Locke announces boards and commissions appointments

OLYMPIA - Gov. Gary Locke today announced appointments for several boards and commissions.

Columbia Basin College Board of Trustees
  • John Hirsch, of Richland, managing director with Strategic Effectiveness Group, has been appointed to a term beginning March 1, 2002, ending Sept. 30, 2007.


Bellevue Community College Board of Trustees
  • Vijay Vashee, of Mercer Island, retired from Microsoft, has been appointed to a term ending Sept. 30, 2006.


Big Bend Community College Board of Trustees
  • Felix Ramon, of Moses Lake, with the state Department of Corrections, has been reappointed to a term ending Sept. 20, 2007.


Everett Community College Board of Trustees
  • Thomas J. Gaffney, of Everett, a partner with Moss Adams LLP, has been appointed to a term ending Sept. 30, 2006.


Pierce Community College Board of Trustees
  • Jim Tsang, of Tacoma, has been appointed to a term beginning Feb. 1, 2002, ending Sept. 30, 2007.


Shoreline Community College Board of Trustees
  • Kevin Grossman, of Shoreline, has been reappointed with a term ending Sept. 30, 2006.

  • Elsa Welch, of Shoreline, with Bank of America, has been appointed to a term ending Sept. 30, 2004.


Bates Technical College Board of Trustees
  • Teresa Pan, of Tacoma, principal at Tacoma Language Chinese School, and Stanley Rumbaugh, of Browns Point, have been appointed to terms beginning March 1, 2002 and ending Sept. 30, 2007.


Renton Technical College Board of Trustees
  • Ronnie Behnke, of Renton, has been appointed to a term ending Sept. 30, 2007.


Board of Accountancy
The board regulates public accounting through examinations, licensing, complaint investigation and continuing professional education.
  • James Caley, of Vancouver, has been reappointed to a term ending June 9, 2004.


Arts Commission
The commission promotes the growth and development of the arts within the state, advises state agencies and officials on matters pertaining to the arts, and administers appropriations set aside for the acquisition of works of art for public buildings.
  • Luis Ramirez, of Seattle, has been reappointed to a term ending July 28, 2004.


Boundary Review Board - Pierce County
Boundary review boards have jurisdiction over municipal annexations, incorporations of cities under 7,500 estimated population, disincorporations and creation or annexation of certain special districts. The boards also have jurisdiction over extensions of sewer and water services outside the city or district.
  • Lloyd Freudenstein, of Puyallup, retired educator, has been appointed to a term ending Jan. 31, 2003.


Civil Justice Equal Funding Task Force
One of the many purposes of the task force is to oversee a comprehensive study of unmet civil legal needs of poor and vulnerable people.

  • Everett Billingslea, of Seattle, general counsel to the governor's office, has been appointed to a term ending Nov. 1, 2002.


Commission on African American Affairs
The commission was created to improve the well being of African Americans by enabling them to participate fully in all fields of endeavors, along with other objectives.
  • Darryl Eugene Cook, with King County Work Force Development Council of Seattle, has been appointed to a term ending Nov. 20, 2003.

  • Karen Boone, of Spokane, and Zelma Maine-Jackson, of Kennewick, have been reappointed to terms ending Nov. 20, 2004.


Electrical Board
The board establishes both general and specialty electrical contractors' licenses and prepares and administers written examinations.
  • David A. Bowman, of Cowiche, with Conley Engineering Inc., has been appointed to a term ending July 7, 2005.

  • Charleen M. Clark, of Anacortes, with Local Union #191, International Brotherhood of Electrical Workers, has been appointed to a term ending July 7, 2005.

  • Fred Tricarico, of Seattle, has been reappointed to a term ending July 7, 2005.


Employee Retirements Benefits Board
Board responsibilities include selection and approval of self-directed investment options and related administrative charges, benefit payment schedules, annuities and the investment option for the deferred compensation program.
  • Brian F. Barker, of Tacoma, Alison Olzendam, of Spokane, and Kathleen Whitlock, of Yelm, have been reappointed to terms ending June 30, 2004.

  • Eugene Otis, of Tacoma, retried from public service, and Judith Owens, of Liberty Lake, with the Central Valley School District, have been appointed to terms ending June 30, 2004.


Governor's Committee on Disability Issues and Employment
The committee advises the governor and the Legislature on disability issues, generates local action and initiates a wide range of projects to address specific issues.
  • Salvador Beltran, of Pasco, Edward Chinneth, of Steilacoom, Thomas Hoisington, of Yakima, Shirley Beck, of Wentachee, Marshall Mitchell, of Pullman, and Robert Wardell, of Tacoma, have been reappointed to terms ending Dec. 31, 2004.

  • James Langford, of Colville, has been appointed to a term ending Dec. 31, 2002.

  • Dondra Lopez, of Olympia, has been appointed to a term ending Dec. 31, 2003.

  • Julie Smallman, of Mercer Island, Dennis Lang, of Seattle, Belitha Miles, of Auburn, Tanya Nebel, of Spokane, Chris Carnell, of McCleary, Jesse Magana, of Vancouver, have been appointed to terms ending Dec. 31, 2004.


