Acknowledging the history of natural and manmade disasters that have occurred within the State of Washington and recognizing the continuing possibility of future disasters resulting from flood, storm, earthquake, fire, or other natural or manmade catastrophic events, it becomes necessary to refine state and local government plans detailing the action which will be taken by federal, state and local government officials and semi-public organizations in preparing for and responding to a major disaster.
Based upon the above, I designate the Washington State Department of Emergency Services with the primary responsibility to develop, maintain, improve and update all state government comprehensive disaster preparedness plans in conjunction with other appropriate state agencies. The plans shall include all necessary actions to insure compatibility with applicable disaster relief and mitigation laws and regulations.
Each plan shall be comprehensive in nature and include, in general, all physical, social and economic data and information to enable the chief executive officer for state and each unit of local government to act in a more efficient and effective manner.
The Department shall facilitate the development of criteria and standards for state and local government disaster preparedness and provide necessary coordination.
