Gov. Gary Locke Announces Appointments to Boards and Commissions

Gov. Gary Locke today announced the following appointments to state boards and commissions:

Board of Funeral Directors and Embalmers

Richard Knautz of Yakima has been appointed to a term ending July 1, 2007. Knautz is manager of the Langevin-Mussetter Funeral Home in Yakima. The Board of Funeral Directors and Embalmers examines and licenses member of the profession and recommends rules and regulations for administering and enforcing the regulatory law.

Examining Board of Psychology

Liang Tien of Seattle has been appointed to a term ending Jan. 6, 2008. Tien is director of Antioch University Seattle, Center for Programs in Psychology. The Examining Board of Psychology examines candidates for licensure and is authorized to deny, revoke or suspend, or restrict licenses for specified conduct.

Fish & Wildlife Commission

Holly Ledgerwood of Pomeroy has been appointed to a term ending Dec. 31, 2008. Ledgerwood is a teacher with the Clarkston School District. The Fish & Wildlife Commission establishes polices and regulations designed to preserve, protect and perpetuate the fish and wildlife of the state, as well as fish and game habitat.

Forensic Investigations Council

Sheriff J. Michael Humphreys of Walla Walla and Martha Reed of Shelton have been appointed to terms ending Aug. 10, 2007. Humphreys is the Walla Walla County sheriff. Reed is the Mason County coroner. The Forensic Investigations Council oversees the state toxicology laboratory at the University of Washington; studies and recommends improvements in the death investigation system; and reports the findings to the Legislature.


Governor’s Affirmative Action Policy Committee

Terrie Scott of Spokane has been appointed to a term ending May 31, 2005. Scott is the mathematics, engineering, and science achievement director at Washington State University, Spokane. The Governor’s Affirmative Action Policy Committee serves as a policy and review body for the state’s affirmative action program and reviews and approves state agency affirmative action plans.

Jail Industries Board

Carol Washington Mizoguchi of Shoreline has been appointed to a term ending Feb. 15, 2006. Mizoguchi is women’s program coordinator for King County.

David J. Dillman of Freeland has been appointed to a term ending Feb. 15, 2007. Dillman is director of the Metropolitan Improvement District & Economic Development for the Downtown Seattle Association. The Jail Industries Board offers advice to cities and counties in developing, promoting and implementing consistent, safe and efficient offender work programs.

Migratory Waterfowl Art Commission

Terry Thompson of Olympia has been reappointed to a term ending May 10, 2007. The Migratory Waterfowl Art Commission selects designs for waterfowl stamps and markets artwork from which proceeds are used for sate waterfowl projects.

Northwest Straits Citizens Advisory Commission

Andrea Copping and Kathy Fletcher, both of Seattle, have been reappointed to terms ending Oct. 31, 2007. The Northwest Straits Citizens Advisory Commission was established to provide an ecosystem focus on the marine resources of the Northwest Straits as a whole, help mobilize science to focus on key priorities, guide and provide resources to the Marine Resources Committees, and serve as a forum for coordination and consensus-building.

Pesticide Incident Reporting and Tracking Panel

Steven Gilbert of Seattle has been appointed to a term ending Jan. 5, 2006. Gilbert is the director of the Institute for Neurotoxicology and Neurological Disorders. The Pesticide Incident Reporting and Tracking Panel establishes guidelines for centralizing the receipt of information involving pesticide incidents; reviews and makes recommendations for the procedures used during investigations; monitors the response times of the various agencies; reviews complex cases for which resolution is difficult; and identifies inadequacies in state or federal law including the adequacy of reentry intervals.


Pipeline Safety Commission

Pete Kmet of Tumwater has been appointed to a term ending July 31, 2006. Kmet is a senior environmental engineer with the Department of Ecology. The Pipeline Safety Commission advises the Utilities and Transportation Commission and other appropriate federal, state and local government agencies and officials on matters relating to hazardous liquid and gas pipeline safety, routing, construction, operation, and maintenance. The committee shall review and comment on proposed rules and on the operation of the state pipeline safety program.

Public Facilities District Board of Directors

Carol Nelson of Edmonds has been appointed to a term ending Dec. 31, 2007. Nelson is president and chief executive officer of Cascade Bank. The Public Facilities District Board of Directors will own and operate the baseball stadium in King County on behalf of taxpayers.

State Council on Aging

Kathleen Sue Miller of Pasco has been appointed to a term ending Sept. 15, 2005. Miller is a Franklin County commissioner. The State Council on Aging advises the governor and the Department of Social and Health Services on policies, programs and services affecting older people.

State Employees Combined Fund Drive

Michelle Danley of Vancouver has been appointed to a term ending date of Jan. 1, 2005. Danley is the Southwest and Central Washington representative for Gov. Gary Locke.

John B. Howard of Tacoma has been appointed to a term ending Jan. 1, 2006. Howard is associate director of instruction at Bates Technical College.

William S. Ponder of Cheney has been appointed to a term ending Jan. 1, 2007. Ponder is vice president for student affairs at Eastern Washington University. The State Employee Combined Fund Drive board determines which agencies engaged in charitable and public health, welfare and service purposes shall participate in one annual combined effort to secure funds from state employees.

Tobacco Settlement Authority

Tom Corley of Spokane has been reappointed to a term ending May 3, 2008. Carla Dewberry of Seattle has been reappointed to a term ending May 4, 2008. The tobacco prevention and control account is created in the state treasury. The source of revenue for this account is moneys transferred to the account from the tobacco settlement account, investment earnings, donations to the account, and other revenues as directed by law.

Traffic Safety Commission

Jim White of Kent has been appointed to a term serving at the pleasure of the governor. White is the mayor of Kent. The Traffic Safety Commission addresses the problems of traffic safety and accident prevention within the state.

Transportation Commission

Ruth Fisher of Tacoma has been appointed to a term ending June 30, 2010. Fisher is a former state legislator. The Washington State Transportation Commission is an independent state agency whose seven citizen members are appointed by the governor and confirmed by the Senate. The commission exercises responsibilities in preparing the state's transportation plan, proposing the state's transportation budget, and working with the governor, the state Legislature, the Secretary of Transportation (whom the Commission appoints) and others across the state in formulating transportation policy. The Commission also oversees the implementation of transportation policy and the operational plans for highways, ferries and intercity passenger rail.
