Locke fills posts on state boards and commissions

OLYMPIA - Gov. Gary Locke today announced his appointments to the Growth Management Hearings Boards, college boards of regents, the Gambling Commission and other state boards and commissions.

Growth Management Hearings Boards


The boards hear petitions challenging whether actions of state agencies, counties and cities comply with the goals and requirements of the Growth Management Act.

Lois North, of Seattle, was appointed to an additional term on the Central Puget Sound Growth Management Hearings Board. North is a former King County councilmember. Her term expires June 30, 2006. The post carries an annual salary of $78,354.


Pollution Control/Shorelines Hearings Board

The board hears appeals from orders, permits and penalties of the Washington State Department of Ecology and local air pollution control agencies on air, water, hazardous waste, solid waste and water rights issues.
Appointed to an additional term on the board is James A. Tupper, Jr., of Seattle, former assistant city attorney for the City of Seattle. His term begins expires June 30, 2006. His annual salary is $76,950.
State Board for Community and Technical Colleges
The board reviews the community and technical colleges system's budget, disburses funds to community and technical college districts, and establishes standards for staffing, financial procedures, curriculum, degree requirements, and admission policies.
Appointed to an additional term on the board is Carolyn J. Purnell, of Seattle, a management consultant on leadership, team building, mergers and consolidations. Her term expires April 3, 2004.

Washington Technology Center, Board of Directors

The board is the governing body of the Washington Technology Center.

Warren W. Buck, of Bothell, is the chancellor and dean of the University of Washington-Bothell.

Paul Goll, of Redmond, is the general manager of Boston Scientific Corporation Northwest Technology Center.

Jeremy A. Jaech, of Redmond, is vice president of the business tools division at Microsoft.

Stephen Jordan, of Cheney, is president of Eastern Washington University.

Appointed to additional terms on the board are David Giuliani, of Bellevue, president and chief executive officer of Optiva Corp., and Nathan Reed, of Wenatchee, director of research and development at Stemilt Growers, Inc.

All terms expire June 11, 2003.

Spokane Intercollegiate Research and Technology Institute (SIRTI), Board of Directors

The board is the governing body of SIRTI.

Jon Eliassen, of Spokane, is senior vice president and chief financial officer of Avista Corp.

Appointed to additional terms on the board are Susan A. Ashe, of Spokane, public affairs manager for Kaiser Aluminum's Northwest operations, and Patricia Irving, of Richland, owner and president of an advanced technology company.

All terms expire June 30, 2003.

Human Rights Commission

The commission works to eliminate and prevent discrimination in employment, housing, places of public accommodation, insurance and credit practices because of race, creed, color, national origin, sex, age, marital status or physical, mental or sensory disability.

Dolores Sibonga, of Coupeville, is a former City of Seattle councilmember. Her term expires June 17, 2005.

State Board of Health

The board develops state health policy.

Appointed to additional terms on the board are Charles Chu, DPM, of Bellevue, podiatrist, and Edmund W. Gray, M.D., of Colville, physician.

Both terms expire July 1, 2003.

Gambling Commission

The commission licenses, inspects, investigates and audits organizations, businesses and individuals participating in authorized gambling activities.

Appointed to an additional term on the commission is Curt Ludwig, of Kennewick, former member of both the Washington State House of Representatives and the Senate. His term expires June 30, 2006.

Washington Commission for National and Community Service

The commission provides leadership with local volunteer organizations, civic and community groups and local governments to make service a part of the lives of all Washingtonians.

Appointed to additional terms on the commission are Sue Donaldson, of Seattle, former City of Seattle councilmember; Kate McPherson, of Vancouver, director of Project Service Leadership; Robin Pasquarella, of Seattle, executive director of the Henry M. Jackson Foundation; and Arlen Washines, of Toppenish, Yakama Tribal councilmember.

All terms expire Feb. 15, 2003.

Board of Occupational Therapy Practice

The board administers, coordinates and enforces the statutes relating to occupational therapists within the state.

Della Jill Petrie, of Auburn, is an occupational therapist assistant for the Auburn School District.

Appointed to additional terms on the board are Sharon Greenberg, of Mercer Island, senior lecturer for the department of rehabilitation medicine at the University of Washington, and Brian Pease, of Yakima, associate administrator of the Yakima Heart Center.

All terms expire Dec. 31, 2002.

Freight Mobility and Strategic Investment Board

The board designates strategic freight corridors within the state and reviews and evaluates freight mobility funding applications.

Appointed to additional terms on the board are Hon. Barbara Cothern, of Everett, Snohomish County councilmember; Clifford A. Benson, of Everett, vice president of Westwood Shipping Lines; Andrew Johnsen, of Olympia, executive policy advisor for the Washington State Office of Financial Management; David L. Kalberer, of Seattle, regional transportation manager for the Port of Seattle; Don Lemmons, of Kelso, president of Interstate Wood Products; and Hon. Carol Moser, of Richland, City of Richland councilmember.

All terms expire June 30, 2004.

Hanford Area Economic Investment Fund Committee

The committee advises the governor and the legislature on acceptance of state or federal loans for infrastructure or economic development projects in the Hanford area.

Appointed to additional terms on the committee are Hon. Neva Corkrum, of Pasco, Franklin County Commissioner; John Givens, of Kennewick, executive director of the Port of Kennewick; and Gary C. Karnofski, of Richland, team leader at Fluor Daniel Hanford, Inc.

All terms expire June 28, 2003.

Property and Liability Advisory Board

The board assists the state risk manager adopt rules for the operation and management of both individual and joint self-insurance programs covering liability and property risks and in reviewing and approving the creation of joint self-insurance programs covering property or liability risks.

Appointed to additional terms on the board are Margaret M. Lesser, of Bremerton, the risk manager for the City of Bremerton, and Glenn Sugiyama, of Redmond, employee in the finance and information services department for the City of Redmond.

Both terms expire Dec. 31, 2002.

Board of Accountancy

The board regulates public accounting through examinations, licensing, complaint investigation and continuing professional education.

Appointed to additional terms on the board are Rufino R. Moraleja, of Lynnwood, certified public accountant, and Laurie Tish, of Seattle, director with Deloitte & Touche, LLP.

Both terms expire June 9, 2003.

Employee Retirement Benefits Board

The board selects and approves self-directed investment options and related administrative charges, benefit payment schedules, annuities and the investment option for the deferred compensation program.

Herbert Sargo, of Sedro-Woolley, is an elementary school science teacher. His term expires June 30, 2002.

Commute Trip Reduction Task Force

The task force implements Transportation Demand Management (TDM) strategies for reducing the number of vehicles on roads and highways, particularly single-occupant vehicles.

Mike Estey, of Seattle, is a special assistant to the director of the transportation department for the City of Seattle. His term is determined by the governor.
