Gov. Gary Locke Announces Higher Education Appointments

Gov. Gary Locke today announced appointments to the Washington Higher Education Coordinating Board (HECB) and the University of Washington Board of Regents.

Higher Education Coordinating Board

Bill Marler of Bainbridge Island has been appointed to a term ending June 30, 2008. Marler is a managing partner in the law firm of Marler Clark L.L.P., P.S. Marler, a WSU alumnus, is currently serving his second term on the WSU Board of Regents and will resign that term effective Aug. 15.

Joan Yoshitomi of Seattle has been appointed to a term ending June 30, 2005. Yoshitomi serves as special assistant for family and community engagement and the state coordinator of the 21st century community learning centers for the state Office of Superintendent of Public Instruction (OSPI).

Michael C. Worthy of Vancouver has been appointed to a term ending June 30, 2008. Worthy is vice chairman, president and chief executive officer for the Bank of Clark County.

Herb Simon of Tacoma has been reappointed to a second term ending June 30, 2008. Simon operates Simon Johnson, L.L.C., which invests in real estate and venture capital projects.

The HECB is a state agency governed by a 10-member citizen board. The board is charged by state law with representing the “broad public interest” in higher education and is dedicated to expanding higher education opportunity in Washington.

UW Board of Regents

Frederick C. Kiga of Seattle has been appointed to the UW Board of Regents to a term ending Sept. 30, 2009.

Kiga is director of corporate and government relations at the Russell Investment Group in Tacoma. He received his bachelor’s, master’s, and law degrees from the University of Washington. Kiga served as Locke’s chief of staff from December 2001-July 2003 and director of the state Department of Revenue from January 1997-November 2001.

The UW Board of Regents is the governing body for the University of Washington.
