Locke makes selections for state boards and commissions

OLYMPIA - Gov. Gary Locke today announced appointments for the Indeterminate Sentence Review Board, college boards of trustees, the Higher Education Facilities Authority and other boards and commissions.

Indeterminate Sentence Review Board

The board has legal jurisdiction over all individuals sentenced to Washington state prisons for felonies committed before July 1, 1984. The board also has jurisdiction over all individuals, both in state and out of state, who are on parole status.

Appointed to an additional term on the board is Margaret M. Martinez, of Redmond, former director of a family support program. Her term expires April 15, 2005. Her position is 60 percent time and carries an annual salary of $42,522.60.

College Board of Trustees

The board of trustees is the governing body of the college.

Jack C. McRae, of Edmonds, was appointed to the Edmonds Community College, Board of Trustees. McRae is senior vice president of legislative and congressional affairs for Premera Blue Cross. His term expires Aug. 30, 2003.

Gene L. Chase, of Arlington, was appointed to the Everett Community College, Board of Trustees. Chase is a board member of the Everett Community College Foundation. His term expires Aug. 30, 2002.

Higher Education Facilities Authority

The authority authorizes the issuance of tax-exempt bonds and loans proceeds to private, non-profit institutions of higher education.

Appointed to an additional term on the authority is the Rev. Stephen V. Sundborg, S.J., of Seattle, president of Seattle University. His term expires March 26, 2004.

Governing Board of the Guaranteed Education Tuition Program

The board administers the advanced college tuition payment program.

Mooi Lien Wong, of Seattle, is the vice president and regional trust manager for U.S. Bank.

Elizabeth Stecher Berendt, of Olympia, is a senior policy advisor at the Washington State Board of Health.

Both terms are determined by the governor.

African American Affairs Commission

The commission improves the well-being of African Americans by enabling them to participate fully in all fields of endeavor, obtain government services to meet their special needs, and ensure benefits of equality are available to them.

Appointed to additional terms on the commission are Edna Brooks-Pittman, of Toppenish, community development director for the City of Toppenish; and Victoria Woodards, of Tacoma, councilmember assistant for the Pierce County Council.

Both terms expire Nov. 20, 2002.

Forest Practices Board

The board establishes forest practices standards and forest water quality regulations within the state.

Keith Johnson, of Spokane, is retired Central Intelligence Agency officer. He also volunteers with the People to People Ambassador Program.

Bob Kelly, Jr., of Deming, is the director of natural resources for the Nooksack Tribe.

Appointed to an additional term on the board is Lloyd L. Anderson, of Shelton, president of a forest products company.

All terms expire Dec. 31, 2003.

Horse Racing Commission

The commission regulates and supervises all race meets held in the state that have pari-mutuel wagering.

Judith D. Roland, of Auburn, is the president and owner of a single-family home construction company. Her term expires Jan. 7, 2006.

Emergency Management Council

The council advises the governor and adjutant general of the Washington State Military Department on state and local emergency management issues.

Maj. Gen. Timothy Lowenberg, of Tacoma, is the adjutant general of the Washington State Military Department.

Ron Weaver, of Olympia, is the assistant secretary of health systems quality assurance for the Washington State Department of Health.

Both terms are determined by the governor.

Advisory Council on Historic Preservation

The council reviews nominations for the state and national registers of historic places and advises the governor and the Washington State Department of Community, Trade and Economic Development on matters relating to historic preservation.

Barbara Loomis, of Kirkland, serves on the boards of directors for several historic preservation organizations

John G. Williams, of Seattle, is a founding partner of an architectural firm.

Both terms expire Oct. 12, 2003.

Veterinary Board of Governors

The board examines candidates for veterinary licensing and registration and investigates and holds hearings on violations of the regulatory law.

O. Marie Palachuk, of Veradale, is an assistant attorney general for the Washington State Office of the Attorney General.

Terry Teeple, of Gig Harbor, is the director of the Veterinary Technology Program at Pierce College.

Both terms expire Dec. 24, 2004.

Chiropractic Quality Assurance Commission

The commission examines and licenses chiropractors.

Dr. Jerry Miller, D.C., of Vancouver, is a private practice chiropractor.

Dr. Leo Romero, D.C., of Kent, is a private practice chiropractor.

Both terms expire June 30, 2003.

Board of Pharmacy

The board establishes policy for the practice of pharmacy, including licensing, disciplinary hearings, and enforcement of laws pertaining to legal drugs.

Kathleen Paukert, of Spokane, is an attorney and principal at a law firm.

Susan Teil Boyer, of Tacoma, is the director of pharmacy services for Multi-Care Health Systems.

Both terms expire Jan. 19, 2004.

Council for the Prevention of Child Abuse and Neglect

The council provides leadership and a statewide focus on the prevention of child abuse and neglect and encourages and supports effective community prevention efforts.

Isaac S. Pope, M.D., of Chehalis, is a self-employed pediatrician. He is also a volunteer pediatrician with the Lewis County Children with Special Needs Medical Clinic. His term expires June 30, 2001.

Criminal Justice Training Commission

The commission develops and implements training standards and programs designed to upgrade criminal justice personnel and establishes standards relating to physical, mental and moral fitness for recruiting criminal justice personnel.

Randy Smith, of Port Angeles, is the undersheriff for corrections of Clallam County. His term expires June 30, 2001.

Jail Industries Board

The board helps local jail programs develop, implement, and maintain jail work programs.

Appointed to an additional term on the board is Doug Jacques, of Olympia, is the director of corrections and special operations for the Washington State Employment Security Department. His term expires Feb. 15, 2003.
