran, of Bainbridge Island, was appointed to the Olympic Community College, Board of Trustees. Doran is a majority shareholder in a public accounting practice. Her term expires Sept. 30, 2004.

Asian Pacific American Affairs Commission

The commission ensures that state programs are providing necessary assistance to the Asian Pacific American community.

Yvonne Kinoshita Ward, of Seattle, is a private-practice attorney focusing on employment law and victim's rights. Her term expires June 30, 2001.

Alma Q. Kern, of Bellevue, is the owner and vice president of an export marketing company. Her term expires June 30, 2003.

Council on Substance Abuse

The council develops recommendations for a state and local strategy on substance abuse and seeks community involvement on issues relating to the strategy.

Appointed to additional terms on the council are: Priscilla Lisicich, of Tacoma, chair of the council and executive director of the Safe Streets Campaign; Cleve Thompson, of Vancouver, manager of the Clark County Alcohol and Drug Program; and Linda J. Thompson, of Spokane, executive director of the Greater Spokane Substance Abuse Council's Prevention Center.

All terms expire Aug. 3, 2003.

Advisory Council on Historic Preservation

The council reviews nominations for the state and national registers of historic places and advises the governor and the Washington State Office of Community Development on matters relating to historic preservation.

Marie Hebert, of Kingston, is the cultural resources director for the Port Gamble S'Klallam Tribe. Her term expires Oct. 12, 2002.

Board of Boiler Rules

The board formulates rules and regulations for the safe and proper construction, installation, use, operation and repair of boilers and pressure vessels.

Appointed to an additional term on the board is James Olszewski, of Snohomish, an operating engineer for The Boeing Co. His term expires Aug. 22, 2004.
