Locke announces boards and commissions appointments

OLYMPIA - Gov. Gary Locke today announced appointments for several boards and commissions.

Board of Industrial Insurance Appeals
The board hears and makes final decisions on industrial insurance appeals.

  • Frank Fennerty, of Olympia, has been reappointed to a term ending June 17, 2007, with an annual salary of $79,259.


Liquor Control Board
The board controls and distributes alcoholic beverages in the state, functions as both a regulatory board and a business enterprise, enforces laws regulating the sale of tobacco and alcohol to minors, and enforces tobacco tax laws.

  • Merritt Long, of Olympia, has been named chair. His term begins immediately and ends Jan. 15, 2005, with an annual salary of $47,759.

  • Roger Hoen, of Seattle, management consultant for Insite Services, has been appointed to a term beginning immediately and ending Jan. 15, 2003, with an annual salary of $45,418.


Pollution Control/Shorelines Hearings Board
The board is an independent quasi-judicial agency that hears and decides appeals of orders, permits and penalties from the Department of Ecology and local air pollution agencies on air, water, hazardous waste, solid waste and water rights.

  • Bill Lynch, of Olympia, has been appointed to a term beginning immediately and ending June 30, 2006, with an annual salary of $83,738.


Bellingham Technical College Board of Trustees
The board is the governing body for the college.

  • Art George, of Everson, chair of the Nooksack Tribe, has been appointed to a term ending Sept. 30, 2007.


Centralia Community College Board of Trustees
The board is the governing body for the college.

  • Trudy Marcellay, of Rochester, a regional program manager with the Department of Social and Health Services, has been appointed to a term ending Sept. 30, 2006.


Clover Park Technical College Board of Trustees
The board is the governing body for the college.

  • Joe Kosai, of Tacoma, has been appointed to a term ending Sept. 30, 2004.


Edmonds Community College Board of Trustees
The board is the governing body for the college.

  • Kathleen Field, of Mountlake Terrace, an attorney, has been appointed to a term ending Sept. 30, 2007.


Board of Accountancy
The board regulates public accounting through examinations, licensing, complaint investigation and continuing professional education.

  • Astrid Aamot, of Samish Island, with Padilla Bay Associates, has been appointed to a term ending June 9, 2004.


  • Ronald D. Sabado, of Seattle, branch manager for Defense Contract Audit Agency, has been appointed to a term ending June 9, 2004.


Governor's Affirmative Action Policy Committee
The committee serves as a policy and review body for the state's affirmative action program.

  • Gene Matt, of Olympia, director of the Department of Personnel, has been appointed as chair and serves at the pleasure of the governor.

  • Osman Alawiye, of Ellensburg, the department chair for curriculum and supervision at Central Washington University, has been appointed to a term ending May 31, 2005.

  • Rob Fukai, of Olympia, director of the Department of General Administration, has been appointed to a term ending May 31, 2004.

  • Lee Lambert, of Olympia, associate vice president of human resources and legal affairs at Centralia Community College, has been appointed to a term ending May 31, 2004.

  • Busse Nutley, of Olympia, director of the state Department of Community Development, has been appointed to a term ending May 31, 2005.

  • Helen Remick, of Seattle, assistant provost for equal opportunity at the University of Washington, has been appointed to a term ending May 31, 2004.


Council on Aging
The council advises the governor and the Department of Social and Health Services on policies, programs and services affecting older people.

  • Maria Peck-Hernandez, of Spokane, has been reappointed to a term ending Sept. 15, 2004.

  • Patricia Stepp, of Ariel, and King County Councilwoman Carolyn Edmonds, of Seattle, have been appointed to terms ending Sept. 15, 2004.


Rehabilitation Council for the Blind
The council advises the director of the Department of Services for the Blind.

  • Michael G. Cavanaugh, of Edmonds, educational assistant at Chase Lake Elementary School, has been appointed to a term ending Sept. 13, 2005.


Building Code Council
The council studies, recommends revisions and provides technical and general assistance to building officials about adopted codes relating to uniform building, energy and barrier-free designs. It also adopts and amends building codes.

  • Rick Ford, of Tacoma, Dale Shafer, of Spokane, and William Misocky, of Bonney Lake, have been reappointed to terms ending Jan. 5, 2005.


Cemetery Board
The board grants certificates of authority to operate cemeteries owned by corporations other than religious groups or taxing district authorities.

  • Frank Wilson, of Tumwater, has been reappointed to a term ending Jan. 15, 2006.


Collection Agency Board
The board regulates in-state and out-of-state collection agencies doing business in Washington.

  • Roy Warnick, of Moses Lake, has been reappointed to a term ending Dec. 31, 2004.


Correctional Industries Board of Directors
The board advises the Department of Corrections on programs designed to offer work experience and training for inmates.

