Gov. Gary Locke Announces Appointments to Boards and Commissions

Gov. Gary Locke today announced the following appointments to state boards and commissions:

Central Washington University Board of Trustees

Crystal Manring of Ellensburg has been appointed to a term ending May 31, 2005. Manring is a student at Central Washington University. The Central Washington University Board of Trustees is the governing body for Central Washington University.

Commission on African-American Affairs

Angela Brooks of Seattle has been appointed to a term ending Nov. 20, 2007. Brooks is land use administrator and State Environmental Policy Act official for the city of Milton.

L. David Tyner of Seattle has been appointed to a term ending Nov. 20, 2006. Tyner is president and chief executive officer of Tyrisco, Inc.

Anne Houston-Rogers of Renton has been appointed to a term ending Nov. 20, 2005. Houston-Rogers is the information technology manager for Starbucks Corporation. The Commission on African-American Affairs examines and defines issues pertaining to the rights and needs of African-Americans, and makes recommendations to the governor, the Legislature, and state agencies for changes in programs and laws.

Commission on Hispanic Affairs

Ruben Baca of Bellingham has been appointed to a term ending Aug. 1, 2007. Baca is a detective with the Bellingham Police Department. The Hispanic Affairs Commission ensures that state programs are providing the assistance needed by the Hispanic community; and advises state agencies on developing and implementing policies, plans and programs focusing on the needs of the Hispanic community.


Criminal Justice Training Commission

Chief Ed Crawford of Kent has been reappointed to a term ending June 30, 2010. The Criminal Justice Training Commission develops and implements training standards and programs designed to upgrade criminal justice personnel, and establishes standards relating to physical, mental and moral fitness for recruiting criminal justice personnel.

Eastern Washington University Board of Trustees

Kathleen Moffitt of Pasco has been appointed to a term ending May 31, 2005. Moffitt is currently a student at Eastern Washington University. The Eastern Washington University Board of Trustees serves as the university’s governing board.

Electrical Board

Tom Phillips of Covington and Don F. Kopczynski of Spokane have been appointed to terms ending July 7, 2008. Phillips is a building official with the city of Seattle. Kopczynski is general manager of energy delivery for Avista Utilities. The Electrical Board establishes general and specialty electrical contractors’ licenses; prepares/administers written examinations; and advises the Department of Labor & Industries director on the need for additional electrical inspectors and changes in the electrical codes.

Forensic Investigation Council

Lauren M. Erickson of Port Angeles has been appointed to a term ending Aug. 10, 2005. Erickson is deputy prosecuting attorney for the Clallam County Prosecuting Attorney’s Office and a member of the Port Angeles City Council. The Forensic Investigation Council oversees the state toxicology laboratory at the University of Washington; studies and recommends improvements in the death investigation system; and reports the findings to the Legislature.

Governor’s Advisory Council on HIV/AIDS

Antwinett O. Lee of Lynnwood has been appointed to a term ending June 30, 2005. Lee is the personal health services supervisor for Public Health - Seattle & King County. The Governor’s Advisory Council on HIV/AIDS advises the governor on HIV/AIDS-related programs and policy.

Grays Harbor Community College Board of Trustees

Rebecca Chaffee of Raymond has been appointed to a term ending Sept. 30, 2007. Chaffee is the manager of the Port of Willapa Harbor. The Grays Harbor Board of Trustees serves as the governing board for the college.

Judicial Conduct Commission

Betsy Wilkerson of Spokane and Hubert Locke of Seattle have been reappointed to terms ending June 16, 2008. The Judicial Conduct Commission reviews complaints alleging possible violations of the Code of Judicial Conduct. The commission also enforces the state ethics legislation for all members and employees of the state judicial system.

Organized Crime Advisory Board

Chief Stan Aston of Kirkland, Sheriff Rick Bart of Everett and Susan Baur of Kelso have been reappointed to terms ending July 15, 2006. The Organized Crime Advisory Board advises the governor on the activities of organized crime within the state.

Professional Educator Standards Board

Gloria Mitchell of Spokane has been reappointed to a term ending May 31, 2007. Kathryn Nelson of Bellevue has been reappointed to a term ending May 31, 2008. The Professional Educator Standards Board develops a basic skills test for persons entering teacher preparation programs and out of state teachers seeking initial or residency certification.

Public Facilities District Board of Directors

Dale Sperling of Bainbridge Island has been appointed to a term ending Dec. 31, 2007. Sperling is president/chief executive officer of Unico Properties, Inc. The Public Facilities District owns and operates the baseball stadium in King County on behalf of taxpayers.

Washington State University Board of Regents

Brady Horenstein of Vancouver has been appointed to a term ending May 31, 2005. Horenstein is currently a student at Washington State University. The Washington State University Board of Regents serves as the governing body for Washington State University.

Washington Technology Center Board of Directors

Arlan Norman of Bellingham has been appointed to a term ending September 11, 2005. Norman is the dean of the College of Sciences and Technology at Western Washington University. The Washington Technology Center provides a collaborative effort between the state’s universities, private industry and government in performing and commercializing research on a statewide basis to benefit the economic vitality of the state.

Western Washington University Board of Trustees

Maya Tomlin of Tacoma has been appointed to a term ending May 31, 2005. Tomlin is currently a student at Western Washington University. The Western Washington University Board of Trustees serves as the governing body for Western Washington University.
