Gov. Gary Locke Announces Appointments to Boards and Commissions

OLYMPIA – Nov.19, 2004 – Gov. Gary Locke today announced the following appointments to state boards and commissions:

Veterans Affairs Advisory Committee

Roy Compton of Coupeville has been appointed to a term ending July 1, 2008. Compton retired as a lieutenant colonel from the United States Air Force and served as Island County assessor from 1973 to 1982. The Veterans Affairs Advisory Committee advises the governor and director of the state Department of Veterans Affairs on state programs related to veterans, their dependents, and survivors.

Bates Technical College Board of Trustees

Michael Grunwald of Spanaway has been appointed to a term ending Sept. 30, 2009. Grunwald is business manager and financial secretary for the International Brotherhood of Electrical Workers, Local 76. The board serves as the governing body for the college.

Western State Hospital Advisory Board

Steven Marquez of Olympia has been appointed to a term ending Dec. 5, 2006. Marquez is a forensic psychologist at Western State Hospital. The Western State Hospital Advisory Board monitors the operation and activities of the hospital; reviews and advises on the hospital budget; makes recommendations to the governor and Legislature for improving the quality of service provided by the hospital; and consults with the secretary of the Department of Social and Health Services (DSHS) regarding the selection of the superintendent.

Governor’s Committee on Disability Issues and Employment

Jesse Magana of Vancouver, Tanya Riordan of Spokane, Chris Carnell of Dupont, and Todd Dixon of Ephrata have been reappointed to terms ending Dec. 31, 2007. Elise Gautama of Seattle, Jerry Otis of Mountlake Terrace, Raina Girton of Oak Harbor, Michael Miller of Seattle, Catherine Griffith of Spokane Valley, Therese Holliday of Olympia, Henry A. Murkins of Bremerton, and Gloria M. Tolaro of Rochester have been appointed to terms ending Dec. 1, 2007. Kahaya Cunningham of Port Townsend has been appointed to a term ending Dec. 31, 2006. Meredith Evans Moyer of Lynden has been appointed to a term ending Dec. 31, 2005. Gautama is a contract and licensing manager for Starbucks. Otis is the founder of RAMP (Regional Access Mobility Program). Girton is a vocational coordinator for New Leaf, Inc. Miller works for Sound Transit as project coordinator for the Mobility Initiative Program. Griffith is co-owner of Griffith Strategic Enterprises. Holliday is owner of “Keep in Touch!” Murkins is an equal employment opportunity specialist for the U.S. Department of the Navy. Tolaro is an occupational therapist. Cunningham has degrees in vocational rehabilitation and therapeutic rehabilitation. Evans Moyer is chair of Stonecroft Ministries International. The Governor’s Committee on Disability Issues and Employment advises the governor and Legislature on disability issues; generates local action; initiates projects to address specific issues; provides training and assistance to individuals and organizations statewide; conducts workshops and conferences; and publishes disability-related materials.

Eastern State Hospital Advisory Board

Gregorio Ochoa of Yakima has been reappointed to a term ending Dec. 5, 2008. Terry Glenn of Medical Lake has been appointed to a term ending Dec. 5, 2008. Glenn is supervisor of occupational therapy at Eastern State Hospital. The board monitors the operation and activities of the hospital; reviews and advises on the hospital budget; makes recommendations to the governor and Legislature for improving the quality of service provided by the hospital; and consults with the secretary of DSHS regarding the selection of the superintendent.

Advisory Board of Plumbers

Johnnie Porter of Roy has been reappointed to a term ending July 1, 2007. The board advises the state Department of Labor and Industries on standards for journeymen plumbers and hears appeals related to revoking certification.

Board of Hearing and Speech

Kimberly Coy of Port Orchard has been reappointed to a term ending June 6, 2007. Dr. Charles V. Fulmer AUD, CCCA of Seattle and Rhonda L. Friedlander of Omak have been appointed to terms ending June 6, 2007. Fulmer is the director of audiologic services at the Ballard Speech and Hearing Center. Friedlander is a speech and language pathologist with the Colville Tribal Health Programs. The board examines and licenses hearing instrument dispensers; recommends standards for equipment and procedures, along with rules and regulations for administering regulatory acts; and adopts rules relating to standards of care for hearing instrument fitter/dispensers or audiologists, and relating to speech-language pathologists.

Correctional Industries Board of Directors

Wayne Brokaw of Cheney has been appointed to a term ending Sept. 26, 2007. Brokaw is executive director of the Inland Northwest Association of General Contractors. The Correctional Industries Board of Directors advises the state Department of Corrections on programs designed to offer work experience and training of inmates, along with the investing of funds from enterprises and work programs.

State Council on Aging

Zenaida F. Guerzon of Seattle has been appointed to a term ending Sept. 15, 2005. Guerzon was the executive director of the International Drop-in Center in Seattle (a non-profit organization committed to assisting the elders of Seattle’s Filipino community) and is now retired. Robert Stevenson of Port Townsend has been appointed to a term ending Sept. 15, 2007. The State Council on Aging advises the governor and DSHS on policies, programs and services affecting older people.

Cascadia Community College Board of Trustees

Michael Martino of Woodinville has been appointed to a term ending Sept. 30, 2006. Martino is president and CEO of Sonus Pharmaceuticals. The board of trustees serves as the governing body for the college.

Higher Education Facilities Authority

Dr. Philip Eaton of Seattle has been appointed to a term ending March 26, 2008. Eaton is president of Seattle Pacific University. The Higher Education Facilities Authority authorizes the issuance of tax-exempt bonds and loans proceeds to private, nonprofit institutions of higher education. Bonds sold by the authority are not obligations of the state.

Public Employees’ Benefits Board

Margaret Stanley of Seattle has been appointed to a term ending Oct. 1, 2006. The Public Employees’ Benefits Board designs and approves insurance benefit plans for state employees and retirees, the higher education system, political subdivisions, and all employees of school districts.

Grays Harbor College Board of Trustees

Fawn Sharp-Malvini of Ocean Shores has been appointed to a term ending Sept. 30, 2008. Sharp-Malvini is reservation attorney and lead counsel for the Quinault Indian Nation. The board of trustees serves as the governing body for the college.
