Locke appoints Schindler to Washington State Court of Appeals

OLYMPIA – Gov. Gary Locke today appointed Judge Ann Schindler to the Washington State Court of Appeals, Division I.

Schindler, a judge on the King County Superior Court, replaces Judge Walter E. Webster, who is retiring after 17 years on the state Court of Appeals.

Locke thanked Webster for his years of service in the state’s judicial system.

“We bid farewell to Judge Walter Webster, a beloved and exceptional man who was appointed to the Court of Appeals in 1984 by Governor John Spellman,” Locke said. “Judge Webster should know that his dedication and service to country and to court are very much appreciated.”

“One of Judge Webster’s colleagues described him as ‘the kindest and most caring individual I’ve ever had the opportunity to work with,’” the governor continued.

In announcing Schindler’s appointment, the governor outlined the guidelines he used to make his selection.

“Only through the appointment of top-quality, hard working judges can we build more respect for the judiciary, our judicial system and our democracy,” Locke remarked.

“First and foremost, we needed a person with unquestionably solid legal skills, integrity and experience,” the governor said. “And, the appointee had to have the demonstrated leadership ability, a variety of life experiences and the intelligence to adapt to the wide variety of demands placed on an appellate court judge.”

Before Locke made his selection, he consulted leaders and members of the Washington State Bar and King County Bar associations , judges of the Superior, Appeals and Supreme courts, the Attorney General, the King County Prosecutor and the Public Defender.

“They all confirmed the obvious: That Judge Ann Schindler was made for this position,” the governor said. “And today I am extremely fortunate to appoint Judge Ann Schindler to the Division I, Court of Appeals.”

“Her reputation for integrity, fairness, hard work and intelligence precedes her,” Locke said. Congratulating Schindler on the appointment, the governor added, “I’m delighted Judge Schindler accepted this post -- an excellent appointment for an outstanding jurist.”

Judge Schindler said, “It is both a great responsibility and a tremendous honor to serve as an appellate court judge. I will do everything in my power to meet this responsibility and to deserve this honor.”

Schindler was appointed to the King County Superior Court bench by Gov. Booth Gardner in 1991. During the course of her 10-year career as a King County Superior Court trial judge, Schindler has presided over all types of civil, domestic, juvenile and criminal cases. She has served on the court’s executive committee since 1994 and is the Superior Court’s assistant presiding judge. When court operations began at the Regional Justice Center in Kent in March 1997, Schindler served as the chief judge and was involved in the implementation of a series of projects, policies and procedures to better enable access to the court system.

Schindler was named the King County Bar Association’s Outstanding Judge of the Year in 1998 and received the Vanguard Award from Washington Women Lawyers in 1999 in recognition of her leadership.

Prior to becoming a judge, Schindler worked in the law firm Culp, Dwyer, Guterson and Grader from 1978 to 1982 and gained substantial experience in anti-trust and complex litigation representing both plaintiffs and defendants. She joined the King County prosecutor’s office as a civil deputy in 1982, specializing in personnel and employment law. She then became Prosecutor Norm Maleng’s lead attorney in environmental and land-use matters representing and advising the King County Executive and Council.

Schindler received her bachelor’s degree from the University of San Francisco in 1969 and a law degree from the University of Washington in 1977.

Schindler begins her job on Jan. 1, 2002 at an annual salary of $125,236.
