Gov. Gary Locke Announces Appointments to Boards and Commissions

Gov. Gary Locke today announced the following appointments to state boards and commissions:

Advisory Council on Historic Preservation

Janine Bowechop of Neah Bay has been appointed to a term ending Oct. 12, 2006. Bowechop is executive director of the Makah Cultural and Research Center. The Advisory Council on Historic Preservation reviews nomination for the state and national register of historic places and advises the governor and department on matters relating to historic preservation.

Board of Pharmacy

Rebecca Hille of Spokane and Susan Teil Boyer of Tacoma have been reappointed to terms ending Jan. 19, 2008. The Board of Pharmacy establishes policy for the practice of pharmacy, including licensing, disciplinary hearings and enforcement of laws pertaining to legal drugs.

Board of Pilotage Commissioners

Oliver E. Mackey of Aberdeen has been appointed to a term ending Dec. 12, 2004. Mackey is owner and operator of Port Machine Works, Inc. The Board of Pilotage Commissioners examines and licenses qualified pilots for vessels operating on the inland waterways of the state, fixes pilotage rates and adopts and publishes rules and regulations. The board may also take disciplinary action against any vessel owner or master refusing to comply with its rules.

Board of Registration Landscape Architects

James Yap of Monroe has been appointed to a term ending Sept. 5, 2008. Yap is a senior park planner with Snohomish County Parks and Recreation. The Board of Registration Landscape Architects examines candidates for licensure or registration; holds disciplinary hearing; recommends adoption of rules and regulation for administering the regulatory laws.

Capitol Furnishings Preservation Committee

Linda Gotovac of Tenino has been appointed to a term ending Sept. 1, 2007. Gotovac is a legislation information specialist for the Legislative Information Center. The Capitol Furnishings Preservation Committee promotes and encourages the recovery and preservation of the original and historic furnishings of the state Capitol, prevents future loss of historic furnishings and reviews and advises future remodeling and restoration projects as they pertain to historic furnishings.

Cemetery Board

Lula Horton of Ellensburg has been reappointed to a term ending Jan. 15, 2008. The Cemetery Board grants certificates of authority to operate cemeteries owned by corporations other than religious groups or taxing district authorities; grants pre-arrangement sales licenses and crematory licenses; reviews audit results of endowment-care and pre-arrangement trust funds; holds disciplinary hearings on the title violations; and adopts and amends rules. The board also consults with the Board of Funeral Directors and Embalmers on rules for cremation and crematories.

Commission on African American Affairs

Earl Ford of Vancouver has been appointed to a term ending Nov. 20, 2006. Ford is a natural resources staff officer with the United States Department of Agriculture Forest Service. The Commission on African American Affairs examines and defines issues pertaining to the rights and needs of African-Americans and makes recommendations to the governor, the Legislature, and state agencies for changes in programs and laws.

Commission on Asian Pacific American Affairs

Yvonne Ward of Auburn has been reappointed to a term ending June 30, 2007. The Commission on Asian Pacific American Affairs examines and defines issues pertaining to the rights and needs of Asian Americans and advises the governor and state agencies on policies, plans and needs.

Community Economic Revitalization Board

Marty Gardner of Prosser has been appointed to a term ending Sept. 2, 2007. Gardner is the director of plant operations at Welch’s. The Community Economic Revitalization Board’s objective is to strengthen the economy in areas of the state that have experienced high unemployment rates or below-average economic growth; to encourage economic diversification within our state; and to provide incentives for expansion of employment opportunities.

Economic Development Finance Authority

Nathaniel Green of Spokane has been reappointed to a term ending Oct. 19, 2007. The Economic Development Finance Authority helps small and medium sized businesses meet their capital needs.

Fire Protection Policy Board

Robert E. Lane of Clarkston has been appointed to a term ending April 15, 2006. Lane is an Asotin County Commissioner. The Fire Protection Policy Board sets policy on fire-protection matters; advises and assists the chief of the State Patrol and the director of Fire Protection on all fire-protection matters and in developing a budget.

Forest Practices Board

Douglas Stinson of Toledo has been appointed to a term ending Jan. 31, 2007. Stinson manages Cowlitz Ridge Tree Farm. The Forest Practices Board establishes minimum standards for forest practice and provides procedures for the voluntary development of resource management plans.

Governor’s Council on HIV/AIDS

Charles Emlet of Puyallup has been appointed to a term ending June 30, 2006. Emlet is an assistant professor of social work at the University of Washington, Tacoma. The Council on HIV/AIDS advises the governor on HIV/AIDS related programs and policy.

Hanford Area Economic Investment Fund

Max Benitz, Jr. of Prosser has been appointed chair for a term ending June 28, 2004. Benitz is a Benton County Commissioner. The Hanford Area Economic Investment Fund Committee accepts loans and grants from federal and state agencies for funding Hanford area revolving loan funds, infrastructure projects, or economic development projects, and recommends a spending strategy for those funds.

