Locke makes appointments to state boards and commissions

OLYMPIA — Gov. Gary Locke today announced selections for two college boards of trustees, the Blue Ribbon Commission on Transportation, and other related boards and commissions.

College Board of Trustees

The board of trustees is the governing body of the college.

Bertha M. Goehner, of Wenatchee, was appointed to the Wenatchee Valley College, Board of Trustees. Goehner owns a fruit and vegetable brokerage business. Her term expires Sept. 30, 2004.

William J. McDowell, of Wenatchee, was appointed to the Wenatchee Valley College, Board of Trustees. McDowell is an attorney operating a private practice law firm. His term expires Sept. 30, 2003.

Arlista Del Holman, of Auburn, was appointed to the Green River Community College, Board of Trustees. Holman works for the Auburn School District and is serving on Auburn's economic development committee. Her term expires Sept. 30, 2004.

Blue Ribbon Commission on Transportation

The commission reviews and prioritizes the long-term transportation needs of the state and reviews a comprehensive financial plan to address those needs.

Hon. Robert Higgins, of Spokane, is a City of Spokane councilmember. His term expires Dec. 1, 2000.

Medical Quality Assurance Commission

The commission licenses and regulates the practice of the state's physicians.

Randi Smith Leggett, M.D., of Bellevue, is a clinical assistant professor at the University of Washington.

Michael Snell, of Walla Walla, manages a non-profit program that helps disabled adults gain employment. He is also the president of the Sunrise Rotary Club.

Appointed to additional terms on the commission are: Laura Roderick, M.D., of Olympia, a staff physician at the Middleton Foundation; and Marilyn Ward, of Medina, former director of the citizen participation office at the Washington State Department of Social and Health Services.

All terms expire June 30, 2003, except Snell, whose term expires June 30, 2002, and Ward, whose term expires Jan. 1, 2003.

Criminal Justice Training Commission

The commission develops and implements training standards and programs designed to upgrade criminal justice personnel and establishes standards relating to physical, mental and moral fitness for recruiting criminal justice personnel.

The 1999 Legislature established two new positions for this commission. Under the statute, the new members must be the rank of sergeant or below, with at least ten years of experience in law enforcement. One must be from a city police department, and one must be from a sheriff's department.

Kathy Atwood, of Everett, is a sergeant in the Everett Police Department.

Earl Howerton, of Spokane, is a detective in the Spokane County Sheriff's Office.

Both terms expire June 30, 2005.

Board of Accountancy

The board regulates public accounting through examinations, licensing, complaint investigation and continuing professional education.

Zoe Ann Foltz, of Spokane, is a senior accounts manager for Fruci and Associates.

Appointed to an additional term on the board is Thomas Sadler, of Tacoma, a certified public accountant at a local accounting firm.

Both terms expire June 9, 2002.

Building Code Council

The council develops, adopts and maintains the State Building Code.

Steven R. Nuttall, of Bellevue, is the fire marshal for the Bellevue Fire Department. His term expires Jan. 5, 2003.

Governor's Industrial Safety and Health Conference Board

The board plans and coordinates an annual conference focusing on prevention of industrial injuries and the promotion of workplace safety.

Gregory N. Davis, of Edwall, is a psychiatric security nurse at Eastern State Hospital.

Michael G. Heuer, of Kelso, is a safety representative and instructor for the Weyerhaeuser Co.

Both terms expire Dec. 31, 2000.
