Gov. Gary Locke Announces Board Reappointments

Gov. Gary Locke today announced the reappointments of Holly Gadbaw of Olympia to the Western Washington Growth Management Hearings Board and John L. Austin, III of Seattle to the Indeterminate Sentence Review Board.

Gadbaw will serve on the board for a term ending June 30, 2010. She also serves as co-chair of the board. Gadbaw was originally appointed to a term beginning in November 2002. Gadbaw previously worked for the state Department of Community, Trade and Economic Development, where she reviewed city and county comprehensive plans and development regulations adopted according to the state’s Growth Management Act. She also served on the Olympia City Council, as well as a term as mayor of Olympia.

The Growth Management Hearings Board hears and determines allegations that a city, county or state agency has not complied with the goals and requirements of the Growth Management Act (GMA), and related provisions of the Shoreline Management Act and the State Environmental Policy Act. The board reviews local actions when a “Petition for Review” is filed to determine if a local policy choice or action complies with the goals and requirements of the GMA.

Gadbaw will receive an annual salary of $88,145.

Austin will serve on the board for a term ending April 15, 2009. He also serves as chair of the board. Austin was originally appointed to a term beginning in February 1998. Austin is an attorney who has worked in private practice and as a deputy prosecutor in King County.

The Indeterminate Sentence Review Board is responsible for making decisions to parole, release to community custody or further incarcerate offenders sentenced prior to the Sentencing Reform Act of 1984. The board's responsibility is to balance the public safety and the rehabilitation of the offender.

Austin will receive an annual salary of $79,598.
