Locke extends master business license service to local government

OLYMPIA – Gov. Gary Locke today directed the state Department of Licensing to extend its Master License Service to local governments and called on state agencies to work together to make it easier for new businesses to get started in Washington.

The directive (No. 02-02) implements one of the recommendations of the Washington Competitiveness Council, which the governor convened last August to help make Washington a better place to do business.

“Extending the Master License Service to local governments and to more state agencies is the next step we must take to improve the quality of our services to small businesses,” Locke said.

“The MLS program has reduced the burden on small businesses applying for state licenses through a one-stop licensing approach,” the governor said. “By simplifying the licensing process and providing a central point of collection for data and fees, the MLS system will help business owners comply with state and local government requirements in one step.”

The governor noted that DOL’s success with pilot projects in Bellevue and Richland have shown that such an expansion will save time for businesses, increase compliance with licensing requirements and reduce administrative burden for local governments.

“We all need to be more aware of how we can contribute to the creation of a single face of government for the public,” the governor said.

“This effort will require teamwork and an up-front commitment from all of the state and local partners, but we all will reap the benefits,” Locke said.

The governor indicated that the most recent budget challenges make expanding such programs even more difficult, but said the investment in efficiency will reduce the cost of government in the long-term.

“We must strive to remove barriers to new business creation and assist new businesses in complying with licensing requirements,” Locke said. “This cooperative effort is essential to improving our business climate and continuing our award-winning leadership in customer service and digital government.”