  • Howard Wolfe, Sr., of Olympia, has been reappointed to a term ending Sept. 25, 2002.

  • Charles Young, of Woodinville, has been reappointed to a term ending Sept. 25, 2003.

  • Tom Harris, of Lacey, and Tony Rund, of Spokane, have been reappointed to terms ending Sept. 25, 2004.


Criminal Justice Training Commission
The commission is responsible for the development and delivery of basic academy training and standards for all criminal justice professionals (law enforcement, corrections, juvenile and adult services) with the exception of the Washington State Patrol.

  • Mary B. Apodaca, of Omak, chief corrections deputy for the Okanogan County Sheriff's Office, has been appointed to a term ending June 30, 2007.


Developmental Disabilities Endowment Trust Fund Board
One of 10 regional centers in the United States, the board advises the governor and the Legislature on disability issues, generates local action, initiates wide-ranging projects to address specific issues, provides information referral and assistance to individuals and organizations throughout the state, conducts workshops and conferences, and publishes disability-related materials.

  • Janet Adams, of Olympia, has been reappointed to a term ending March 15, 2006.

  • Mary Helen Moore, of Seattle, vice president and community relations manager for US Bank - Washington, has been appointed to a term ending March 15, 2006.


Emergency Management Council
The council advises the governor and the assistant director of Emergency Management on all matters related to emergency services in the state.

  • Robert Zimmerman, of Seattle, senior manager of security support operations for The Boeing Company, has been appointed to a term ending at the pleasure of the governor.


Family Practices Education Advisory Board
The board advises the University of Washington School of Medicine on implementing educational programs in family medicine throughout the state.

  • Richard Linneweh, of Yakima, has been reappointed to a term ending Sept. 7, 2005.


State Forensic Investigations Council
The council reviews, recommends and promotes improvements to the death investigation system in the state, and monitors the operation of the Washington State Patrol Bureau of Forensic Laboratory Services and the state crime laboratory system.

  • Lynn Buchanan, of Yakima, Emmanuel Q. Lucsina, of Tacoma, David McEachran, of Bellingham, Jeffrey Stevens, of Ritzville, and Dr. Dennis Wickham, of Vancouver, have been reappointed to terms ending Sept. 10, 2005.


Freight Mobility Strategic Investment Board
The board reviews, evaluates and recommends funding for freight transportation projects that are of strategic importance to the state.

  • Mayor Mark Asmundson, of Bellingham, has been appointed to a term ending June 30, 2006.

  • King County Councilwoman Julia Patterson, of Seattle, has been appointed to a term ending June 30, 2004.


Advisory Council on Historic Preservation
The council reviews nominations for the state and national registers of historic places and makes recommendations to the state historic preservation officer on their eligibility.

  • Holly Chamberlain, of Vancouver, and Horace Foxall, of Seattle, have been reappointed to terms ending Oct. 12, 2005.


State Advisory Council on Homelessness
The council makes annual policy recommendations to the governor and the Affordable Housing Board on ways to enhance the state's ability to respond to the needs of people who are homeless, who are at risk of being homeless, or who have been homeless.

  • Eric Bauer, of Walla Walla, Irene Fruzzetti, of Spanaway, and Shirley Sutton, of Vancouver, have been reappointed to terms ending Jan. 4, 2006.


Human Rights Commission
The commission works to eliminate and prevent discrimination in employment, housing, places of public accommodation, insurance and credit practices because of race, creed, color, national origin, sex, age, marital status, or physical, mental or sensory disability.

  • Reiko Callner, of Olympia, has been appointed to a term ending June 17, 2005.


Washington State Independent Living Advisory Council
The council develops and submits the State Plan for Independent Living in conjunction with the general vocational rehabilitation program. It monitors, reviews and evaluates the implementation of the state plan.

  • Maurine Coon, of Longview, and Teresa Baird, of Granite Falls, have been reappointed to terms ending Sept. 24, 2004.

  • Josie Armantrout, of Auburn, has been appointed to a term ending Sept. 24, 2002.

  • Brenda Carlstrom, of Hoquiam, has been appointed to a term ending Sept. 24, 2003.

  • Luana Talltree Marshall, of Redmond, has been appointed to a term ending Sept. 24, 2004.


Governor's Juvenile Justice Advisory Committee
The council advises the governor on establishing priorities for the granting of federal juvenile delinquency funds and the improvement of the juvenile justice system.

  • Dan Bond, of Mill Creek, has been reappointed to a term ending June 30, 2003.

  • Barbara McHenry, of Tacoma, has been reappointed to a term ending June 30, 2004.

  • Katherine Carlson, of Port Angeles, Clark County Superior Court Judge Barbara Johnson, of Vancouver, and Eldon L. Wilson, of Nespelem, project manager for the Colville Confederate Tribes Correctional Facilities, have been appointed to terms ending June 30, 2004.

