Gov. Gary Locke Announces Appointments to Boards and Commissions

Gov. Gary Locke today announced the following appointments to boards and commissions:

Board of Boiler Rules

Craig Hopkins of Seattle has been reappointed to a term ending Aug. 22, 2007.

Faye Dietz of Longview has been reappointed to a term ending Aug. 22, 2007.

The Board of Boiler Rules formulates rules and regulations for the safe and proper construction, installation, use, operation and repair of boilers and pressure vessels.

Boundary Review Board for King County

Michael Marchand of Bellevue has been appointed to a term ending Dec. 17, 2005. Marchand is an account manager with Waggener Edstrom in Bellevue.

The Boundary Review Board has jurisdiction over municipal annexations, incorporations, disincorporations, and creation or annexation of certain special districts. The board also has jurisdiction over extensions of sewer and water services outside the city or district.

Building Code Council

Rory Calhoun of Graham, Terry Poe of Yakima and Peter DeVries of Leavenworth have been reappointed to terms ending Jan. 5, 2007.

The State Building Code Council was created to advise the Legislature on building code issues and to develop the building codes used in Washington state.


Cascadia Community College Board of Trustees

Jean Magladry of Bothell has been appointed to a term ending Sept. 30, 2007. Magladry is a partner/owner in the law firm of Magladry Weigel.

Central Washington University Board of Trustees

Sid Morrison of Zillah has been appointed to a term ending Sept. 30, 2009. Morrison is a former United States congressman, state legislator and secretary of the Washington State Department of Transportation.

Clark College Board of Trustees

Sherry Waltz Parker of Vancouver has been appointed to a term ending Sept. 30, 2009. Parker is the courtroom clerk for Clark County.

Commission on Judicial Conduct

Bonnie White of Spokane has been appointed to a term ending June 16, 2006. White is the office manager of the Clinical Law Department at Gonzaga University School of Law.

The Commission on Judicial Conduct receives and investigates allegations of judicial misconduct.

Community Colleges of Spokane Board of Trustees

Carol Landa-McVicker of Spokane has been reappointed to a term ending Sept. 30, 2008.

Forest Practices Board

Sherry Fox of Ethel has been reappointed to a term ending Dec. 31, 2007.

The Forest Practices Board is charged with establishing rules to protect the state's natural resources while maintaining a viable timber industry.


Higher Education Coordinating Board

Jesús Hernández of Wenatchee has been appointed to a term ending June 30, 2007. Hernández is a financial analyst with Primerica and a program manager with Community Choice Healthcare Network.

The Higher Education Coordinating Board is charged by state law with representing the broad public interest in higher education and is dedicated to expanding higher education opportunity in Washington.

Legal Foundation of Washington

Erika Lim of Seattle has been appointed to a term ending Dec. 31, 2005. Lim is the director of Career Services at Seattle University School of Law.

The Legal Foundation of Washington is dedicated to the provision of equal access to the justice system by funding legal and educational programs for low-income persons through the fair and efficient administration of Interest On Lawyer Trust Accounts (IOLTA) and other funds.

Property and Liability Advisory Board

David Canfield of Ephrata has been reappointed to a term ending Dec. 31, 2006.

John Crawford of Olympia has been appointed to a term ending Dec. 31, 2006. Crawford is the executive director of Washington Counties Risk Pool.

The Property and Liability Advisory Board assists the state risk manager in adopting rules governing the operation and management of both individual and joint self-insurance programs covering liability and property risk. It also assists in reviewing and approving the creation of joint self-insurance programs covering property and liability risks.

Public Hospital District Project Review Board

Gary Bennett of Lakewood, Elise Greef of Olympia, Joy Okazaki of Edmonds, David Shea of Spokane, Julie Blazek of Mt. Vernon, Daniel Chandler of Kenmore, Wendy Keller of Shoreline, Sandy Buchanan of Davenport, Jim Paapke of Port Angeles and Jennie Kordenat of Longview have all been appointed to terms ending July 27, 2006.

The Public Hospital District Project Review Board reviews public hospital district proposals submitted by public hospital districts to use alternative public works contracting procedures.

Veterinary Board of Governors

Willard Nelson of Kirkland has been appointed to a term ending Dec. 24, 2007. Nelson is the owner of The Exotic Pet & Bird Clinic.

Goutam Mukherjee of Lynnwood has been appointed to a term ending Dec. 24, 2008. Mukherjee is the owner of Helping Hands Veterinary Clinic.

The Veterinary Board of Governors examines candidates for licensing and registration; investigates and holds hearings on violations of the regulatory law; and recommends and adopts rules and regulations for administering the regulatory law.
