EXECUTIVE ORDER  74-11

COMPREHENSIVE EMPLOYMENT DEVELOPMENT
PLANNING AND SERVICES ADVISORY COUNCILS

WHEREAS, the prosperity and general welfare of the state is dependent upon the capacity of its citizens to train for and secure employment consistent with their abilities and interest; and

It is recognized that there are not enough meaningful jobs available to employ all persons who are willing and want to work; and

It is also recognized that such employment should provide for the citizen's basic, financial, and human needs to make possible an increase in sharing in their rewards of contemporary America; and

Federal and state appropriations being necessarily limited, it is of the utmost importance to develop just, economical, effective and coordinated Employment Development services such as career development, vocational training, work experience, job development and placement, together with other programs and supportive services; and

The effective utilization of funds requires the establishment of a system whereby goals are properly defined and met in the operation of a comprehensive and integrated system of Employment Development services; and

Such a system should include the cooperation of all federal, state, local, public and private efforts in meeting the needs for Employment Development services and should design, implement and evaluate new and imaginative approaches in providing these services to the people of the State of Washington within a structure of priorities based on need.

NOW, THEREFORE, I, Daniel J. Evans, Governor of the State of Washington, by virtue of the power vested in me as the Chief Executive, and in accordance with the charge to the governors of these United States contained in the Comprehensive Employment and Training Act of 197/3, do hereby proclaim the following Executive Order:

1. There is hereby created the Washington State Employment Development Planning Advisory Council (hereinafter referred to as the "Planning Council") which shall serve as the "prime sponsor's manpower planning council" for the purposes of compliance with Section 104 of the Comprehensive Employment and Training Act of 1973 (hereinafter referred to as the "Act").

2. The Planning Council members shall be appointed by the Governor, shall serve at his pleasure, and to the extent practical, shall be representative of the client community and of community-based organizations, the Employment Security Department, educational and training agencies and institutions, business and industry, organized labor, or agriculture. One member shall be appointed by the Governor as chairperson.

3. The Planning Council shall be an advisory body to the prime sponsor, the Planning and Community Affairs Agency and the Office of Community Development, make recommendations regarding program plans, and provide for continuing analyses of the needs for employment, training and related services in such areas. It shall also monitor all manpower or employment development programs carried out under the Act and provide for objective evaluations of employment development and related programs operating in the balance of the state administered by the prime sponsor, for the purpose of improving the utilization and coordination of the delivery of such services.

4. Area Employment Development Planning Boards may also be established by the Governor in such areas as he deems appropriate to further the purposes of the Act. Each such board shall be a sub-unit of the Planning Council to provide advice and support to the Planning Council regarding employment development activities in the area in which the board is located.

5. There is also hereby created the Washington State Employment Development Services Council (hereinafter referred to as the "Services Council") which shall serve as the "State Manpower Services Council" for the purposes of compliance with Section 107 of the Act.

6. Two-thirds of the Services Council members shall be appointed by the Governor, shall serve of his pleasure, and shall include but not be limited to a representative from the Employment Security Department, the Coordinating Council for Occupational Education, organized labor, business and industry, community-based organizations, the population to be served under the Act, end the general public. One such member shall be appointed by the Governor to be the chairperson of the Services Council.

The other one-third of the Services Council members shall be appointed by the Governor and shall be representative of prime sponsors of programs authorized under the Act that have been designated in accordance with procedures agreed upon by such prime sponsors.

7. The Services Council shall be an advisory body to the Governor, the State's employment development agencies, prime sponsors under the Act, and the public regarding employment development activities. In carrying out its responsibilities, the Services Council shall:

a. Review prime sponsor plans, proposed modifications, and comments thereon;

b. Review State agency plans for providing services to prime sponsors;

c. Make recommendations for effective coordination of all employment development and employment development-related programs and supportive services within the State;

d. Continuously monitor (1) the operation of programs conducted by prime sponsors in the State and (2) the availability, responsiveness, adequacy and effective coordination of State services provided by all employment development-related agencies;

e. Monitor all programs funded under the Act for compliance with federal and state guidelines with respect to affirmative action for racial and ethnic minorities, women, youths, aged, and physically and mentally handicapped persons;

f. Effect a coordinated approach to employment development planning and training in concert with those agencies concerned with economic growth.

g. Submit an annual report, which will be a public document, to the Governor, prime sponsors, State employment development agencies and such other reports and information to the Governor and prime sponsors as are deemed necessary to effectively carry out the Act.

8. The Planning and Community Affairs Agency shall have the responsibility for providing such professional, technical and administrative staff and support as is necessary and appropriate to support the activities of the Planning and Services Councils. The Executive Director and secretarial staff presently assigned to the Washington State Manpower Planning Council shall be administratively responsible to the Director of the Planning and Community Affairs Agency and may be assigned to work with the Planning and/or Services Councils pursuant to this Executive Order.

9. Both councils may establish subcommittees, and request additional staff assistance from any agency of state government as may be appropriate and necessary to carry out their responsibilities.

10. Executive Order 72-01, dated January 5, 1972, is hereby rescinded.
