Gov. Gary Locke Applauds Construction Budget to Create Jobs, Aid Boeing

OLYMPIA – June 6, 2003 – Gov. Gary Locke today hailed the Legislature’s passage of a $2.57 billion construction budget, saying it will create thousands of family-wage, private sector jobs across Washington state. The budget funds vital construction projects at state colleges and universities and also helps finance a proposed rail-barge facility in Everett that would support final assembly of the Boeing 7E7. The construction budget is similar to Locke’s proposed capital budget.

“I’m pleased that we are able to direct significant new funding to put thousands of people to work. These jobs will support families and contribute to our state’s economic recovery,” Locke said, noting that the package is expected to create 13,400 construction and related jobs in the next 24 months and 11,000 such jobs in the following two years.

The measure, sought by Locke since December and approved by the Legislature late Thursday, also provides $15.5 million in funding to design and build a proposed large dock facility in Everett to support the Boeing plant in Everett.

“This is an important piece of the many steps we are taking to persuade Boeing that Washington state is the best home for final assembly of the 7E7,” Locke said. “We are unified in our effort and confident we will win.”

The governor also praised the legislative package for its focus on construction of higher education facilities intended to accommodate a growing number of high school graduates.

Locke has been traveling across the state since February on his “Jobs Now” tour, promoting his capital budget and the thousands of jobs it would create as well as his seven-point economic recovery plan.

“Higher education is the key to economic development, and this is something that was amplified this year by former governors Dan Evans and Booth Gardner, as well as my own Competitiveness Council,” Locke said.

The package contains $580 million to build higher education facilities at state universities and community and technical colleges. The measure also offers $399 million in state matching funds for public school construction, including $32.9 million for enhanced matching funds.

Among other highlights, the measure contains more than $350 million for construction of 876 high-security prison beds at Walla Walla and 100 intensive management units for problem prisoners. In addition, the funding will be used to provide adequate juvenile, mental health and developmental disabilities facilities, and low-cost community housing for veterans, homeless children and migrant workers.
