Gov. Gary Locke Announces Appointments to Boards and Commissions

OLYMPIA – Oct. 25, 2004 – Gov. Gary Locke today announced the following appointments to state boards and commissions:

Higher Education Coordinating Board

Anthony Rose of Seattle has been appointed for a term ending June 30, 2005. Rose is a student at the University of Washington. The Higher Education Coordinating Board studies, plans and coordinates higher education among various institutions and agencies within the state.

Washington Economic Development Finance Authority

Matt Schaffer of Seattle has been reappointed for a term ending Oct. 19, 2008. The Washington Economic Development Finance Authority helps small- and medium-sized businesses meet their capital needs.

The Evergreen State College Board of Trustees

Karen Lane of Seattle has been reappointed for a term ending Sept. 30, 2010. The Evergreen State College Board of Trustees serves as governing body for the college.

Property and Liability Advisory Board

Mark Kammers of Spokane has been reappointed for a term ending Dec. 31, 2007. The Property and Liability Advisory Board assists the state risk manager in adopting rules governing the operation and management of both individual and joint self-insurance programs covering liability and property risks; and in reviewing and approving the creation of joint self-insurance programs covering property or liability risks.

Board of Osteopathic Medicine and Surgery

Larry Dean Smith, DO of Brewster has been reappointed for a term ending July 5, 2009. The Board of Osteopathic Medicine and Surgery examines candidates for licensure and registration; holds disciplinary hearings; adopts standards of professional conduct; and recommends and adopts rules and regulations for administering the regulatory law.

Rehabilitation Council for the Blind

Michael Freeman of Vancouver has been reappointed for a term ending Sept. 13, 2007. Cindy Burgett of Silverdale and Penny Grist of Vashon Island have been appointed for terms ending Sept. 13, 2007. Burgett is paraeducator for the visually impaired in the Central Kitsap School District. Grist is a self-employed artist. The Rehabilitation Council for the Blind advises the director of the state Department of Services for the Blind.

Developmental Disabilities Endowment Governing Board

George Walker of Seattle has been reappointed for a term ending March 18, 2008. The Developmental Disabilities Endowment Governing Board is responsible for designing and administering the developmental disabilities endowment.

Governor’s Council on Substance Abuse

Jessica Leigh VanHorn of Everett has been appointed for a term ending Aug. 3, 2005. VanHorn is a student at Cascade High School. The Governor’s Council on Substance Abuse advises the governor on issues and programs relating to substance abuse; assists with implementing strategies to support community efforts to reduce substance abuse; and promotes public awareness and education.

Governor’s Affirmative Action Policy Committee

Patricia McLain of Olympia, Patricia Hutcherson of Olympia and Sherri-Ann Burke of Olympia have been appointed for terms ending May 31, 2006. Stella Vasquez of Wapato has been appointed to a term ending May 31, 2007. McLain is a project director for the Legislative Building Rehabilitation Project. Hutcherson is vice president for human resources at South Puget Sound Community College. Burke is senior field representative for the Washington Federation of State Employees. Vasquez is director of program operations at the Yakima Valley Farm Workers Clinic administrative offices in Toppenish. The governor’s Affirmative Action Policy Committee serves as a policy and review body for the state’s affirmative action program and reviews and approves state agency affirmative action plans.

Western State Hospital Advisory Board

Paul David Peterson of Steilacoom was reappointed for a term ending Dec. 5, 2007. Patricia Lovett of Silverdale and Dr. Roger Jackson of Steilacoom have been reappointed for terms ending Dec. 5, 2008. The Western State Hospital Advisory Board monitors the operation and activities of the hospital; reviews and advises on the hospital budget; makes recommendations to the governor and the Legislature for improving the quality of service provided by the hospital; and consults with the secretary of the Department of Social and Health Services regarding the selection of superintendent.

State Rehabilitation Council

Robert Roberts of Spokane has been appointed for a term ending Sept. 30, 2007. Roberts is a self-employed business and property owner. The State Rehabilitation Council reviews, analyzes and advises the general vocational rehabilitation program of responsibilities under the Rehabilitation Act.

Lewis and Clark Trail Committee

Lee Musgrave of Lyle has been appointed to a term at the pleasure the governor. Musgrave is curator of contemporary exhibitions and director of media relations at the Maryhill Museum of Art. The Lewis and Clark Trail committee advises and stimulates activities of federal, state and local agencies as well as individuals to promote public awareness of the route traveled by Lewis and Clark on their 1804-1806 expedition.

Arts Commission

Victor Chacon, DMA of Walla Walla has been appointed to a term ending July 28, 2007. Chacon is director of the Multicultural Services Program at Walla Walla Community College. The Arts Commission promotes the growth and development of the arts within the state; advises state agencies and officials on matters pertaining to the arts; and administers appropriations set aside for acquiring works of art for public buildings.

Lake Washington Community College, Board of Trustees

Sang Chae of Kirkland has been reappointed to a term ending Sept. 30, 2009. The board serves as the governing body for the college.

State School for the Blind, Board of Trustees

Sherry Perry of Port Ludlow has been appointed to a term ending July 1, 2008. Perry is self-employed health services consultant. The State School for the Blind serves educational needs of visually impaired and blind students from throughout the state. The board helps to develop comprehensive curriculum to maximize and develop students’ skills to live, work and be capable, contributing, independent citizens.
