Gov. Gary Locke Announces Appointments to Boards and Commissions

Gov. Gary Locke today announced the following appointments to state boards and commissions:

Affordable Housing Advisory Board

David Gruenstein of Tacoma has been appointed to a term ending Jan. 26, 2009. Gruenstein is owner of Soma Construction Services. The Affordable Housing Advisory Board serves as the principal advisory body to the state Department of Community Trade and Economic Development (CTED) on housing and housing related issues.

Building Code Council

Neva Corkrum of Pasco and John Cochran of Seattle have been reappointed to terms ending Jan. 5, 2008.

Stephen George of Spokane and Thomas Kinsman of Bellevue have been appointed to terms ending Jan. 5, 2007. George is a project developer with Resource Efficient Building and Remodeling. Kinsman is sole proprietor of T.A. Kinsman Consulting Company.

Mari Hamasaki of Lake Stevens, Dale Wentworth of Maple Valley and Kristyn Clayton of Kennewick have been appointed to terms ending Jan. 5, 2008. Hamasaki is principal owner of Hamasaki Consulting Engineering Service LLC. Wentworth is the refrigeration training coordinator with the Seattle Area Plumbing & Pipefitting Industry Journeymen & Apprenticeship Training Fund. Clayton is a senior engineer at ARES Corporation. The Building Code Council studies and recommends revisions and provides technical and general assistance to building officials about adopted codes relating to uniform building, energy and barrier-free designs; and adopts and amends building codes.

Capitol Campus Design Committee

Fred King of Olympia has been reappointed to a term ending Oct. 10, 2008. The Capitol Campus Design Committee advises the State Capitol Committee and the director of the state Department of General Administration. The committee reviews programs, planning, design and landscaping of state facilities and grounds and makes recommendations that will contribute to the attainments of architectural, aesthetic, functional and environmental excellence in design and maintenance of capitol facilities on campus and in neighboring communities.

Clemency & Pardons Board

Cheryl Terry of Bothell and John Turner of Snohomish have been appointed to terms ending Sept. 25, 2008. Terry is a community activist. Turner is the homeland security manager for the Snohomish County Department of Emergency Management. The Clemency & Pardons Board receives petitions from individuals, organizations and the state Department of Corrections for review and commutation of sentences and pardoning of offenders. The board makes recommendations to the governor.

Commute Trip Reduction Task Force

Kelly Wright of Marysville has been appointed to a term ending Dec. 31, 2006. Wright is a technology coordinator. The Commute Trip Reduction Task Force establishes guidelines for commute trip reduction plans.

Criminal Justice Training Commission

Brenda Stonecipher of Everett has been appointed to a term ending June 30, 2010. Stonecipher is a member of the Everett City Council. The Criminal Justice Training Commission develops and implements training standards and programs designed to upgrade criminal justice personnel; and establishes standards relating to physical, mental and moral fitness for recruiting criminal justice personnel.

Eastern State Hospital Advisory Board

Patricia Morgan of Spokane has been appointed to a term ending Dec. 5, 2007. Morgan is an attorney with P.B. Morgan and Associates, PLLC. The Eastern State Hospital Advisory Board monitors the operation and activities of the hospital; reviews and advises on the hospital budget; makes recommendations to the governor and Legislature for improving the quality of service provided by the hospital; and consults with the secretary of the state Department of Social and Health Services (DSHS) regarding the selection of the superintendent.

Economic Development Finance Authority

Linda Williams of Olympia has been appointed to a term ending Oct. 19, 2005. Jim Thomas of Mill Creek has been appointed to a term ending Oct. 19, 2008. Williams is self-employed with LJ Business Services. Thomas is chief executive officer of Community Capital Development. The Economic Development Finance Authority helps small and medium-sized businesses meet their capital needs.

Energy Northwest Executive Board

Dave Remington of Spokane has been appointed to a term ending June 30, 2008. Remington recently retired as vice president and chief financial officer of Itron, Inc. The Energy Northwest Executive Board is a joint-operating agency and municipal corporation of the State of Washington.

Emergency Management Council

Samuel Pierre of Olympia has been appointed to a term serving at the pleasure of the governor. Pierre is the Washington State Fire Marshall. The Emergency Management Council advises the governor and state director of Emergency Management on all matters relating to emergency services in the state; and acts as an arbitration body to settle search-and-rescue claims between state and local governments.

