Locke makes selections for state boards and commissions

OLYMPIA - Gov. Gary Locke today announced appointments for the Higher Education Coordinating Board, college boards of trustees, the State Convention and Trade Center Board of Directors, the Parks and Recreation Commission, the Hispanic Affairs Commission and several other boards and commissions.

Higher Education Coordinating Board

The board studies, plans and coordinates higher education among various institutions and agencies within the state.

Herb Simon, of Lakewood, is the founder of an investment company. He is also the former secretary and treasurer of a scrap iron and metals recycling company.

Appointed to additional terms on the board are Gay Selby, of Kelso, former school principal and superintendent; and Chang Mook Sohn, of Olympia, executive director of the Washington State Office of Forecast Council.

All terms expire June 30, 2004.

College Board of Trustees

The board of trustees is the governing body of the college.

Lawton Case, of Enumclaw, was appointed to the Green River Community College, Board of Trustees. Case is a community activist and the former acting chief of the Enumclaw Police Department. His term expires Aug. 30, 2005.

State Convention and Trade Center Board of Directors

The board manages the construction and operation of the state convention and trade center in Seattle.

Deryl Brown-Archie, of Seattle, is an attorney and former general counsel for KPS Health Plans. Her term expires May 17, 2002.

Karen Wong, of Mercer Island, is vice president and general counsel for a bank. Her term expires May 17, 2006.

Appointed to an additional term on the board is Dorothy Bullitt, of Seattle, management consultant, lawyer and writer. Her term expires May 17, 2006

Parks and Recreation Commission

The commission acquires, develops, maintains and operates the state park system.

Robert Peterson, of Long Beach, is the former port manager of the Port of Ilwaco. His term expires Dec. 31, 2002.

Joe Taller, of Olympia, is the executive director of Washington Promise. He is a former member of the Washington State House of Representatives. His term expires Dec. 31, 2000. He then will serve an additional term, which expires Dec. 31, 2006.

Commission on Hispanic Affairs

The commission ensures that state programs are providing necessary assistance to the Hispanic community and reviews and makes recommendations to state agencies, non-profit organizations, the governor and other state institutions concerning the Hispanic community's needs and effective outreach.

Appointed to additional terms on the commission are Alice Catilleja-Lara, of Toppenish, bilingual education director for the Yakima School District; Becky Diaz, of Bellingham, president of the Whatcom Hispanic Organization; and Mario Reyes, of East Wenatchee, liquor and tobacco enforcement agent for the Washington State Liquor Control Board.

All terms expire Aug. 1, 2003.

Pacific States Marine Fisheries Commission

The commission promotes the better utilization of fisheries, marine, shell and anadromous and develops a program to protect and prevent those species' physical waste in the Pacific Ocean and adjacent waters. States represented in the commission are Alaska, California, Idaho, Oregon and Washington.

Hon. Jim Buck, of Port Angeles, is a member of the Washington State House of Representatives.

Appointed to an additional term on the commission is Hon. Harriet Spanel, of Bellingham, member of the Washington State Senate.

Both terms expire June 30, 2003.

Judicial Conduct Commission

The commission reviews complaints alleging possible violations of the Code of Judicial Conduct and enforces the state ethics laws for all members and employees of the state judicial system.

Appointed to additional terms on the commission are Marianne Connelly (alternate), of Spokane, former substitute teacher; and Collins Sprague, of Olympia, state government relations director for Avista Corp.

Both terms expire June 16, 2004.

Juvenile Justice Advisory Committee

The committee implements the federal Juvenile Justice and Delinquency Prevention Act, which provides funds to states to improve the juvenile justice system.

Juelie Dalzell, of Port Townsend, is the prosecuting attorney for Jefferson County.

Dr. Harry Kramer, of Ellensburg, is a psychologist with Central Washington Community Mental Health.

Ernie Veach-White, of Vancouver, is the juvenile court administrator for the Clark County Juvenile Court.

Fred Walser, of Monroe, is the police chief for the City of Sultan.

Appointed to additional terms on the committee are Sergio Hernandez, of Tekoa, superintendent of the Tekoa School District; David Okimoto, of Seattle, executive director of the Atlantic Street Center; and David Vance, of Bellevue, public health manager for Tacoma/Pierce County Health Department.

All terms expire June 30, 2003.

Agency Council on Coordinated Transportation

The council develops standards and strategies for coordinating special transportation needs, identifies barriers to coordinated transportation and identifies transportation costs in agency budgets.

G. Reg Clark, of Lynnwood, is a representative of the Washington Association of Pupil Transportation.

Glen Hallman, of Bellingham, is a representative of the Washington State Council on Aging.

Andrew Johnsen, of Olympia, is an executive policy advisor for the Washington State Office of Financial Management.

Marlaina Lieberg, of Burien, is a representative of the Sound Transit's Citizen's Accessibility Advisory Committee.

Doreen Marchione, of Redmond, is a representative of the Community Transportation Association of the Northwest and the Community Action Council Association.

Appointed to an additional term on the council is Michael Harbour, of Olympia, a representative of the Washington State Transit Association.

All terms expire June 30, 2002.

Emergency Medical Services and Trauma Care Steering Committee

The committee reviews the requirements for pre-hospital emergency and ambulance services and advises on rules regarding poison information centers.

Merry Alto, M.D., of Spokane, is an emergency physician at Pullman Memorial Hospital. Her term expires Aug. 15, 2002.

Cynthia A. Marcus, M.D., of Seattle, is an emergency physician at Providence General Medical Center. Her term expires Aug. 15, 2001.

Paul A. Zaveruha, M.D., of Oak Harbor, is a general surgeon at Whidbey General Hospital. His term expires Aug. 15, 2002.

Emergency Management Council

The council advises the governor and adjutant general of the Washington State Military Department on state and local emergency management issues.

David Art Jordan, of Longview, is an elementary school counselor and vice president of Cowlitz County Search and Rescue. His term is determined by the governor.

Board of Registration for Architects

The board examines and licenses architects within the state; investigates violation of state regulations relating to the practice of architecture; and recommends rules and regulations for administering the licensing laws.

Charles F. Farrell, of Camas, is an architect in Vancouver. His term expires June 17, 2006.

Nursing Care Quality Assurance Commission

The commission determines eligibility of candidates for licensure examination or registration and establishes criteria, standards and curricula for approved nursing schools.

Ezra D. Kinlow, of Spokane, is a minister at the Holy Temple Church. His term expires June 30, 2004.

Podiatric Medical Board

The board examines candidates for licensure or registration; and conducts investigations on charges of malpractice, unsafe conditions or unprofessional conduct.

Appointed to an additional term on the board is William Ith, of Chehalis, employee of a real estate appraisal and consulting company. His term expires June 23, 2005.

Marine Employees Commission

The commission adjusts all complaints, grievances and disputes between labor and management arising out of the operation of the ferry system.

John D. Nelson, of Kingston, is the former regional manager for the National Labor Relations Board. His term as commission chair expires June 15, 2003.
