Locke makes selections for several state boards and commissions

OLYMPIA — Gov. Gary Locke today announced appointments for a college board of trustees, the Public Employees Benefits Board and several other boards and commissions.

College Board of Trustees

The board of trustees is the governing body of the college.

Cynthia A. Shiota, of Seattle, was appointed to the Eastern Washington University, Board of Trustees. Shiota is the director of the Seattle Aquarium.

Neil McReynolds, of Bellevue, was appointed to the Eastern Washington University, Board of Trustees. McReynolds is the president of Donworth/McReynolds, Inc.

Both terms expire Sept. 30, 2005.

Public Employees Benefits Board

The board designs and approves insurance benefit plans for public employees, retirees and their dependents.

Appointed to additional terms on the board are: Helen Carlstrom, of Olympia, a lobbyist for the Washington Education Association; Sally Fox, of Vashon, the benefits and safety director for the City of Seattle; Eugene Lux, of Seattle, a retired member of the Washington State Senate; Gary Robinson, of Olympia, the senior assistant director for the Washington State Office of Financial Management; and Yvonne Tate, of Seattle, the director of people programs for the Port of Seattle.

All terms expire Oct. 1, 2001.

Washington Public Power Supply System (Energy Northwest) Board of Directors

The board oversees the Washington Public Power Supply System, which operates and constructs plants for the generation and transmission of electricity.

Margaret Allen, of Olympia, is a former counsel/research analyst for the Washington State House of Representatives. Her term expires June 30, 2000.

Lawrence Kenney, of Seattle, recently retired as a member of the Washington State Board of Tax Appeals and is the former president of the Washington State Labor Council. His term expires June 30, 2002.
Board of Osteopathic Medicine and Surgery

The board examines candidates for licensure or registration, holds disciplinary hearings, and adopts rules and regulations to promote safety and protect the public welfare.

Daniel Dugaw, D.O., of Olympia, is a self-employed doctor practicing osteopathic manipulation and family practice medicine.

Thomas Shelton, D.O., of Edgewood, is a family practice physician.
Larry Dean Smith, D.O., of Quincy, is a clinic, hospital and nursing home physician.

All terms expire July 15, 2004, except Shelton, whose term expires July 15, 2001.

Juvenile Justice Advisory Committee

The committee implements the federal Juvenile Justice and Delinquency Prevention Act, which provides funds to states to improve the juvenile justice system.

Appointed to an additional term on the committee is Marilee Roloff, of Spokane, the executive director of Volunteers of America of Spokane. Her term expires June 30, 2002.

Combined Fund Drive Committee

The committee evaluates organizations that wish to seek financial support from state employees through the combined fund drive.

Jacquelyn Levine, of Seattle, is the manager of payables administration at the University of Washington. Her term expires Jan. 1, 2003.

State Convention and Trade Center Board of Directors

The board manages the construction and operation of the state convention and trade center in Seattle.

Ester B. Huey, of Yakima, is the executive director of the Yakima County Substance Abuse Coalition. Her term expires May 17, 2002.
