Locke makes selections for state boards and commissions

OLYMPIA - Gov. Gary Locke today announced appointments for several boards and commissions.

Eastern Washington University, Board of Trustees
The board is the governing body for Eastern Washington University.

Jenna Tinkle, of Spokane, is a student and writing coach at Eastern Washington University. Her term expires May 31, 2002.

Western Interstate Commission on Higher Education
The commission places students in professional schools of compact states and provides tuition assistance for out-of-state study.

Sen. Don Carlson, of Vancouver, has been appointed to an additional term expiring June 9, 2005.

Higher Education Facilities Authority
The board authorizes the issuance of tax-exempt bonds and loans proceeds to private, non-profit institutions of higher education.

Appointed to an additional term is Heyward S. Watson, of Seattle, director of Fannie Mae. His term expires March 26, 2005.

Affordable Housing Advisory Board
The board serves as the principal advisory body to the Department of Community, Trade and Economic Development on housing and housing-related issues.

Yvonne Blumenthal, of Seattle, vice president and manager of community investment development for U.S. Bank in Seattle, has been appointed to a term that ends Jan. 26, 2002.

Douglas County Commissioner Mary Hunt of Coulee City, Auburn City Councilmember Sue Singer and Tobias Washington Jr., vice president and regional community lending manager for Washington Mutual have all been appointed to terms ending Jan. 26, 2004.

Raymond Rieckers, assistant director of Spokane Neighborhood Action Programs, has been appointed to an additional term ending Jan. 26, 2004.

Robert Schoos, with Washington Mutual of Seattle, and Joseph Diehl, executive director for three Washington affordable housing associations, have been appointed to terms ending Jan. 26, 2005.

Phoebe Nelson, of Yakima, and Carla Okigwe, of Seattle, have been reappointed to terms ending Jan. 26, 2005.

Arts Commission
The commission promotes the growth and development of arts within the state.

Joan Penney, of Mt. Vernon, a dean of academics for Skagit Valley College, has been appointed to fill a term ending July 28, 2002.

Martha Nichols, of Newport, works for Counseling Associates, Barney Speight, of Vancouver, is director of public policy and government relations for Kaiser Permanente, and William Merriman, of Yakima, is vice president of Shields Bag and Printing Co. All have been appointed to positions ending July 28, 2003.

Miriam Barnett, of Tacoma, Cami Smith, of Edmonds, and Michael Kissinger, of Vancouver, have been reappointed to terms ending July 28, 2003.

Ben Moore, of Seattle, is the managing director of Seattle Repertory Theatre, and has been appointed to fill a term ending July 28, 2004.

Collection Agency Board
The board regulates collection agencies within the state.

Georgina Wilson-Battle, of Lakewood, is an instructor at Clover Park Technical College. Her term expires Dec. 31, 2002.

Economic Development Finance Authority
The authority helps small-and medium-sized businesses meet their capitol needs.

Diane M. Ellison, of Aberdeen, is the president and owner of Ellison Timber and Properties. Her term expires Oct. 19, 2001.

Forest Practices Appeals Board
The board is an independent quasi-judicial agency which hears and decides appeals from decisions of the Department of Natural Resources.

Tom May, of Spokane, is president of Tom P. May Law Offices. His term expires Jan. 1, 2005.

Governor's Council of Economic Advisors
The council advises the governor on state financial matters that reflect the overall financial condition of the state.

Carolyn Clark, of Spokane, is currently the state director of Washington Small Business Development Centers. Her term is at the pleasure of the governor.

Medical Quality Assurance Commission
The commission regulates the competency and quality of medical professionals licensed to practice medicine and surgery.

Dr. Kenneth Cogen, of Bremerton, is on staff at Harrison Memorial Hospital and has been appointed to a term ending June 30, 2004.

Rehabilitation Council for the Blind
The council advises the director of the Department of Services for the Blind.

Cathy Duvall, of Auburn, works with the Client Assistance Program and has been appointed to a term ending Sept. 13, 2002.
Sentencing Guidelines Commission

The commission evaluates state sentencing policy for both the adult criminal justice system and the juvenile criminal justice system.

Janis Gall-Martin, of Tacoma, is the founding agency director for Safe Homes of Pierce County. Her term expires Aug. 2, 2002.
Washington Commission for the Humanities

The commission is a non-profit organization supported by the National Endowment for the Humanities and local contributions.

Jane Reich, of Seattle, is a volunteer at the Pratt Fine Arts Center, and Gloria Bird, of Springdale, is a writer and literature teacher. Both have been appointed to terms expiring Oct. 31, 2003.

Appointed to an additional term are Jennifer Roseman, of Spokane, and Gail Trembley, of Olympia. Both terms expire Oct. 31, 2003.
Washington State Interagency Coordinating Council for Infants and Toddlers with Disabilities and their Families

The council advises and assists the Department of Social and Health Services and participating state agencies to coordinate, develop and implement policies dealing with early intervention services.

Elizabeth Stucker, of Oroville, is the special education and co-vocational director for the Tonasket School District, Jolene Erickson, of Davenport, is a public health nurse, and Tim Hunter, of Olympia, is the program manager for the Early Childhood Education Assistance Program. They have been appointed to terms ending Jan. 6, 2003.

Joanne Harrison, of LaPush, works for the Quileute Tribal School, Susan Sandall, of Seahurst, is an assistant professor for the University of Washington. Both have been appointed to terms ending Jan. 6, 2004.
