Gov. Locke's statement on proposed federal pipeline safety legislation

"The Senate bill is a useful step in beginning a serious dialogue about increased pipeline safety. In its favor, the bill (S235) would make permanent the pipeline inspection agreement Washington currently has with the federal Office of Pipeline Safety. On the other hand, the bill continues to give pipeline operators authority to test pipelines and train their operators, areas where we want to see stronger government oversight.

"I am hopeful that with this start, Congress will make 2001 the year in which it will enact an effective pipeline law. I will work with Congress so it will pass a strong bill containing the strictest standards for operator training and certification, leak detection and accident preparedness and response as well as other aspects of pipeline operation that can have major consequences for the public's safety and our environment.

"This is a national problem and while we have taken substantial steps in Washington to enhance pipeline safety, we need federal action to move us to the level of protection the public deserves.

"I pledge to work for a strong federal law and do everything I can within Washington to make pipelines as safe as possible. I urge Washington's congressional delegation and everyone in Congress to pass a strong, meaningful law."
