By Executive Order 74-07, dated April 9, 1974, I ordered the creation of the State Automobile Policy Committee with designated powers and duties in the administration of the state's automobile policy as set forth in that Executive Order. Since that date, the Committee has presented to me its conclusions and recommendations in respect to such policy and requested that the same be implemented.
NOW, THEREFORE, I, Daniel J. Evans, by virtue of the powers vested in me as Governor of the State of Washington, do hereby order the following:
1. Permanently assigned vehicles.
Only employees on 24-hour call or who have special equipment, or who drive in excess of 1500 miles per month may be permanently assigned vehicles. Agency directors shall determine any exemptions which would provide for permanent assignment of vehicles other than those stated. Such exemption along with justification therefor shall be filed with the State Automobile Policy Committee.
Each agency transportation officer appointed pursuant to Executive Order 74-07 shall maintain quarterly mileage reports for every permanently assigned vehicle. All procedures, exemptions and reports shall upon request be made available to the public, the legislature and members of the news media.
The Director of the Office of Program Planning and Fiscal Management in consultation with the State Automobile Policy Committee shall determine a reimbursement rate for commuting to and from work in a state-owned vehicle. Each agency transportation officer shall ascertain the total commuting distance in state-owned vehicles. The Director of the Office of Program Planning and Fiscal Management shall further promulgate such rules and regulations necessary to allow for reimbursement by the employee of such commuting costs to the state.
Those employees assigned automobiles as a condition of employment shall not be charged for commuting costs.
3. Confidential license plates.
Confidential license plates shall be issued and held only by those agencies requiring such plates in the course of its investigative and policing duties. Each elected official shall also be issued one set of confidential license plates. New applications for confidential license plates shall include a statement of justification by the agency director and such application shall be reviewed by the Director of the Department of Motor Vehicles in consultation with the State Automobile Policy Committee.
4. Rules and regulations.
The Director of the Office of Program Planning and Fiscal Management shall in consultation with the State Automobile Policy Committee promulgate such rules and regulations as may be required to implement the state automobile policy set forth in Executive Order 74-07 as supplemented herein. The State Automobile Policy Committee shall meet from time to time to review each state agency automobile policy, the assignment of permanently assigned vehicles and to consider other actions necessary to carry out the state automobile policy and shall after each meeting forward its recommendations for proposed rules and regulations to the Governor and to the Director of the Office of Program Planning and Fiscal Management.