Employee Retirement Benefits Board

Jason Zenk of Tacoma has been appointed to a term ending June 30, 2007. Zenk is an investment consultant with Marco Consulting. The Employee Retirements Benefits Board preselects options for members to choose from for self-directed investment; selects optional benefit payment schedules available to members and survivors; and selects investment options for the deferred compensation program.

Executive Ethics Board

Judy Golberg of Richland has been appointed to a term ending Sept. 30, 2009. Golberg is executive secretary for the Tri-Cities Shared Services and president of the League of Women Voters of Washington. The Executive Ethics Board enforces the state ethics legislation with respect to statewide elected officials and all other officers and employees in the executive branch, boards and commissions, and institutions of higher education.

Hispanic Affairs Commission

Lourdes Portillo Salazar of Bellevue has been appointed to a term ending Aug. 1, 2005. Salazar is the probation division program manager for the City of Bellevue. Graciela Villanueva-Lopez of Yakima has been appointed to a term ending Aug. 1, 2006. Villanueva-Lopez is a program and research assistant for the state Department of Veterans Affairs. The Hispanic Affairs Commission ensures that state programs are providing the assistance needed by the Hispanic community; and advises state agencies on developing and implementing policies, plans and programs focusing on the needs of the Hispanic community.

Advisory Council on Historic Preservation

Joanne Moyer of Spokane, Dr. Patrick McCutcheon of Ellensburg and Helen Eng Kay of Mercer Island have been appointed to terms ending Oct. 12, 2008. Moyer is a member of the National Trust for Historic Preservation Board of Advisors. McCutcheon is an associate professor at Central Washington University in the Department of Anthropology. Kay is a member of the King County Board of Appeals.

David DiCesare of Vancouver has been reappointed to a term ending Oct. 12, 2008. The Advisory Council on Historic Preservation reviews nominations for the state and national register of historic places and advises the governor and CTED on matters relating to historic preservation.

Governor’s Advisory Council on HIV/AIDS

Joe Marino of Castle Rock has been appointed to a term ending June 30, 2007. Marino is a retired public accountant. The Governor’s Advisory Council on HIV/AIDS advises the governor on HIV/AIDS-related programs and policies.

Indeterminate Sentence Review Board

Julia Garratt of Bellevue has been reappointed to a term ending April 15, 2009. The Indeterminate Sentence Review Board determines duration of confinement and parole release of all state prisoners sentenced prior to the Sentencing Reform Act of 1984.

Interagency Committee for Outdoor Recreation

William Chapman of Mercer Island has been reappointed to a term ending Dec. 31, 2007. The Interagency Committee for Outdoor Recreation oversees the statewide comprehensive outdoor recreation plan; and provides grants-in-aid to local government and state agencies for purchase of recreation and habitat land and development of recreational facilities.

State Investment Board

George Masten of Olympia has been reappointed to a term ending Dec. 31, 2007. The State Investment Board invests and reinvests the monies of the state’s trust and retirement funds.

Juvenile Justice Advisory Committee

Chief Gary Michel of Olympia has been appointed to a term ending June 30, 2006. Michel is Chief of Police for the City of Olympia. The Juvenile Justice Advisory Committee implements the federal Juvenile Justice and Delinquency Prevention Act, which provides funds to states to improve the juvenile justice system; and advises the governor on priorities for granting federal juvenile delinquency funds and improving the juvenile system.

K-20 Education Network Board

Judy Hartmann of Olympia has been appointed to a term serving at the pleasure of the governor. Hartmann is the K-12 education policy advisor to Gov. Gary Locke. The K-20 Education Network Board ensures that the K-20 educational telecommunications network is operated in a way that serves the broad public interest above the interest of any network user.

Legal Foundation of Washington

Wallace Webster, II of Lynnwood has been appointed to a term ending Dec. 31, 2006. Webster is senior vice president and process design engineer for Bank of America. The Legal Foundation of Washington acts as trustee for funds received from interest on lawyers’ trust accounts, as directed by the Washington State Supreme Court.

Legislative Ethics Board

Donna McKereghan of Spokane has been appointed to a term ending Sept. 30, 2009. McKereghan studies ethics and has taught philosophy at Eastern Washington University. The Legislative Ethics Board enforces state ethics legislation with respect to members of the Legislature and legislative employees.

Commission on National and Community Service

Dr. Juan Ramirez of Pullman has been appointed to a term ending Feb. 15, 2008. Ramirez is a counseling psychologist. The Commission on National and Community Service implements the federal National and Community Trust Act of 1993, which created AmeriCorps; initiates activities or projects that expand and promote the concept of service beyond the scope of federal resources; and provides leadership and vision with local volunteer organizations, civic and community groups, and units of government to make service a part of the lives of all people of the state.

