Gov. Gary Locke Announces Appointments to Boards and Commissions

OLYMPIA – Dec. 29, 2004 – Gov. Gary Locke today announced the following appointments to state boards and commissions:

Big Bend Community College Board of Trustees

Michael Blakely of Quincy has been appointed to a term ending Sept. 30, 2009. Blakely is a retired teacher from Quincy High School. The Board of Trustees serves as the governing board for the college.

Clover Park Technical College Board of Trustees

Joe Kosai of Tacoma has been reappointed to a term ending Sept. 30, 2009. The Board of Trustees serves as the governing board for the college.

Lower Columbia College Board of Trustees

Thuy Bien Vo of Longview has been appointed to a term ending Sept. 30, 2006. Vo is owner of Vo Printers, Inc. The Board of Trustees serves as the governing board for the college.

Yakima Valley Community College Board of Trustees

Paul McDonald of Wapato has been appointed to a term ending Sept. 30, 2009. McDonald is a self-employed orchardist. The Board of Trustees acts as the governing body for the college.

Board of Boiler Rules

Steven Prideaux of Puyallup has been appointed to a term ending Aug. 22, 2008. Prideaux is chief engineer for Good Samaritan Hospital and an instructor at Bates Technical College. The Board of Boiler Rules formulates rules and regulations for the safe and proper construction, installation, use, operation and repair of boilers and pressure vessels.

Developmental Disabilities Endowment Governing Board

Wanda Thompson of Tacoma has been appointed to a term ending March 15, 2006. Thompson is a performance systems team project manager for the state Department of Corrections. The Developmental Disabilities Endowment Governing Board is responsible for designing and administering the developmental disabilities endowment.

Fish & Wildlife Commission

Kenneth Chew of Seattle has been reappointed to a term ending Dec. 31, 2010. Clyde McBrayer of Olympia has been appointed to a term ending Dec. 31, 2010. McBrayer is a retired adjunct professor with Central Washington University. The Fish & Wildlife Commission establishes policies and regulations designed to preserve, protect and perpetuate the fish and wildlife of the state as well as fish and game habitat.

Forest Practices Board

David Hagiwara of Port Angeles has been reappointed to a term ending Dec. 31, 2005. The Forest Practices Board establishes minimum standards for forest practices and provides procedures for the voluntary development of resource management plans.

Forest Practices Appeals Board

Tom May of Spokane has been reappointed to a term ending Jan. 1, 2011. The Forest Practices Appeals Board is an independent, quasi-judicial agency that hears and decides appeals of decisions by the state Department of Natural Resources.

Interagency Committee for Outdoor Recreation

Karen Daubert of Seattle has been reappointed to a term ending Dec. 31, 2007. The Interagency Committee for Outdoor Recreation oversees the statewide comprehensive outdoor recreation plan and provides grants-in-aid to local government and state agencies for purchase of recreation and habitat land and development of recreational facilities.

State Advisory Council on Homelessness

Kathy Wahto of Port Angeles has been appointed to a term ending Jan. 4, 2009. Wahto is executive director of Serenity House of Clallam County. Christine Lowell of Olympia and Corky Senecal of Bremerton have been reappointed to terms ending Jan. 4, 2009. The State Advisory Council on Homelessness makes annual policy recommendations for the governor and the Affordable Housing Board on ways to enhance the state’s ability to respond to the needs of people who are homeless, who are at risk of being homeless, or who have been homeless.

Parks and Recreation Commission

Cecilia Vogt of Yakima has been reappointed to a term ending Dec. 31, 2010. The Parks and Recreation Commission acquires, develops, maintains and operates the state parks system; and is responsible for seashore conservation, boating and water safety, scenic rivers, inspecting ski lifts, and snowmobile safety.

Professional Educator Standards Board

Michael Jones of Spokane has been appointed to a term ending May 31, 2005. Jones is superintendent of the East Valley School District. The Professional Educator Standards Board is charged with helping to ensure the highest standards for all educators certified by the state, including teachers, principals, administrators and other education specialists. The board oversees alternative routes to teacher certification as well as the basic skills and subject matter assessments, which will be required of all new teachers prior to state certification.

Public Employees Benefits Board

Frances Locke of Seattle has been appointed to a term ending Oct. 1, 2005. Christine Sargo of Sedro-Woolley has been appointed to a term ending Oct. 1, 2006. Locke is a retired teacher from the Seattle School District (she is not related to the governor). Sargo is a teacher with the Sedro-Woolley School District. The Public Employees Benefits Board designs and approves insurance benefit plans for state employees and retirees, the higher education system, political subdivisions and all employees of school districts.

Washington Biodiversity Council

Josh Weiss of Olympia and Yvette Joseph-Fox of Nespelem have been appointed to terms ending Dec. 31, 2007. Weiss is director of environmental affairs for the Washington Forest Protection Association. Joseph-Fox is a self-employed consultant and member of the Colville Confederated Tribes. The council develops a 30-year, comprehensive, prioritized strategy and implementation plan that enables the state to protect its biodiversity heritage.

Western State Hospital Advisory Board

David Stewart of Olympia has been appointed to a term ending Dec. 5, 2007. Stewart is a registered counselor with Pierce County Mental Health. The Western State Hospital Advisory Board monitors the operation and activities of the hospital; reviews and advises on the hospital budget; makes recommendations to the governor and the Legislature for improving the quality of service provided by the hospital; and consults with the secretary of the state Department of Social and Health Services regarding the selection of superintendent.