Horse Racing Commission
The commission regulates and supervises all race meets held in the state that have parimutuel wagering.
  • James Hovis, of Yakima, has been appointed to a term ending Jan. 17, 2007.


Governor's Industrial Safety and Health Advisory Board
The board is organized to prevent industrial injuries and occupational diseases among employees in the state and to promote the efficient, safe, healthful and productive operation of industry.
  • Tim MacLean, of DuPont, with the Pacific Maritime Association, and Brad Papenbrock, of Carbonado, with the International Union of Operating Engineers Local 302, have been appointed to terms ending Dec. 31, 2004.


Information Services Board
The board develops standards, policies and procedures for the management of state information technology resources and services.
  • Fred Stephens, of Puyallup, director of the state Department of Licensing, has been appointed to a term ending at the pleasure of the governor.


Lottery Commission
The commission adopts rules to establish and operate a state lottery, sets prices of tickets, prizes, frequency of contests, manner and time of payments to winners, and licenses lottery ticket agents and sets their compensation.
  • Melinda Travis, of Spokane, a businesswoman, has been appointed to a term ending Aug. 2, 2003.


Medical Quality Assurance Commission
The commission examines candidates for medical licensing for physicians and physicians assistants, recommends and adopts rules and regulations, audits continuing education, investigates, reviews and conducts hearings on violations of regulatory laws, determines disciplinary or corrective action and contracts for the impaired physicians program.
  • Dr. James Cook, of Wenatchee, with the Wenatchee Valley Clinic, has been appointed to a term ending June 30, 2004.


Board of Osteopathic Medicine and Surgery
The board examines candidates for licensure and registration, holds disciplinary hearings, adopts standards of professional conduct; recommends and adopts rules and regulations for administration of regulatory law.
  • Dr. Ralph A. Monteagudo, of Coulee Dam, with the Coulee Community Hospital, has been appointed to a term ending July 4, 2006.

  • Dr. Thomas N. Shelton, of Edgewood, has been reappointed to a term ending July 4, 2006.


Board of Pilotage Commissioners
The board examines and licenses qualified pilots for vessels operating on the inland waterways of the state, fixes pilotage rates and adopts and publishes rules and regulations.
  • Charles Davis, of Seattle, has been reappointed to a term ending Dec. 26, 2005.

  • Captain Craig Lee, of Blaine, port superintendent with BP Shipping, has been appointed to a term ending Dec. 26, 2003.


Public Employees Benefits Board
This board was created within the Health Care Authority to design and approve insurance benefit plans for public employees, retirees and their dependents.
  • Gary Robinson and Helen Carlstrom, of Olympia, Eugene Lux and Yvonne Tate, of Seattle, and Sally Fox, of Vashon, have been reappointed to terms ending Oct. 1, 2003.


Salmon Recovery Funding Board
The board awards grants and loans for salmon habitat projects and salmon recovery activities. A technical review team assists the board in making funding decisions.
  • Brenda McMurray, of Yakima, has been reappointed to a term beginning Feb. 1, 2002 and ending July 15, 2006.

  • Stephen Tharinger, of Port Angeles, Clallam County Commissioner, has been appointed to a term beginning Feb. 1, 2002 and ending July 15, 2006.


Veterinary Board of Governors
The board examines candidates for licensing and registration, investigates and holds hearings on violations of the regulatory law, recommends and adopts rules and regulations for administration of the regulatory law.
  • Dr. Camillo O. deGuzman, of Seattle, self-employed veterinarian, has been appointed to a term ending Dec. 24, 2006.


Washington State Commission on Pesticide Registration
The primary activities of the commission include the solicitation, review and funding of projects proposed by a wide array of grower groups in Washington and the Pacific Northwest, pest management research, development and implementation activities.
  • Kevin Corliss, of Prosser, with Stimson Lane Vineyards and Estates in Grandview, has been appointed to a term ending Sept. 14, 2004.


Washington Technology Center Board of Directors
The board's mission is to develop and strengthen university-industry relationships through conducting research that primarily benefits Washington-based companies.
  • Anjan Bose, of Pullman, dean at the College of Engineering and Architecture, WSU, James Lee, of Bellevue, president of Svision LLC, Dennis Okamoto, of Seattle, Art Chen and Albert Erisman, of Bellevue, Mike Schwenk, of Richland, director of Pacific NW National Laboratory have all been reappointed appointed to terms ending June 11, 2005.


Western State Hospital Advisory Board
The board makes recommendations to the governor and the Legislature for improving the quality of services provided by the hospital and monitors and reviews activities of the hospital.
  • Jerome Remick, of Port Angeles, with Peninsula Community Mental Health Center, has been appointed to a term ending Dec. 5, 2003.

  • Alaric Bien, of Bellevue, with Chinese Information and Service Center, has been appointed to a term ending Dec. 5, 2005.

  • Fran Lewis, of Seattle, has been reappointed to a term ending Dec. 5, 2003.

  • Pat Lovett, of Silverdale, has been reappointed to a term ending Dec. 5, 2004.

  • Dorothy Blake and Suzanne Leichman, of Lakewood, have been reappointed to terms ending Dec. 5, 2005.
