Locke appoints citizens to state boards and commissions

OLYMPIA - Gov. Gary Locke today announced his selections for the Lottery Commission, the African American Affairs Commission, the Board of Pilotage Commissioners and the Dental Quality Assurance Commission.

Lottery Commission

The commission provides guidance to the Washington State Lottery on proposed lottery rules, projects and programs.

- Larry Taylor, of Seattle, is the president and senior auctioneer of an auctioneering company. He is the former deputy director for the Human Services Department for the City of Seattle. His term expires Aug. 2, 2006.

African American Affairs Commission

The commission improves the well-being of African Americans by enabling them to participate fully in all fields of endeavor, obtain government services to meet their special needs, and ensure benefits of equality are available to them.

- Malcom H. Oliver, of Bellingham, provides counseling services and is a community activist. His term expires Nov. 20, 2000.

Board of Pilotage Commissioners

The board examines and licenses qualified pilots for vessels operating on the inland waterways of the state, fixes pilotage rates, and adopts and publishes rules and regulations.

- Vince Addington, of Seattle, is vice president of marketing for a steamship agency in Seattle. His term expires Dec. 26, 2000.

- Capt. Robert D'Angelo, of Aberdeen, is a Grays Harbor bar ship pilot. His term expires Dec. 26, 2003.

- Capt. Ioannis (John) Karakoulakis, of Mill Creek, is a ship group coordinator and chairman of the Clean Sound Co-Op Board of Directors. His term expires Dec. 26, 2003.

- Larry Simoneaux, of Edmonds, retired in 1998 from the National Oceanographic and Atmospheric Administration and is currently production manager at a machine shop serving the aircraft industry. His term expires Dec. 26, 2000.

Dental Quality Assurance Commission

The commission processes applications for dental licensure; recommends and adopts rules and regulations for administration of the regulatory law; and investigates, reviews, and conducts hearings on alleged violations of the regulatory law.

- Dr. Theresa Cheng, of Issaquah, is a periodontics specialist. Her term expires June 30, 2000.

- Dr. John Davis, of North Bend, is both an assistant professor of dentistry and an attorney specializing in dental issues. His term expires June 30, 2003.