Horse Racing Commission

Dr. Alfred Hallowell of Auburn has been appointed to a term ending Jan. 17, 2005. Hallowell is a veterinarian and horse breeder. The Horse Racing Commission regulates and supervises all race meets held in the state that have pari-mutuel wagering.

Investment Board

Patrick McElligot of Tacoma has been reappointed to a term ending Dec. 31, 2006. The Investment Board invests and reinvests the monies of the state’s trust and retirement funds.

Jail Industries Board

David Johnson of Bonney Lake and Marvin Wolff of Ferndale have been reappointed to terms ending Feb. 15, 2007. The Jail Industries Board offers advice to cities and counties in developing, promoting and implementing consistent, safe, and efficient offender work programs.

Massage Examining Board

Rosemary Foster of Bellingham has been reappointed to a term ending Sept. 7, 2007. The Massage Examining Board examines candidate for licensure and registration; recommends and adopts rules and regulation for administering the regulatory law; defines, evaluate, approves and designates those schools, programs, and apprenticeship programs from which graduation will be accepted as proof of an applicant’s eligibility to take the licensing examination.

Medical Quality Assurance Commission

Judy Tobin of Seattle has been appointed to a term ending June 30, 2007. Dr. Hampton Irwin of Spokane, Dr. James Cook of Wenatchee and Dr. Kenneth Cogen of Bremerton have been reappointed to terms ending June 30, 2008. The Medical Quality Assurance Commission regulates the competency and quality of medical professionals licensed to practice medicine and surgery by establishing, monitoring, and enforcing qualifications for licensing, consistent standards of practice, continuing competency mechanisms, and discipline.

Pesticide Incident Reporting and Tracking Review Panel

Alice Larson of Vashon Island has been reappointed to a term ending Jan. 5, 2006. The Pesticide Incident Reporting and Tracking Review Panel establishes guidelines for centralizing the receipt of information involving pesticide incidents; reviews and makes recommendations for the procedures used during investigations; monitors the response times of the various agencies; reviews complex cases for which resolution is difficult; and identifies inadequacies in state or federal law, including the adequacy of reentry intervals.

Podiatric Medical Board

Dr. James Porter of Spokane has been appointed to a term ending June 23, 2008. Porter is a partner at Spokane Foot Clinic. The Podiatric Medical Board examines candidate for licensure or registration; investigates charges of malpractice, unsafe condition or unprofessional conduct; conducts disciplinary hearings; recommends and adopts rules and regulations to promote safety, protection and welfare of the public.

Professional Educator Standards Board

Vicki Frei of Clarkston has been appointed to a term ending May 31, 2004. Frei is a paraprofessional with Clarkston School District. The Professional Educator Standards Board develops a basic skills test for person entering teacher preparation programs and out of state teachers seeking initial or residency certification.

Public Disclosure Commission

Jane Noland of Seattle has been appointed to a term ending Dec. 31, 2005. Noland is owner of Jane Noland Glass Art. Jeanette Wood of Woodway has been appointed to a term ending Dec. 31, 2008. Wood teaches at Edmonds Community College. The Public Disclosure Commission administers and enforces Washington’s public disclosure law.

Public Employment Relations Commission

Pamela Bradburn of Seattle has been appointed to a term ending Sept. 8, 2008. Bradburn is former assistant manager of the King County Alternative Dispute Resolution Program and currently a graduate student at Seattle University. The Public Employment Relations Commission provides uniform and impartial settlement of public employee-employer disputes.

State Advisory Council on Homelessness

Robert Maher of Colville has been appointed to a term ending Jan. 4, 2008. Maher is the housing assistance supervisor at Rural Resources Community Action. The State Advisory Council on Homelessness makes annual policy recommendation to the governor and Affordable Housing Board on ways to enhance the state’s ability to respond to the needs of people who are homeless, who are at risk of being homeless, or who have been homeless.

State Convention and Trade Center Board of Directors

J. Terry McLaughlin of Seattle has been appointed to a term ending March 17, 2006. McLaughlin is the executive vice president of The Basketball Club of Seattle. The State Convention and Trade Center Board of Directors is a public nonprofit corporation formed for the purpose of constructing and operating a state convention and trade center in Seattle.

Washington Commission on National and Community Service

Rachel Zommick of Bellingham and Phyllis Mann of Bremerton have been appointed to terms ending Feb. 15, 2006. Zommick is a business administration and communications major at Western Washington University. Mann is director of the Kitsap County Department of Emergency Management. The Washington Commission on National and Community Service implements the federal National and Community Trust Act of 1993, which created Americorps.
