Gov. Gary Locke Announces Growth Management and Tax Appeals Boards Appointments

Gov. Gary Locke today announced the appointments of Margaret Pageler of Seattle to the Central Puget Sound Growth Management Hearings Board and Shirley Winsley of Fircrest to the Tax Appeals Board.

Pageler will serve on the board for a term beginning July 1, 2004, and ending June 30, 2010. Pageler was a member of the Seattle City Council from 1992-2003 and council president from 2000-2001. While on the council, she served on the Puget Sound Regional Council, the King County Growth Management Planning Council and the Regional Water Quality Committee. She has also been a member of the Washington State and Seattle/King County Boards of Health and the Puget Sound Clean Air Agency.

The Growth Management Hearings Board hears and determines allegations that a city, county or state agency has not complied with the goals and requirements of the Growth Management Act (GMA), and related provisions of the Shoreline Management Act and the State Environmental Policy Act. The board reviews local actions when a “Petition for Review” is filed to determine if a local policy choice or action complies with the goals and requirements of the GMA.

Pageler will receive an annual salary of $88,145.

Winsley will serve on the Tax Appeals Board for a term beginning July 1, 2004, and ending March 1, 2009. She is currently a state senator. As a senator, she served on the Financial Services and Ways and Means committees and the Tax Advisory Council. She was also chair and vice-chair of the Select Committee on Pension Policy. She was previously a member of the Pierce County Council and an appraiser for the Pierce County Assessor’s Office.

The Tax Appeals Board resolves appeals of taxpayers and taxing authorities. It is not part of, or associated with, any other governmental agency. The board hears appeals of decisions made by the county Boards of Equalization and the state Department of Revenue.

Winsley will receive an annual salary of $75,698.