  • Paola Maranan, of Seattle, public policy director with the Children's Alliance, and Ron Sofie, Snohomish chief of police, have been appointed to terms ending June 30, 2003.


Lottery Commission
The commission adopts rules to establish and operate a state lottery, sets ticket prices, prizes, frequency of contests, manner and time of payments to winners, and licenses lottery ticket agents and sets their compensation.

  • Carol Keljo, of Camas, has been appointed to a term ending Aug. 2, 2008.


Municipal Research Council
The council assures that Washington cities and towns have a comprehensive research and service program.

  • Pam Daniels, of Lynnwood, has been reappointed to a term ending July 31, 2003.


Washington Commission on National and Community Service
The commission implements the federal National and Community Trust Act of 1993, which created AmeriCorps. It initiates activities or projects that expand and promote the concept of service beyond the scope of federal resources, and provides leadership and vision with local volunteer organizations, civic and community groups and governments to make service a part of the lives of all state citizens.

  • William L. Dillon, of Spokane, Michael Eklund-Grayum, of Tacoma, and Jennifer Dorr, of Bellingham, have been reappointed to terms ending Feb. 15, 2005.


Interagency Committee on Outdoor Recreation
The committee oversees the statewide Comprehensive Outdoor Recreation Plan, provides grants for the Washington Wildlife and Recreation Program, non-highway and off-road vehicle projects, and firearms and archery range sites.

  • Ruth Mahan, of Friday Harbor, and Robert Parlette, of Wenatchee, have been reappointed to terms ending Dec. 31, 2004.


Pesticide Incident Reporting and Tracking Review Panel
The panel establishes guidelines for centralizing the receipt of information involving pesticide incidents.

  • Alice Larson, of Vashon Island, and Lucio Costa, of Seattle, have been reappointed to terms ending Jan. 5, 2004.


Commission on Pesticide Registration
The commission provides guidance to Washington State University's Food Safety and Environmental Quality Lab on pesticide registrations for minor crops and minor uses and on availability of pesticides for emergency use.

  • Bryan Sakuma, of Burlington, and Ann E. George, of Yakima, have been reappointed to terms ending Sept. 14, 2003.

  • Herb Teas, of Wentachee, and Bob Berger, of Olympia, have been reappointed to terms ending Sept. 14, 2004.


Board of Pharmacy
The board establishes policy for the practice of pharmacy, including licensing, disciplinary hearings and enforcement of laws pertaining to legal drugs. It also licenses the manufacture and sales of poisons.

  • Sharron Sellers, of Seattle, has been reappointed to a term ending Jan. 19, 2006.


Examining Board of Psychology
The board examines candidates for licensure and is authorized to deny, revoke, suspend, or restrict licenses for specified conduct.

  • Lisa Richesson, of Seattle, has been reappointed to a term ending Jan. 6, 2007.


Public Defense Advisory Committee
The committee is an independent part of the judicial branch with the power and authority to administer all appellate indigent defense services.

  • Andy Pascua, of Yakima, program analyst for Yakima County's Department of Community Services, has been appointed to a term ending Jan. 1, 2005.


Securities Advisory Committee
The committee advises the director of the Department of Financial Institutions on matters relating to securities, examines and licenses securities brokers/dealers, salespeople and investment advisors.

  • Gary Hirata, of Bellevue, has been reappointed to a term ending Dec. 31, 2005.


Sentencing Guidelines Commission
The commission recommends standard sentences for felony offenses, studies sentencing practices across the state, studies the criminal code and makes recommendations for modification.

  • Snohomish County Superior Court Judge Ellen Fair, of Everett, and Howard L. Phillips, managing attorney with the Northwest Defenders Association, have been appointed to terms ending Aug. 2, 2003.


Spokane Intercollegiate Research and Technology Institute Board of Directors
The board is responsible for developing and approving the Spokane Intercollegiate Research and Technology Institute's general operating procedures and annual operating budget, and approving and allocating funds for research projects.

  • Nancy Isserlis, of Spokane, and Stuart Stiles, of Spokane, have been reappointed to terms ending June 30, 2004.


Governor's Council on Substance Abuse
The council advises the governor on issues and programs relating to substance abuse, assists with implementing strategies to support community efforts to reduce substance abuse and promotes public awareness and education.

  • Yvonne Wong Rivers, of Nine Mile Falls, has been reappointed to a term ending Aug. 3, 2004.

  • Suzanne Moreau, of Marysville, of alcohol and substance abuse services for the Washington State Labor Council, has been appointed to a term ending Aug. 3, 2004.


Washington Technology Center Board of Directors
The board provides a collaborative effort between the state's universities, private industry and government in performing and commercializing research on a statewide basis to benefit the economic vitality of the state.
  • Dr. Katherine Tuttle, of Spokane, with the Heart Institute, has been appointed to a term ending June 30, 2004.