Parks & Recreation Commission

Eliot Scull of East Wenatchee has been reappointed to a term ending Dec. 31, 2010. The Parks & Recreation Commission acquires, develops, maintains and operates the state parks system; and is responsible for seashore conservation, boating and water safety, inspecting ski lifts and snowmobile safety.

Personnel Resources Board

Laura Anderson of Seattle has been reappointed to a term ending Jan. 4, 2011. The Personnel Resources Board governs the state merit system for state agency personnel.

Commission on Pesticide Registration

Daniel Robinson of Quincy has been reappointed to a term ending Sept. 14, 2007.

Byron Phillips of East Wenatchee and Jeffrey Sample of Yakima have been appointed to terms ending Sept. 14, 2007. Phillips is a consultant with Columbia Fruit Packers, Inc. Sample is the crop advisor for J. R. Simplot Company. The Commission on Pesticide Registration provides guidance to the Washington State University Food Safety and Environmental Quality Lab on pesticide registration for minor crops and minor uses as well as the availability of pesticides for emergency use. The commission also approves use of state monies appropriated to Washington State University specifically for studies or activities related to pesticide registrations.

Pilotage Commission

Oliver Mackey of Aberdeen and Vince Addington of Mountlake Terrace have been reappointed to terms ending Dec. 26, 2008. The Pilotage Commission examines and licenses qualified pilots for vessels operating on the inland waterways of the state; fixes pilotage rates; and adopts and publishes rules and regulations. The board may also take disciplinary action against any vessel owner for refusing to comply with its rules.

Pipeline Safety Commission

James Clark of Puyallup has been appointed to a term ending July 31, 2007. Clark is manager of Health, Safety, Security and Environment for the Olympic Pipe Line Company. The Pipeline Safety Commission advises the state Utilities and Transportation Commission and other appropriate federal, state and local government agencies and officials on matters relating to hazardous liquid and gas pipeline safety, routing, construction, operation and maintenance. The committee reviews and comments on proposed rules and on the operation of the state pipeline safety program.

Property and Liability Advisory Board

Allen Hatten of Olympia has been appointed to a term ending Dec. 31, 2006. Hatten is executive director of the Washington State Transit Insurance Pool. The Property and Liability Advisory Board assists the state risk manager in adopting rules governing the operation and management of both individual and join self-insurance programs covering liability and property risks; and in reviewing and approving the creation of join self-insurance programs covering property or liability risks.

Public Disclosure Commission

Francis Martin of Yakima has been reappointed to a term ending Dec. 31, 2009. The Public Disclosure Commission administers and enforces Washington’s public disclosure law.

Public Employment Relations Commission

Douglas Mooney of Seattle has been appointed to a term ending Sept. 8, 2009. Mooney is a partner with Preston Gates & Ellis LLP. The Public Employment Relations Commission provides uniform and impartial settlement of public employee-employer disputes.

Securities Advisory Council

Edward Drosdick of Des Moines and Glenn Gregory of Redmond have been appointed to terms ending Dec. 31, 2008. Drosdick is director of SEC and High Technology Niche Practices for Moss Adams LLP. Gregory is president and portfolio manager for Obsidian Investment Advisors, LLC. The Securities Advisory Council advises the director of the state Department of Financial Institutions on matters relating to securities; and examines and licenses securities broker/dealers, salespeople and investment advisors.

Shoreline Community College Board of Trustees

Richard Stucky of Shoreline has been appointed to a term ending Sept. 30, 2009. Stucky is a retired teacher and administrator from Shoreline School District. The Shoreline Community College Board of Trustees serves as the governing board for the college.

State Rehabilitation Council

Sandra Carr of Spokane Valley has been appointed to a term ending Sept. 30, 2005. Carr is a regional coordinator for the deaf and hard of hearing with TESH, Inc. The State Rehabilitation Council reviews, analyzes and advises the general vocational rehabilitation program of responsibilities under the Rehabilitation Act.

Western State Hospital Advisory Board

Michael Thurman of Tacoma has been appointed to a term ending Dec. 5, 2008. Thurman is a psychologist and social worker with Western State Hospital. The Western State Hospital Advisory Board monitors the operation and activities of the hospital; reviews and advises on the hospital budget; makes recommendation to the governor and Legislature for improving the quality of service provided by the hospital; and consults with the secretary of DSHS regarding the selection of superintendent.
