Locke appoints Hartman to Kitsap County Superior Court

PORT ORCHARD – Gov. Gary Locke today appointed Russell Hartman to the Kitsap County Superior Court bench.

“Unquestionably, Russ Hartman is a brilliant and talented lawyer,” said Locke. “He has the calm, even-handed temperament necessary to be a great judge. And he has demonstrated that his life is dedicated to helping others and doing the right thing.”

Speaking at the Kitsap County Courthouse this afternoon, Locke also praised Judge William Kamps, who recently retired after 20 years in the practice of law and 12 years of service on the bench.

Referring to Kamps as a “well-known, well-loved and highly respected figure,” the governor said, “Judge Kamps made a great contribution to this court and this community, and we thank him for that.”

Locke said he was impressed by the caliber and the number of people who expressed interest in filling the vacancy left by Kamps. The governor consulted the Chief Justice of the Washington State Supreme Court, the Attorney General, Court of Appeals judges, the county’s Superior Court and District Court judges, courthouse clerks and staff, offices of the prosecutor and public defender, the Kitsap County Bar Association, local lawyers and community leaders before making a “tough but satisfying” decision.

Hartman graduated cum laude from Harvard University in 1973, earned his law degree from the University of Oregon School of Law in 1976 and has practiced law for more than 20 years in Bremerton.

Sharing the governor’s passion for education, Hartman has served on the Bremerton School Board, co-authored Initiative 728 to reform public school finance and reduce class sizes, and last year won the National School Boards Association Award for Distinguished Service. Hartman also chairs the citizens' Committee for Good Schools and is a founding member of the League of Education Voters.

Hartman was a founder of the Kitsap Volunteer Attorney Referral Service and earned the Washington State Bar Association’s Pro Bono Attorney of the Year award in 1990. He also chaired the campaign to build a new juvenile justice center in 1995 and has served on the Leadership Kitsap Foundation.

Hartman’s appointment will be effective after Feb. 15 at an annual salary of $119,230.
